mark: mark halperin is the coanchor of "with all due respect." he is also in washington today. this a question of when is a deal not really a deal? mark h.: there are international negotiations. this will be sold as a good first, but there are still negotiations to be done still a question of how much unity there will be between partners. the initial deal looks promising. the president's bigger problem will be if he can hold converse together protect -- congress together particularly his own party, to hold off any additional sanctions until after this new negotiating period. mark c.: we are talking about a lot of technical information that has to be involved. the amount of centrifuges how long this program could go on when the sanctions might be lifted so iran fence exporting its oil -- iran can export its oil. we are getting word on what might be in place. this is still not going to be a done deal. the president has asked congress to hold off on implementing more sanctions. if this deal is finally cemented at the end of june, what is this going to mean for congressional action

sources tell mark halperin that a group of super pacs tied to his campaign will have raised more thanthe end of the week. mark joins us from chicago. $30 million can you put that in the context? a guy who many people say there's no chance he's going to be the next president. mark: not that long ago if you were going to run for president and someone told you your budget for the campaign was $31 million you would say that is pretty good. super pacs have changed the game. ted cruz is one of the most aggressive super pac-related fundraisers in the history of super pacs, which is not a very long history. when he ran for senate he had super pacs supporting him. i have never written him off but now people in the political world are looking at him and saying this guy might raise as much money as anybody else running besides jet push -- jeb bush. that means he's in the game. stephanie: let's look at republicans in total. at the end of the day we know that jeb is going to raise more money. if you are a republican donor, why give money to ted cruz? mark: not everybody wants jeb bush. they may no

i'm joined by mark halperin. good to see you. biggest distinction between what you heard today and what you heard in 2012? mark: this is a guy who has tried to carve out a different image for himself than any other republican in national life today. he believes in not just challenging their fellow can party as we heard, but also in challenging a lot of the organizing principles of the republican party in terms of corporations, national security. this is a guy who is trying to make a lot of changes. the old rules prevail he will not be the nominee. alix: what are the chances he could remake them? mark: it's a great question. historically the party has always turned to an establishment front runner, the most electable. there are lots of reasons to think that will happen again. rand paul. short of his goal. on the other hand, if you look around the country, there is a hunger for change. there is anti-establishment sentiments. there are tens of millions of americans who have sympathy with rand paul. i don't discount his chance particu
