megan gilliland joins us now with the latest on the proposal, good morning, megan. >> reporter: with the $121 million budget deficit something has got to give. the mayor says the city's budget has got to be balanced. in order to do that, many priorities will take a huge hit and no one has been spared. the city's department of finance released the budget proposal filled with drastic spending cuts including more than 600 layoffs. the police say the mounted units would be gone. 7 fire companies shutdown, 90 firefighters out of jobs and 29 out of city's 55 recreation centers closed. >> if the rec centers are closed they have nowhere else to go. the gang leaders look at this as an opportunity to recruit these kids. >> what we did was try to look at the money that we have, look at the priorities and act accordingly. >> now the proposal also cuts down on bulk, trash pickups and dries up funding for the preakness parade and 4th of july fireworks. in order to raise revenue the mayor says they're looking at everything, from a tax on nonprofits on raising energy and telecommunication tax rates.

megan gilliland with more. good morning, megan. >> reporter: good morning, patrice. the reality is it's not over just yet until the senate a bill and fixes some the promises that the democrats has been making will not happen. the process of reconciliation is not an easy one, and the republicans are searching the bill for violations that could raise unlimited objections. gop senators can also slow things down by offering amendments. >> amendment after amendment and it any of these amendments pass, then it goes back to the house. >> so you can see that's a nightmare scenario. >> now most of the bill does not take effect until the year 2014. however, there are some things that will change today when the president signs this bill including temporary coverage for the uninsured with preexisting conditions. coverage for older children, a drug discount for seniors and the elimination of annual and lifetime caps. several state attorney generals say they will file a lawsuit after this bill, 2400 pages of it is signed and ready to go. they say it's unaffordable and unconstituti

news 4's megan mcgraph joins us from tyson corner this morning. hi, megan. >> reporter: good morning. the silver line is under construction here in tysons corner. when this project is completed, metro is hoping to roll out a whole new generation of railcars. the 7,000 series. metro's board today will present the plan to buy 648 new railcars. the first 64 will be used for the expansion, the rest will be added overtime. this will help metro phase out those 1,000 series cars that have come under fire for their crash worthiness. the 1,000 series cars were involved in june's deadly crash on the red line. thgoal is to get rid of all of those cars by 2014. metro says the new cars have a number of advantages. let's look at some of them. they'll have improved pubc address systems, overhead and seat grab handles, security cameras, active route maps as well as improved operator controls. the switch, however, will not be cheap. each of these cars, the 7,000 series cars, will cost $3 million. now, the first 64 will be paid for by the washington airport authori

megan mcgrath is live at the vienna metro station. sounds like you're getting an earful. >> reporter: i say fare hikes not very popular with most riders. metro is looking at a very significant budget short fall, $189 million. they got to figure out how to close that gap. they have several options available t them. they are going to ask for input from the public in a series of hearings. six hearings to be exact over the next week and a half. the first of those hearings begins tonight one vienna. the options being considered are a combination of fare increase and service reductions as well as changes in metro access fare structure. there could be staff reductions and another thing out there is additional funding from local jurisdicons. we've been talking to riders, asking them what they think should be done. >> well, i think it's unfortunately going to have to be the riders will have to pay for it. that's what it comes down to. until they can clean up their act and keep the line safe. i think that's part of the problem. >> well, their s

megan mcgrath has details. >> reporter: it is going to be less than the company asked for, but according to the public services commission, there will be an offsetting of that increase by a recently passed decrease in the electricity supply rate. according to the commission, about 97% of customers will see their bill go up by about 2%, their average monthly bill up by about 2%. any talk of rate increases sparks controversy, and a group called justice first staged a protest outside the commission headquarters. they don't want to see any kind of an increase. they said people are losing jobs and they're struggling. in fact, that group wants to see a rate reduction. while there will be a rate increase, what was approved is far less than what pepco had actually asked for. they had asked for a $34.5 million increase. the commission will allow them to increase rates in order to generate a fraction of that, $19.8 million. this is a very detailed decision that was handed down. the commission rejected some surcharges and other things the commission asked for, and they went down the list while peop

news4's megan manage grath joins with us the latest. good morning. >> good morning. veteran police officers say they haven't seen a shooting this bad in a long time. the gunmen fired on a group of people standing out in front of an apartment building here in the 4,000 block of south capitol street right around 7:30 last night. nine people were hit in the hail of gunfire, four have died and at least one is said to be in very grave condition. it's unclear whether that individual is going to make it or not. now, three people have been arrested. they were arrested following a high speed police pursuit. two of the suspects who are in police custody are in their 20s. one is a teenager. witnesses describe a bloody and chaotic scene as the victims dropped to the ground. >> pop, pop, pop, pop. and people just laying on the ground. like a football pile-up. >> the shooting began around 7:30 last night. witnesses say the gmen fired into a crowd of people in the 4,000 block of south capitol street in southeast. police have not released a motive but the incident is one of the bloo
