cnn's lauren fox with the very latest on capitol hill. jim jordan is backing off, lauren.here do things stand? >> yeah, we are expecting in the private conference meeting according to multiple sources that me and the cnn colleagues have been talking with that jim jordan is going to point to lean to the resolution to empower patrick mchenry to january rather than running again today on the floor for house speaker there. is some thinking behind this. he is not expecting to drop his speakership, but it is going to give him more time to shore up the support, and will it work over the next several months? it is unclear, because there are a number of proponents who say they will not back him, and it is not clear that more time is going to change their minds, but on the legislative front, empowering mchenry for several months would essentially allow him to clear the deck for any future speaker on the toughest and most difficult legislation to pass through the house republican conference including ensuring that the government is funded after the november 17th deadline and coming t

if i didn't think i could do that, i wouldn't run. >> reporter: lauren fox, cnn, capitol hill. >> lauren fox, thank you very much for that report. let's get some analysis from our political experts. gloria borger, i'll start with you. jordan could go from being an election denier and someone once being called a legislative terrorist to actually leading the house republicans. what's your thought? >> my thought is what we're seeing occur is a campaign conversion. you know, here is somebody who is the head of the rigged election caucus who now is trying to convince moderate republicans that he's the guy who reach across the aisle when deals need to be done, who can deal with moderates and be a grown up leading the republicans in the house of representatives. and anybody who's known jim jordan knows that he is known for being an outside agitator. so now the agitator wants to go inside. i mean, he could potentially win because the gang of eight will probably support him, the ones who voted against mccarthy, but we really have to see how those moderates go and how other republicans go after hi

let's go to lauren fox. lauren, there you go.ren, tell us. >> reporter: to some extent, john, obviously those republicans and conservatives who would be looking at a trump endorsement as a potential reason to get behind a candidate, many of them were eyeing jim jordan to begin with because of jordan's staunch commitment to donald trump, because he has worked so closely with the former president and because he's then leading some of those key investigations on capitol hill. also fighting to open that impeachment inquiry into joe biden. now, there is a question about how jim jordan is going to appeal to more moderate republican members and members running in swing states that joe biden carried in the last presidential election. and he's making a pitch that he is the guy that can unite the republican conference because he's friendly with the eight rebels who voted to oust house speaker kevin mccarthy. he's also arguing that he is the guy who can message most effectively in terms of making clear what the republican and -- the problem

. >> let's bring in lauren fox who joins us now with much more. phil's right. the house is often paralyzed. but this has never happened before. and it's going to be at least a week until there is another speaker. what does that mean for people at home? >> yeah, i mean, the timeline right now is really uncertain. lawmakers are going back home. but there is already jockeying happening to fill this vacancy. one of the reasons that they didn't start this process today, they probably would have had to go several rounds given the fact there was no clear consensus candidate to take over after house speaker kevin mccarthy said he was not going to run again. does that start to change in a week's time? you are starting to see behind the scenes republicans trying to gauge support for whether or not they should run for speaker. top of that list of course is majority leader steve scalise. he is trying to reach out to allies, trying to understand whether there is a path for him. obviously, he is already in leadership. he has a sophisticated team who has done this before, he

let's get the very latest from lauren fox on capitol hill. lauren? >> yeah, john.o of the members who voted present last night have since said that they are planning to support johnson on the floor today. that shows he has momentum to get this gavel in just maybe even the first round of voting and we will be keeping close tabs. we expected that after they get through the formalities, the pledge, as well as keeping tabs of who is actually in the chamber they'll probably get to voting around 12:30, 12:45 and then things could move relatively quickly and we've seen this play out many times before over the course of the last three weeks. they will have members called by name any those members will decide who they are supporting for speaker. democrats, of course, are to be supporting hakeem jeffries on the floor, but you are hearing from so many republicans from the far right to the moderate wing of the party who say johnson is the guy for the moment. they are exasperated, they are exhausted and ready to move on to the speaker so they can actually get to governing, some

lauren fox on capitol hill, and what are you hearing? >> this morning, a lot of questions of what trump's endorsement for jim jordan means for him in the race. in some ways, jim jordan was already a favorite of the conservatives and member of the house freedom caucus, and many who are watching that trump the endorsement closely, but again, the larger question looming is how the two candidates jim jordan and steve scalise are going to win over the moderate colleagues, republicans who won in districts that biden carried in the last presidential election, and this is where the focus s. it is important the note that many of them this morning according to our colleague melanie zanona are deeply frustrate and upset about the fact that many of the candidates are going to be talking to bret baier on fox news than having a full conference. we expect that things are going to be moving quickly and questions of whether they will get to the floor for house speaker vote, and monday, we expect a republican conference meeting on tuesday and tuesday, a c

lauren fox is there. jordan has made some progress, lauren. how close is he or is he not?> reporter: let's put this in perspective. he has made progress. over the last several days, he picked up some big endorsements from mike rodgers, from ann wagner, people who on friday said they would never vote for jim jordan. now, however, he is still short the votes he needs when he goes to the floor this afternoon. by cnn's tally, which has been kept meticulously by our house producer, one thing has become clear. there are nine members who are either leaning no or are a hard no against jim juroordan. there are dozens more who have not said how they will vote. when the house opens noon today, we expect it will take a half hour to 45 minutes before they will begin that first balloting of voting. one thing to keep an eye on, we don't expect this will only go one round. one of the things that jordan allies is making clear that they believe even if they are short in the first round, that they can pick up support on the house floor if they go round after round. the question becomes, how

let's bring in cnn's lauren fox live on capitol hill. lauren, congressman gaetz has so far stopped short of officially calling for what is known as a motion to vacate, but he's promised that that's coming. >> reporter: yeah, exactly. he's sort of keeping the suspense alive right now, jessica. what me went to the floor to do today was essentially list out once again his problems with house speaker mccarthy, accusing him of cutting a secret deal on ukraine which is speaker has denied. he's also argued that the effort to pass that short-term spending bill on sptd with republican and democratic votes, that was a violation in the eyes of mccarthy's hardliners. one of the key questions remains whether or not, a, gaetz has the votes to do this and, b, whether or not democrats have the votes to help mccarthy survive. here is matt gaetz on whether or not he would keep bringing this up if he doesn't have the votes the first time. >> if this does fail, will you bring this up again? >> yeah. >> how often? every day? do you think you can win this vote

. >> let's bring in cnn congressional spokesman lauren fox. the message i got from one democrat was keep our powder dry. they want to see where this goes from here. >> they could be the determining factor. the question becomes what are democrats willing to do? is there a price that they would be willing to try and extract from mccarthy that would be worth it from them. that is what democrats are trying to figure out right now. members should not be going and trying to cut a side deal with their republican friends. instead the argument from leadership, this was very clear from the democratic whip last night, is if this comes to the floor, we are going to have a caucus meeting, we are going to discuss this as a family and we will move forward as a unit. the concern is what the implications could be if democrats just freelance on this issue. there are a couple of factors. the trust with speaker mccarthy is not high. yes, they avoided a government shutdown, but just to give you a sense of the distrust that's happening, in the morning hakeem jeffer

lauren fox is joining us from capitol hill, and you spoken to jim jordan this morning, and what is he saying, what is the plan? >> yeah, sara, the emotions up here are running high for house republicans, and nerves are raw. jim jordan is arguing that he is the man who can unite the republican conference and arguing that the eight rebels are friends of his. that is what he says. >> i disagree with what took place, but those guys are friends of mine, and you know, i think that's the message i have been talking to my colleagues about is who can bring the eight into, part of the team, who can unite the team, and i think that i can do that and if i didn't think that i could do that, i would not run. >> there are a lot mccarthy allies seeking retribution against those eight including matt gaetz and you have heard for some republicans called for him to be iked can out of the conference and this is highly unlikely, and you have heard from the republicans who believe that the foundational rules of this congress, especially the rule that allowed matt gaetz to bring forward this vote as one memb

so we will go to lauren fox who is standing outside of this meeting where the democrats have been gathered for over an hour hashing out their plans, lauren, and what are you hearing? what might the democrats do? >> yeah. yeah, john. behind me, democrats are hearing from the leadership about the procedural steps that could happen on the floor of the house of representatives. this is a technical effort, and so there has to be a educational effort for the members to know what to expect. you heard from our colleague manu raw ju of what could unfol around 1:30. only a handful of members have come out, and most of them behind closed doors listening to the leadership and having a conversation of how to move forward, but when you heard kevin mccarthy say that he is a conservative and republican, and he didn't know what he could offer democrats, and many of the democrats going into the meeting said that they were not going to help him out for free. so if he could not offer him anything, there were not a lot of them uniting to bail him out. i asked maxine waters if you are going to bail out mckacacc

cnn's lauren fox is on capitol hill. uren, i know we were he was working the phones trying to drum up support from the holdouts but is he getting close enough. >> reporter: he did get one breakthrough and that is from mike rogers the chairman of the house services committee who came out on twitter saying that he will support jim jordan. now, that is only one member that he has flipped so publicly now but it is an indication that jordan at least is winning some folks over. one of the frustrations that has existed from members of the conference is that jim jordan finished and then scalise dropped out after he could not get enough in conference and then there are members who are frustrated that the jordan allies are going to be essentially rewarded if you can hear jim jordan on the floor, and then the republican lawmaker are going to return to washington and have a closed door meeting tonight at 6:30 p.m. and go to floor and vote as soon as tomorrow at noon on the speaker of the house. there is some feeling among jordan alli

let's go to lauren fox live on capitol hill. uren, break it down, does he have anywhere near the numbers that he needs to clinch the speakership? >> reporter: yeah, he's not there yet. that is what we're learning from conversations over the weekend. one thing to be clear on, the holdouts right now are not the hardliners that you might be used to seeing from past iterations of this fight but instead some moderates and more establishment republicans who are deeply concerned about jim jordan potentially being rewarded after many of his backers tried to block steve scalise and were successful in scalise not getting the speakership last week. so there is so much bad blood and frustration within republican ranks that this could go on for a while. house republicans are slated to meet around closed doors around 6:30 p.m. tonight. this is one of many meetings we've seen the course of the last several weeks among house republicans and yet they are no closer to electing a speaker. as you noted, jordan's office is making it clear that he is

joining us now is lauren fox. it seems like jim jordan is losing votes by the hour at this point. is this what is going to happen? >> reporter: that's the major question this morning. the answer is that we don't know whether or not jim jordan is going try to take this to the floor for a third time. patrick mchenry made clear that's up to jim jordan to decide. but the risk that is posed if it he goes back to the floor today is he could lose even more votes than he lost yesterday. he had 20 defections the first ballot, 22 defections the second ballot, and the expectation is he would have even more today if he went to the floor. so the question looms. does he decide to go forward or does he try and continue whipping votes. so far, it doesn't seem like that effort has gotten him anywhere. in fact, you have a number of holdouts, who say they are not going to vote for jordan no matter what. so it's really hard to imagine how he closes this deal. that means that republicans really have two options at this point. do they try to run another candidate, likely anyone who would run at this po

>> cnn's lauren fox joins us from capitol hill. all right, lauren, we're about three hours and 15 minutes before this kicks off. does jim jordan become the 56th speaker of the house today? >> reporter: yeah, let's lay out some factors, phil. first of all, day 14. two weeks now without an acting speaker who can bring legislation to the floor of the house of representatives. and jim jordan is going to take this fight to the floor today, try to grind it out despite the fact that there are at least ten republican leaning nos or hard no votes that cnn has kept track of. that doesn't include the dozens that we have not heard from at this moment. so there could be very well a math problem for jor goes to th today. one thing to keep an eye on, whether or not jordan can get 200 votes to start with. that is the floor that kevin mccarthy started with back in january when he was able to finally win that speakership after 15 rounds of votes. the other thing to keep an eye on, do republicans have patience to go that many rounds for jim jordan? th

. >> so let's get now to cnn congressional correspondent lauren fox. lauren, what happens next?ean, i guess the question, too, is what is jim jordan's threshold at this point for public humiliation? was there going to be a fourth vote today because he keeps losing by more and more? >> reporter: yeah, the conference is really divided whether or not you are a supporter of jim jordan or not on whether or not he should keep going with this fight. obviously some of his closest allies had been warning last night that they would just continue with votes throughout the weekend, but you also had people warning that if you're trying to get votes the way not to do it is to basically keep members in a pressure cooker and try and try to grind it out on the house floor. like you mentioned, right now behind closed doors troy knells told us that lawmakers are voting by secret ballot on whether or not jim jordan should continue with his bid. and that at the beginning of the meeting knells said that jim jordan said that this is a step that he wanted to take, but it's going to be really interestin

"a," what they would do if this came to the floor, if they would save kevin mccarthy. and "b," if they did try to help mccarthy, either by voting present or voting with republicans on a procedural step to table this resolution, one of the key q

lauren fox is on capitol hill with the very latest. lauren, what are you picking up? >> reporter: yeah, john. there's so much right now that is very fluid as we await whether or not jim jordan is going to go to the floor again. i did speak to jordan this morning he said his expectation was they would still vote but signalled they would likely have a republican conference meeting ahead of that vote. a lot can change when republicans go in a room behind closed doors and have a conversation about the next steps. i also talked to a close ally of jim jordan, warren davidson who said there was discussion how you could give jim jordan more time to win over the skeptical republicans, more than 20 of them at this moment, far more than he can afford to lose if he wants the speakership. one of the ideas floated is the idea of empowering patrick mchenry to be a temporary speaker allowing him to put issue hs on the floor, keeping e government open and aid for ukraine and israel. any issue that would be difficult for a new speaker on the job. so that could be one way to give squlor
