matt: this is "bloomberg markets." i matt miller.nk for international settlements warned hedge funds about a buildup of leveraged short positions in u.s. treasury futures. let's talk about that as a risk in -- an economic risk with bloomberg chief correspondent of global macro markets, liz mccormick, joining me on set. a lot of the stuff is different for the layman to understand but this is the central bank to central banks. and so what is the problem with hedge funds having this huge short trade on treasuries? liz: hedge funds being short in and of itself is not a problem. it is when it is used with a lot of what we call average. you and i buying something, we have the cash that is the one thing and we might have risk but if we are borrowing from your brother and things go bad, then not only bad in the trade but you owe your brother. that is of the bias and other regulators have been looking at and it is a hard thing to kind of fine-tune exactly how much is out there. by looking at the net short position and futures, which hedge fun

matt: commissioner -- amber: sorry, matt.to jumping on the point you are seeing the canadian market that has huge connection to the oil and gas sector. there has been lamenting that -- are you finding good domestic canadian support for these green bonds? johannes: they are interested and they are interested in how to report on green investments because it is important to be credible for the capital market, to be reliable, to demonstrate the money is indeed used for green investments. the european commission will report by the end of this year for the first time about the impact of the green bonds we have so far issued. we are talking about 44 billion euro. i understand here in canada, people are very interested on the project but to issue green bonds on their own. matt: commissioner, i wonder about european debt. shouldn't you issue common debt to finance common priorities? you have done it in emergency situations. are we headed in that direction for more common debt issuance in europe? johannes: what we have created was a qu

matt: this is bloomberg markets.ormer treasury secretary larry summers says there are too many variables from consumer spending to labor strikes and the potential government shutdown to rule out a u.s. recession amid the federal reserve rate hike pad. here is some of his conversation with david westin on wall street week. >> it is possible we will have the proverbial soft landing, but i think the risks that inflation will be worse than what they say are very real. you've got the uaw strike, you got oil prices having spiked, you've got a budget deficit that this year will approach 8% of gdp if you take out the student loan accounting. and you've got a variety of technicals like health insurance that are getting ready to kick in. i think you've got real concerns on the inflation side. at the same time, you've got concerns on the others that the consumer, since labor day, it's not much time yet but looks like the consumer is slowing a bit, delinquencies are starting to rise. there is some wall of maturity that will come

matt: it seems matt gaetz essentially wants to throw out kevin mccarthy as leader.ill that happen? if so, who would replace him? kailey: that's a major question. matt gaetz is another individual member of the body likely to vote down this continuing resolution. he has been threatening a motion to vacate speaker maccarthy for some time now. we have yet to see if you will actually follow through on it. several other members of the freedom caucus i caught up to today including chip roy, eli crane, and others suggested it would be a mistake for mccarthy to turn around and try to craft a deal with democrats. mccarthy is painted into a tough corner here. if you cannot get enough republicans to vote to keep the government open in theory a bipartisan compromise would be another solution but that might risk him his job as a speaker. i spoke with a number of democratic members of congress this week that suggested if mccarthy were to work with them they might act to save him if there was a motion to vacate. we have yet to see if that will happen. a lot of it will come down to

matt: thank you for joining us. we have breaking news on uaw negotiations with the big three, ford, general motors and some lantus. the union coming out and saying that general motors proposal doesn't come close to an equitable path. this is the uaw president talking about the latest gm proposal which we know was including a 10% wage increase as well as bonuses. there was $11,000 in inflation protection payments and entry-level workers were offered 56% pay rise over the life of the deal. the top rate workers would have had a total of 16% pay rise but the deal from gm did not include pension benefits. we know the pension benefits are one of the things the uaw is fighting for as well as what would amount to a 46% pay increase across the board. the uaw saying general motors' proposal does not come close to them equitable deal so we watching these negotiations and they could result in a strike. up next, we will talk to the auto racing legend michael andretti who is targeting ai he will join us next and this is bloomberg

matt: what about the request for pension benefits? they were getting those before they gave them up to help the automakers operate more sustainably and now they are making record profits. then they asked for a four day work week. does that seem silly? >> those are two of the biggest asks they had on the table. they started backing off the four day work week but in exchange, they want more paid time off. the pension point, they are trying to make a point there is still a group of people in traditional venues that are ceos. matt: $30 million and pensions, thank you so much. the strike is in his fourth day. i caught up with the ceo of mercedes about the strike and its impact on his business. >> we don't expect any major impact on our business and were cities bends is doing business in more than 150 countries. we tried to make sure we are competitive and we are an attractive employer but at the same time, we are in transformation and the automotive industry is getting more competitive. whatever precious we have on cost will have to be mad

jon: matt was talking about tesla.ect that in terms of the location where this plant will be based is close enough to california that you think that first generation of electric vehicles or the demand for new batteries that being physically there is a net benefit to your business? guest: yes, in the long run we intend to recycle ev batteries. being here right on the border of california will help us get the first generation of ev's that have run through their lifecycle we will be able to get those batteries to recycle that cobalt. we are also planning on building a cobalt metal strategic reserve for the u.s. government. the administration has identified cobalt as a critical material that is used in hypersonic missiles and stealth bombers. with the world today, we really need to have this type of material on shore. jon: i think it's a really interesting story and we will have you back on when you build this plant. matt: thank you so much for coming on the program. talking to us about his new cobalt processing plant in y

matt: it's all about yield right now.til the last few days, higher yields were met with more and more buyers. last time we hit 6%, october 2022. we rallied about 11% in the investment-grade market after that. i am not saying we will get at this time. but the mass is in your favor. at a certain point it gets harder to lose money. it can be done, but the math gets better and better at higher yield levels. we look at spreads at 120 on the past to a soft landing -- on the path to a soft landing at higher yield levels there will be less supply and better fundamental, or at least good fundamentals that drive spreads in my opinion to 80 if you get the soft landing. if you don't there is a tail risk that is still relatively fat now. if you don't, you go back to the high 100s. overall it is probably fair at 120. but as it goes on the path we are expecting i think you will grind tighter here. katie: it's all about the yield. that's a great place to end. matt brill and kelly burton, great to catch up with you. have a great weekend.
