i'm kate larson. we do have some showers starting in just a few hours, so meteorologist lisa argen is here to explain what we can expect with this storm. good morning, lisa. >> good morning, kate. this is a moderate storm headed our way. you can see live doppler 7 most of this headed to northern california but we go in closer you can notice a few showers in the north bay but most of the activity well to the north and several hours away. visibility about 2 to 3 miles from fairfield to concord and this is a 2 on our storm impact scale. there's anywhere from a half inch to an inch of rain for most areas, 30 to 40-mile-an-hour winds with rough and dangerous surf. mid-50s for most of you except 44 for livermore. look at the winds, up to 36 miles per hour upper elevations. mt. diablo, a gust to 37 miles per hour. wave heights 8 to 12 feet close to the coast but look out to sea, 20 to 35 feet right now. it's this storm that is sending the large swell our way. so high surf warning in effect today through tomo

reporter kate larson is here with that story. kate, that tornado was really rare for that part of the country. >> reporter: absolutely. on average, the entire state of washington only get 2 1/2 tornados a year and almost never happen in december. >> oh, my god! >> reporter: a massive funnel cloud in washington, 45 miles outside of seattle. >> we were from kansas, and i didn't expect tornadoes here. >> reporter: the confirmed tornado on a stormy tuesday afternoon was a surprise. >> we have a tornado in washington state. >> reporter: believed to be just the second tornado ever to touch down here in this county. >> we were looking out the window at the rain, and it was just really coming down hard. and we started hearing this kind of a roaring noise. i asked my son what the heck is that? tat's about the time the wind hit and it went nuts. >> reporter: the twister hit without warning, destroying homes, peeling away roofs and ripping up giant trees. firefighters checked inside damaged homes. there are no official reports of injuries o

kate larson has more on the major changes being made by homeland security. >> reporter: tonight, immigration and customs enforcement officers released another 500 migrants in texas and new mexico. shelters in these border towns say they're overwhelmed and running out of spice. i.c.e. has apprehended 24,000 children at the border and another child died in their custody this week. homeland security ordered mandatory medical checks on every child under 10 in u.s. custody, prompted by the death of a second child under the agency's care. the boy, who was accompanied by his father, died on christmas eve in new mexico after getting released from a hospital. >> we saw children that were dehydrated, children that needed medical care. >> reporter: belinda hernandez is a professor and licensed clinical social worker. she's traveled to the border two times this year. she was in texas earlier this month, right before 7-year-old jacqueline makeen died after crossing the border. she says she's surprised more young migrants haven't died. >> you're talking about this i.c.e. facility that's freezing cold with

"abc 7 news" reporter kate larson joins us live from san francisco international airport with more on the family's ordeal. kate. >> reporter: ama, we are talking about a mother who four months ago put her little boy on a plane with the home and a wish that doctors here in the bay area would be able to improve his rare brain condition. unfortunately, abdullah, who just turned two, is now on life support at oakland children's hospital, and until yesterday his mother didn't think she would get a chance to hold her son one last time and say goodbye. as we mentioned, the boy and his father are naturalized u.s. citizens but the mother is not, so the family tried for more than a year to get her a spousal visa, but until yesterday they had not been granted that visa. families here in the bay area and all over the world have been following this story. >> it is heart wrenching to just sort of feel that a mother or even a parent can't get to their family in an appropriate amount of time in a situation like this. >> i think there's -- there's politics and then there's humanity, and when those two
