megan gilliland was at the crash site all day yesterday... this morning...om city police headquarters where the investigation is underway. good morning guys, whatever it was... it ended in a high speed crash... that left three people dead. it happened a little after midnight... at northern parkway and york road. we were on the scene... as police described the crash and the events that led up to it. they say a honda accord... was fleeing north- bound on york when it smashed into a jeep cherokee... heading east on northern parkway. both cars rolled down an embankment and caught fire. the... two men in the honda... that police were tailing... died in the crash. they've been identified as... 26-year old devell johns... and... 28 year old terrell young. both appear to have long criminal records... dating back to 2006. the female passenger in the jeep... was also killed. while the sole survivor... was seen stumbling from the wreckage. megan?> reporter: aaron, early this morning the white house released some details regarding the president's speech which is going to happen a few hours from now. they say that president barack obama is going to speak very plainly, very candidly about how the affordable care act will work and how it will affect middle class americans. on tuesday health insurance marketplaces opened and people can go on line and sign up for insurance through exchanges. there's a lot of confusion about who is eligible, how it will work. how much it will cost. while the president is going to try and break it all down during this speech here later this morning, he will talk about what people can expect when they go online to enroll for benefits in one of those exchanges. he's also going to talk about how the affordable care act or what it means for people who already have insurance. the president is also going to make the case of the health care system, the new one, will act l actually keep costs down by promptin

megan, given all the problems should the fellow democrats accept that one year delay in implementing the program, or will that be the death nail of obama-care? >> i think technically the right thing to co would be to delay this, until they can get a lot of the core functionality working. i think the employer mandate is pretty important, both in terms of the coverage and as noted because it is one of the big funding mechanisms. when they were doing reports it was hundreds of billions of dollars of difference. whether you had an employer mandate or not. and simply with the i.t. i think the right thing to do is sort of policy thing to be to delay it. i don't think so. an issue going into the 2013 elections. i think it may be the right thing to do for the country. going forward was essential in order to make the system work, but again, jonathan -- in your article you have to ask the freak out question, if the problems do kind of keep coming up, and delays in getting on, and megan brought this up, if young people who are essential to this program end up not signing up, could the whole sys

megan. >> reporter: those questions include when that pursuit ended and if it was a factor in that fatal crash. an explosive crash early tuesday morning. three people killed when this honda accord smashed into a jeep at york road and northern parkway. police say before the crash, under cover officers were following the sedan after they observed suspected criminal activity. now sources tell wjz prior to the accident there were multiple radio transmissions ordering the officers to end the pursuit. an attorney for the officers speaking out for the first time said that is exactly what they did. >> when the officers did hear that command they did in fact follow that directive and they did in fact stop that pursuit. >> reporter: it is unclear how far police followed the the car and whether they were using lights and sirens. the department's pursuit policy, only allows a chase under strict circumstances. the police commissioner is promising a thorough investigation. >> there are issues i have concern with overall the incident that took place out there is kind of disturbing. >> reporter: family

i am megan pringle. charley crowson is off today. will start off with meteorologist lynette charles so you can plan your day and weekend. how is it looking right now. >> it's nice and clear out there right now. we do have a few areas of patchy fog but all in all, lots of sunshine and once the sun begins to rise. and temperatures this morning are seasonably cool. 54 degrees in glen burnie with the dew point at 52. 54 in columbia and dew point at 53. and in stevensville 58 right now that dew point at 55. so with the dew points, we are nice and dry and comfortable, still. wind had pick-- will pick up out -- winds will pick up out of the south. in terms rain we don't have anythis morning or afternoon. this will be a different story as we had towards tomorrow. -- we head towards tomorrow. the temperature at 60 degrees but look at the sunshine that we will have for today continuing into lunchtime and great day to eat that lunch outdoors with that temperature coming in right around 75 degrees. and by the time we hit 3:00 the high of the day

news 4's megan mcgrath is live. this is a pretty new roundabout, megan? >> reporter: yeah, it's about four years old, but in trying to fix one problem, the roundabout that you see behind me here, actually created a different problem and so it's going to be changed. now, before this roundabout was built this area had an issue with very serious high speed crashes here at the intersection of 50 and 15 in gilbert's corner. that's why the decision was made to put the roundabout in place. the idea being that it would slow down traffic and make the intersection safer. well, that's not what's happened. since the roundabout went in four years ago they've actually seen quite a spike in low speed fender benders. apparently there's some driver confusion about how to use this traffic circle and they've actually seen what's essentially a tripling of the fender bender accidents at this intersection and so v.-dot is going to make some changes. first of all they're going to be creating a single lane approach to the roundabout. right now you've got areas where there are tw

quick look at tropics megan was talking about hurricane ingrid. moving to the west northwest at around 6. it's north of tampico mexico. great destination vacation spot unfor the think thely they will get -- unfortunately they will get hurricane strength winds. and it's moving at 6 miles per hour. so it's going produce around 20 inches of rain and not only do we have one storm, this's another storm on the west coast -- there's another storm on the west coast of mexico bringing more moisture. some of the mountainous areas could end up around 20 inches if not 30 inches of rain before the systems move offshore. remember humberto may become a hurricane later this week as it pushes into the central atlanta. 72 today. down to 50 tonight. and here's look at maryland's most accurate into the 70s going into tuesday and wednesday. another check on the weather. here's lauren cook with traffic. >> reporter: for those traveling in considering-- traveling in baltimore county a crash in rosedale has been unfounded. it was on pulaski highway at contractors road. 9

megan said something about frost. we have frost advisories yes mainly to the north you go but even in western maryland we are dealing with a frost advisory and that's until 9:00. central maryland we are not under the advisory but we are dealing with chilly temperatures to morning. you heard me talk about the 30s in tineytown -- tanytown is coming in -- tawnytown is at 39 degrees. grab something and put something out as you head out, it will make you feel better. 44 in millersville and dew point at 44 as well. so we have a little bit of patchy fog in some areas. so be aware of that. give yourself enough time on the roadways and put the low beams on instead of the high beams. jessup's temperature is at 45. and we have very dry air in place. look at the dew point at 38. we will have the wind out of the northwest at about 5 to 10 miles an hour. that's going make it feel cooler outside as well he. and this is what you can expect in terms of wet weather. we are nice and dry. we will stay that way as we go throughout the day
