joining us live now via shiite skype is oakland mayor libby schaaf. welcome. administration just launched a new task force last week to address the racial impact of the covid-19 . what are the short and long-term goals for this task force? >> the short-term goals are to do whatever we can to make sure that the most vulnerable are not disproportionately impacted by this disease. we have ample data to show that the risk factors for covid-19 are already disproportionally represented, particularly amongst african-americans. so we are working to contact those communities. we have lost last week a mobile testing unit that is going out and particularly finding people just released from jail, a very high risk place, and getting out into our communities that often are cut off from the best information.m, ke nt awareness and change policies and legislation so we don't see these disparities when the next pandemic or other health crisis hits. it really is just startling when you see that certain racial groups have two times, three times the risk of fatality, as well as ex

with us now to talk about that is oakland mayor libby schaaf. mayor schaaf, thank you for joining us this morning. >> thanks for having me. >> look, i know we just heard from our reporter kris sanchez, talking about several cities and counties considering changing to provide rent relief to its residents. i know last month oakland, you passed that two-month rent freeze on evictions for the renters as well as small businesses. so what else is being done to really help in this dire needing time for a lot of people out there? >> well, we do have to balance many interests and try and take care of our most vulnerable. and oakland enacted what many say is the state's strongest eviction moratorium. both for residents and small businesses. that doesn't mean the rent isn't owed. you just cannot be evicted for not paying it. so we encourage people who can pay to pay. and we're going to be focusing our efforts on mediating long-term agreements between landlords and tenants to try and ease everyone out of the economic crisis. >> will there be any assistance

speaking in the last hour or so, mayor libby schaaf, wearing a red bandanna to cover her mouth while out in public, she announced widening of testing. up to now, oakland was first testing health care workers, police and firefighters and such. then they added city employees who were showing symptoms of coronavirus or who were asymptomatic people but who had been exposed to someone positive for covid-19. now the testing is open for so-called direct care or front line workers. these are folks like grocery store workers, people who provide home health care, people who work with homeless populations. >> and for us, we believe we've got to keep our front line workers and our direct care workers healthy. we've got to be able to track their contacts if any of them test positive. we think this is how we can test people, this can change every day but that's where we are right now. >> reporter: to reiterate, there is still no drive-through testing site open to the general public in oakland. the mayor says she understands that other communities are doing it differently but this is how oakland ha

.>> mayor libby schaaf appointed her last month. says her goals for the department are to provide more training for officers and improve emergency response time. today the san francisco police department remembered a fallen officer on the anniversary of his death. usually a large group gathers to remember officer isaac espinoza, pup because of the coronavirus outbreak, a wreath was placed in the bayview station. he was shot on this day in 2004 as he and his partner were trying to make an arrest. the bayview captain who was an officer at the time, remembers espinoza's dedication. >> he was for the community, he worked every day as hard as he could to make everything better. that included the community, the officers that worked with him and that included the field of law enforcement.>> the station has also created a memorial area outside where people can reflect on the officers life, the gate includes his badge number, 64. >>> nobody should have to go through to pandemics in one lifetime, and here we are. >> coming together in a time

we asked oakland mayor libby schaaf about the rules during midday live today. >> you are allowed to exercise and even walk without a face covering as long as you are maintaining six, and ideally ten feet of distance from anyone who is not an immediate member of your household. now you can sit outside with members of your household. but people are discouraged from engaging in outdoor activity that isn't essential. exercise is considered essential. picnicking, not so much. >> oakland police say they have issued no citations about lack of social distancing as they are focused on calls about other criminal taitt. but police are increasing patrols across the town to deter crime. >>> crime in san francisco is down roughly 20% with the shelter-in-place order in effect. however, there have been four violent robberies against elderly women in the past two weeks. san francisco police have issued 19 citations for violating shelter in place rules. ten businesses and nine individuals. 86 formal warnings have been issued, mostly to businesses. >>> well, grocery shopping is getting a little easier, but it

mayor libby schaaf says it's about allowing people to get in some exercise while being responsible at the same time. >> oakland slow streets is trying to send a message that we want oaklanders to recreate in a socially distanced manner, a physically distanced manner. >> the city is starting with four streets as part of a pilot program, including 42nd street between adeline and broadway. the plan calls for a total of 74 miles to be a part of the program. if you are thinking about going to park for easter weekend you might want to rethink those plans. san mateo county and east bay regional parks are among the places that have announced closures or restrictions on parking to prevent overcrowding. san jose is closing all of its regional parks for the weekend as well. santa clara county's parks, those are going to remain open. >>> thousands of warning citations have been handed out in marin county to drivers because people continue to visit parks and other recreation areas. the sheriff's office is reminding people that driving to parks or an open space is considered nonessential travel dur
