lastly, the party bosses. i know we have not talked about that for quite awhile, but i thought it was important that over the last few weeks, i have noticed a big jump, at one point, down on aid and folsom, and at one time, i counted six, all parked. with their participants or patrons, riders, whatever you want to call them around that area. there is also someone inside the party bus. so these party buses continue to be a major problem. again, there is a very high volume of consumption of alcohol, both on the bus, usually before the patrons get on the bus, and then as they hit each venue. for the new commissioners, this has been a problem for us for about the last two years. what we're seeing is these buses coming to different locations, and the patrons on the bus are already really, and they are getting more drinks when they get off of the bus, and often of venue or club will not let them in because they are so drunk that it causes them problems. some, without the party bosses, they would not any business at

lastly, the moccasin compound. this is a view over moccasin reservoir. the dominant feature there is the old power house, the brick- colored building to the center right of the photograph. to the left is the current administration building. to the far left is the old power -- is the new powerhouse. these are vintage facilities. the old power house was built in the 30's. the new power house was built in the '60s. this is a quick over head of the existing moccasin facilities. this was the original company town there. there are lots of buildings spread over this area. the ones that are labeled are part of the operation. there are many smaller buildings that are not labeled. those are cottages that in some cases are rented out to employees and in some cases are empty. the ec and number of powerhouse facilities, a number of shops on the lower part, surveyors, artie -- rt, engineers, and other things in this area. our objectives are office space consolidation. the we are looking at reuse of the old power house. this is an issue we talked about in the budget. t

and lastly, the goal of converting paid space to green space -- paved space to green space. this shows the overall proposed concept plan. it is being faced for the development. the first phase being on the west side of the site. the area identified as the future phase would be developed in the future. now, i'm just going to go through each one of the elements. the first phase would consist of dots. we estimated that there would be approximately 400 garden plots and it would be assigned to both individuals and groups. there is also an area being proposed for materials distribution, which would include distribution of mulch, fines, things to support the gardners in the city, and we are also looking to continue some of the recycling aspects that are currently on the site that would be related to gardening. the first phase would also include a tool lending library that is not currently available, although i understand that it is in development. this is a resource that would be made available to the general public and would be done in partnership with the public works department.

lastly, i have to tell you, i was completely heartbroken to hear about the passing of supervisor charles smith classroom from marin county. i know others will speak to this as well. he was my counterpart, a real fighter against some of the travesties of pg&e, and it was the architect of community choice aggregation in marin county. we just had dinner very recently. he is a year older than i am, and i cannot tell you how blow away when we found out that he passed away unexpectedly. he is an amazing legislator. two-term supervisor with a number of commissions he had served on, and he was seeking his third term as a county supervisor. i know that he is a colleague to many folks up here on the golden gate bridge authority. i have to tell you, speaking about the golden gate bridge authority and about charles mcglashan, when we were contemplating what a community choice abrogation would look like, we used to meet privately at the golden gate bridge authority, both with their team of people and our team of people to try to have what was a series of meetings to envision what it would look like w
