it is 5:45 and i'm laura garcia cannon. >> i'm brent cannon.he state's education system stans to lose more than $1 billion under governor brown's new guj et proposal. he must get california out of a hole. health care and education face the biggest hits and you could be paying more taxes. today in the bay's marla tellez breaks it down on what it could mean for the school system. >> i will start with the good news. most educators are applauding the biggest portion of the state budget, k-12 is one of the few areas to escape major cuts. kindergarten through high school is funded at about the same level as this year. this is only if voters pass a package of tax measures in june. if voters don't agree to extend taxes that are otherwise set to expire, schools would face an additional $2 billion in cuts. to put it in perspective, according to the mercury news, that's almost $11 million for a district the size of san jose unified. that would mean larger classes and more furlo days. on the other hand if voters approve the tax extension, k-12 would be spa

i'm laura garcia cannon. >> i'm brent cannon. let's get to the forecast. christina loren is here with the hour by hour forecast. >> we are starting you out with chilly conditions and frosty conditions as well. 34 degrees in livermore right now. you will find frost on your windshield this morning. the same for concord, santa rosa, napa. a bigger problem for us this morning is fog. we have really dense fog in the north bay and less than a quarter mile reported in santa rosa and novato. by about 10:00 a.m., the fog and the frost will no longer be a factor. we will warm up into the 50s. how long that trend will last, coming up. >> we will see you in a bit. >> the trend of increased traffic as folks head back to work and an accident is reported. >> around vine, reports of an accident and chp is scheduled with a traffic break. they have not run the break coming southbound towards vine. we are watching for that, but we see this pop up. northbound 87. slowing through the south bay. that's an early return of traffic. not in state for another couple of weeks. downto

i'm laura garcia-cannon.e'll look the forecast with christina now. >>> it is gorgeous all across the bay area. this morning not quite as nice as this weekend in the east bay and north bay with dense fog. that will be the case until 11:00 a.m., but we'll see highs today in the 60s. we are talking about 67 degrees in san jose. by lunchtime you're already peeling off a layer. 62 degrees in san jose. and 63 in gilroy. so it will be a gorgeous day. the places that pick up the most fog will likely see the coolest temperatures. so 67 degrees by tuesday. 65 for wednesday. keeping things nice and warm and sunny all the way through this week. you just can't beat it. we'll find out how the roadways are looking with mike. >>> better now as we are getting into the area. we have more congestion but no big surprises for those looking at the map. approaching the toll bridge plaza, it is a steady drive out of richmond. the east shore freeway is the only real slowdown. the 580 and 880 approaching oakland are close to the 55 ma

i'm laura garcia cannon.you were really cold with all the bitter cold temperatures we had the last couple weeks. what you can expect as we head through the rest of this week is more warm, dry weather. as a result, high pressure is going to continue to stay firm, keeping all of the cloud cover and the storm track well off to our north. i think as we head through the end of next week temperatures will start to decrease a little bit and we'll see the rain. let's check your traffic now with mike. >> from the looks of that we have a great forecast. look out here to the roadways. things are a little slow northbound heading up to the golden gate bridge out of city streets. an accident happened near the toll plaza over the northbound direction. and that may be causing a little spectator slowing. a smooth drive and no major issues on the map as you get out of the city streets via the golden gate bridge or the bay bridge. a smooth drive over to the east bay. the issue on the east bay, that exclamation point. there is a

i'm laura garcia-cannon.. all of the cloud cover on the storm track is taken way to our north riding over that big amplifying ridge of high pressure. right now we're in the 50s. 50 in novato. santa rosa and cities in the north bay will see temperatures close to 70 degrees. 67 for fairfield. milder in the south bay, 63 degrees. any problems on roadways, mike? >> we had slick roadway s folks have been behaving nicely. we have a slowdown eastbound coming out of pittsburg bay point. that will have construction closing the on-ramp to east highway 4 to 11:30. that's been extended a short time. keep that in mind for the next hour and a half. we'll get a live look out there and check the bay bridge toll plaza. metering lights have been turned off because of a light volume of turn. they are waiting for a $2 break. don't do that. it's not safe. south of here, san mateo bridge, no one hanging out or waiting. no problems to the peninsula. the fog breaking up and cloud cover around the bridge. that's good news. >>> vandal
