let's go to manu raju up on capitol hill. , the house speaker is supposed to brief reporters in about seven minutes from now. what can you tell us from your end of things? manu, it sounds as though and i'm just basing this on my white house reporting days some of what priscilla laid out is a bit of the talking points on the democratic side maybe allay some of the fears and concerns of the house democratic caucus too much might have been given away in this negotiating process, and i suspect kevin mccarthy will have similar things to say from the republican viewpoint to sort of settle things down in his conference. what more can you tell us? >> reporter: yeah, certainly pulling the white house spin on this agreement. just to walk through a little bit of it in this fact sheet the white house put out here saying they have agreed to roll back domestic spending levels to the prior year. so currently the 2024 year. they're going to go back to 2023 according to this agreement. this will cause some concerns on the right. a lot of folks

manu raju is up on capitol hill. manu, i was hoping since you were there in front of the cameras for us today that that meant -- i think this is probably our strongest indicator, that you were on capitol hill for us. president and kevin mccarthy spoke. at this point if the speaker were to come out and touk alk t reporters, that would be a good sign. you tell us. >> reporter: that's right, jim. the speaker said today he would be the one to make the announcement that there is a deal. well, here we are at 8:00 p.m. eastern. he has not yet made an announcement that there is a deal. that is a sign that there is still work to be done. remember, the sticking points were significant. going into this conference call tonight was aimed for both the president and the speaker to try to resolve those final sticking points, which were major. one dealing with work requirements on the social safety net programs. democrats are furiously opposed for adding new work requirements on food stamps. they should it not should be part of the de

this is not further apart. >> manu raju, let's go to you. at the center of this entire news conference. negotiators going to the white house, the word he used was to finish the deal. i don't know whether that was deliberate or not, but it does paint an optimistic picture than we heard the last 24 hours. >> he's been signaling the talks athat they are still productive. one that can get through both chambers of commerce within a matter of days. given the fact that he's insisting on are things that democrats have not agreed to. the only indication is that there's been some change in the posture of the white house to agree on the spending cuts that he has been demanding as part of raising the national debt limit. i tried to press him about the concessions he's willing to offer. democrats want their priorities added to it as well. he said the democratic concessions that he was willing to make are one thas rejected, including work requirements and spending caps, rolling back spending levels. two areas of significant dispute with the white house un

manu raju, thank you so much. here to discuss is the chief economist for moody's. are you confident that republicans and the democrats are going to be able to avoid a default? >> confident, that's a strong word. no. history would suggest that there's going to be a lot of drama. we're seeing the drama 37 we're going to take it right down to the wire. but at the end of this, they have legislation that increases the debt limit and do it just in time. but that's history. as you just pointed out in your conversation, there's a the lot of differences today compared to the past. particularly with regard our makeup of the house and lot of ore issues. so it's hard to be confident in anything. >> he's talking about needing a deal this week. janet yellen, the treasury secretary, says the money could start to run out june 1st. mccarthy says we need a deal this week to write the legislation, so that the senate and the house can both pass it. what kind of impact is that going to have on the economy this rapidly approaching deadline as we get closer and closer? is the market goin

cnn's manu raju is here with the details. manu, walk us through what police say happened? >> yeah. a harrowing incident. in fact, i just got off the phone with the congressman himself, jerry connelly, a democrat from virginia who determined how this individual came into his office today and someone not known to the congressman and used a metal bat and attacked one of his senior aides in the head and connelly said hit one of his interns on first day on the head on the side. these injuries are serious, but not life-threatening at the moment, but this individual came to his office looking for the congressman himself. the congressman was at an event for a ribbon cutting for a food bank nearby, and was not in the office, but connolly told me that this individual had, quote, out-of-control rage, used this metal bat to damage his office, glass in his office breaking computers and including in a conference room that had lots of glass in that room, as well and just moments ago fairfax county police just wrapped up a press conference and not indicating what the motive was of this individual

. >> let's bring in manu raju.tol hill before the house ethics committee, but that's a rather toothless organization, generally speaking. this seems more significant. >> no question about it. it will be interesting to see how kevin mccarthy, the speaker, responds to this. for some time, he's not called on george santos to resign in large part because if santos were to resign, this would open up a special election in the district that joe biden carried in 2020. something that could flip to the democrats and narrow the already laze sort-thin majority, which is why i they said let's let the investigation play out. he pointed to one where you will decide on how to respond to george santos saying let's see what the ethics committee comes up with. we know the ethics committee is pressing ahead with its investigation. how long they will come to reach any sort of conclusion remains to be seen. now that he has been indicted, the question will be whether that chaungs the leadership calculation at all, whether kevin mccarthy

cnn's manu raju reports now from capitol hill. >> the highly anticipated tuesday meeting at the white house with kevin mccarthy and president biden, along with democratic leaders chuck schumer and hakeem jeffries and the senate gop leader mitch mcconnell did not yield any breakthrough. in fact, it was much worse than that in the words of kevin mccarthy himself. the speaker said there was no progress at that meeting. going into the meeting, the president and democratic leaders had pushed mccarthy to simply raise the national debt limit. that's at $31.5 billion, allow the united states to continue borrowing to pay its bills, but don't attach any spending cuts. mccarthy has rejected that portion for some time, has called for direct calls with the white house. the house has rejected the calls. the gop passed a slew of spending cuts attached to raising the debt limit for one year. that's something that democrats say is dead on arrival. so where do they go from here? it is unclear whether they will be able to get an agreement to avert the first ever debt default in american history, somethi

. >> let's get straight to cnn's manu raju on capitol hill. manu, what's going on in this rules committee meeting right now? >> right now this is the first step in the legislative process. this committee most approve a rule to ensure the bill can be approved by a majority vote. nine republicans on the committee, four democrats. two of the most outspoken critics of the bill on the committee. it's part of the deal that kevin mccarthy made to become speaker in january, agreed to put conservative hardliners on this committee, two of them chip roy and ralph norman. the third, thomas massie hasn't said if he would come out in favor of the bill. if he votes no, that could complicate things substantially. that means six republicans in favor of it, if democrats vote no, it could stall the bill going forward. an added complication is that chip roy's contention that a private deal was made in january where kevin mccarthy said all nine republicans on the committee must agree in order to consider legislation on the floor. that's been disputed by mccarthy's

manu raju is at the capitol.re hearing a lot of public pronouncements right now, red lines, et cetera. i wonder, are these serious? is it politicking? does this have the chance of stopping the bill, but also threatening the speakership? >> reporter: well, the moment those members who are upset don't have the votes to stop the bill but they're trying to do just that, and they're also warning that they may actually take a move when the speakership forces a vote to seek his ouster. this all comes ahead of the key vote this afternoon in the house rules committee, the first step in the legislative process, even as the members on the far right are trying to build up gop opposition. how much confidence do you have in the speaker right now? >> none. zero. what basis is there for confidence? you cannot forfeit the tool of republican unity. it was not necessary to do. >> reporter: is the speaker lying about the way he's characterizing this bill? >> he's lying. but there the bill is chock-full of things that are cosmetic an

. >> let's start on capitol hill with manu raju. everybody suddenly seems calm. do they have reason to be? >> reporter: at the moment, yes. i just spoke to kevin mccarthy on his way back into the capitol moments ago. he told me, yeah, when i asked whether or not he believes he will get a majority of house republicans to support this plan. that's been the hold they have been push ing for. the democratic leader wanted republicans to have more than that. 150 republican votes. mccarthy would not say if he had that many votes, but even with a majority, that could be enough to fend off any challenges from his right. some of the freedom caucus said they would try to target him. but that was in the hospital expected to be the case. behind closed doors, hakeem jeffries did talk to house democrats. employing them to get behind this deal saying this is the best possible option that they are facing with the prospects of default just days away. they need a sizable number of democrats to vote for this tonight to get this oin er the finish line. but particularly among the left

manu raju joins us from capitol hill. what's in this and is there anything in this that might at some point in the future get bipartisan support or is this largely a show of force this week? >> yeah. this is a republican messaging effort to say what they would do if they had all levers of power, if they had the white house, sign this into law. something they have campaigned on but it has been difficult to get to this point. there have been division in the house republican conference over this issue. they have negotiated to come up with this package and they believe they have gotten the conference in line, say maybe one republican vote from kentucky indicating he will vote against it, but they can move no more than four. they are confident they will lose no more than four this afternoon. the package deals with -- focuses mainly on border security. reinstate building the border wall that was halted after donald trump left office. it would change the e-verify requirements on the employer's checking the immigration status of

cnn's manu raju and jeremy diamond are covering both ends of pennsylvania avenue for us. manu, let's start with you. some house democrats behind closed doors told democratic leader hakeem jeffries that they shouldn't go home for memorial day weekend, that they should stay and work. manu, why are any of them, democrats and republicans, going home? >> reporter: well, the reality here, jake, is that most members of congress are simply shut out of the negotiations that are happening on capitol hill between the house republican leaders, really kevin mccarthy, two of his top allies, congressman patrick mchenry, congressman garrett graves, and white house officials. the rest of congress is waiting to see whether or not they can get any deal. already we know that there are still significant disagreements over how to cut federal spending and whether to tie that to a debt ceiling increase, something republicans have demanded. republicans have also demanded new work requirements on social safety programs like food stamps, something democrats had resisted but the white house is now co

manu raju is up on capitol hill for us. nu, just being told it's down to one issue is cold comfort. that could be the one thing that drags this thing out. what are you learning about the state of the negotiations at this hour? >> reporter: yeah, that's what i was told from a source familiar with the matter that there is one key sticking point remaining, that over imposing new work requirements on social safety net programs. this had been part of the republican bill to raise the debt ceiling that was approved back in april. democrats fierce leo pose it, arguing that it would puhurt th poor. republicans say it is important to get people who are dependent on food stamps and temporary assistance for needy families, to get them into the workforce. there's an ideological dispute that's been unable to be resolved the last several days and i am told that is still part of these negotiations. and one big reason why they have not been able to close the deal. but there is an expectation that they are making progress on a whole wide rang

that is the big question in congress. >> manu raju on capitol hill. thank you very much. i want to get reaction now from cnn's richard quest. richard, if these talks fail, this could seriously have major catastrophic consequences. what should our viewers be bracing for? >> well, what you got today from janet yellen is the financial plumbing. she basically did the -- she told us the robbing peter to pay paul. you saw the money being moved around. and on june 5th, she essentially can no longer pay everyone. at the moment she's just about paying everybody. but overall what will happen on june 5th is she'll have to prioritize. so, then it becomes a question, do you pay social security? do you pay bond holders? which debts do you pay? and that's what happens post june 5th. i think what we're now going to see the markets getting very serious about it once we go into next week. and wolf, as i've said before, when this happens, when the markets do give their reaction, it will be fast. it will be brutal, and it will be nasty because it's going to happen somewhere in the financial

we turn now to chief congressional correspondent manu raju with the very latest. manu? >> reporter: yeah. right now this bill clearing a key hurdle on its way to the house floor tomorrow. just moments ago, the house rules committee, which is really the first step in legislative process voted 7-6, barely clearing enough vote, getting majority votes to adopt a rule that essentially ensures this bill can be considered and be approved by a majority vote. now, that didn't -- this vote that came tonight did not come without some drama. in fact, two republican members on the committee have emerged as some of the most outspoken critics of this bill. chip roy, being one of them. ralph norman being another. chip roy even contending there was a secret deal that was cut between him and the speaker back in january for the speaker to become the speaker of the house that ensured that essentially all nine republicans on the house rules committee must agree to any -- to rule before that bill is considered on the floor. well, that didn't happen just now. seven of the nine voted for it. e

cnn's manu raju joins me now with the latest.rs feeling as optimistic this afternoon as they were late last night and this morning? >> reporter: in short answer, no. there have been a lot of negative comments coming out of the speaker's office this afternoon from some of the key negotiators, who i caught up with. those two key negotiators, patrick mchenry, as well as garrett graves, two men who have been going back and forth with the white house for the past several days to figure out any sort of deal to raise the national debt limit and what conditions can be attached to it. there are a number of sticking points, but one of the biggest sticking points right now is on the issue of work requirements for social safety net programs. republicans are pushing for programs like food stamps and temporary assistance programs to include some new level of work requirements. democrats are concerned that could hurt poor families, and they have been going back and forth, and there is no resolution on that issue. and they -- the republicans are

. >> let's go to cnn's manu raju who is live for us on capitol hill. e's a lot of negotiation going on for someone who plans to make absolutely no concessions. so take us through what is happening here, manu? >> right now at the moment, mccarthy's top allies are at the white house to see if they can move any closer to a deal to avert the nation's first-ever debt default, and right now they are not close to a deal. not to give any other concessions. saying that his only concession is to vote to raise the national debt limit. he said the two things that he pointed to in that situation, work requirements on social safety network programs as well as rolling back federal spending. he said those are concessions that he's offered. those are things that democrats have actually rejected. and he has called on democrats to agree to further spending cuts far beyond what the white house actually wants. we'll see if any movement happens there. i caught up with one of the people in the room right now. congressman patrick mchenry, one of kevin mccarthy's top negotiator

cnn's manu raju and dr. sanjay gupta are with us. manu, what are you hearing from sources and from senator feinstein's office about her diagnosis? >> reporter: well, senator feinstein's office has not provided many details about her condition ever since she was gone in mid february, suffered the shingles and the 89-year-old democrat was gone for several months, didn't return until last week, and there still has not been much information. then "the new york times" reported earlier today that she did have broader complications related to shingles. encephalitis and the ramsay hunt syndrome. i heard from a source familiar with the matter afterwards who confirmed the senator had those -- was diagnosed with those two issues. then she talked to our colleagues on capitol hill, kristen wilson and jessica dean, and she denied having any broader complications, simply saying she had a very bad flu. then after that, jake, her office put out a statement confirming "the new york times" report saying the senator, previously undisclosed that she had s

cnn's manu raju has been chasing law players to get their reactions to the town hall. manu, it seems like trump did some damage last night, at least when it comes to his standing with republicans on capitol hill who previously had supported him. >> reporter: yeah, that's right. including one in particular, senator todd young of indiana, a conservative indiana republican, someone who has aligned himself, supported a lot of the trump policies, supported him in the past, said he will no longer support him, voicing concerns that were echoed across the line among traditional allies and some critics about those comments about ukraine, not taking a position on ukraine versus russia, not calling vladimir putin a war criminal, suggesting he would pardon a vast majority of those january 6th defendants, and also suggesting that the united states should default if republicans don't get their way on spending cuts. republicans up and down the line were pushing back. >> president trump's judgment is wrong in this case. president putin and his government have engaged in war crimes. >>
