melanie zanona with the latest. what is it you're hearing from house republicans whereby this is headed? >> reporter: the house is on the verge of clearing at least one procedural hurdle, because the house rules committee is expected to advance a rule which would allow the bill to come to the floor tomorrow, despite opposition from two conservatives on the panel. so that is a big sigh of relief for leadership. but they still have to actually pass the underlying bill on the house floor. and there has been opposition from both the far left and the far right. so leadership has been working behind the scenes to sell this deal, to whip this deal. house democrats have expected to huddle tomorrow with members of their party leadership, as well as white house officials. and house republicans are meeting right now behind closed doors. we're told kevin mccarthy as he entered the meeting got a standing ovation. people were cheering for him. he said "let's have some fun." but we are expecting him to have to make a very forceful

melanie, and would go to you first. on republicans, if, any to do something? and you've covered kevin mccarthy for a long time, the speaker. any effect? >> it's interesting. because i covered the gold gun control debate after newtown. i was familiar with the contours of this, and i think it's easy for people to say, nothing's changed. some things have changed, actually. there's been a much more robust gun control safety movement that has come together. the nra is in shambles, quite frankly. and still, we are seeing what's going to be very likely a lack of action in congress. i think what we're seeing is the incentive structure for republicans is they get elected by their deep red primary voters. and so so long as those voters don't want to see any additional gun restrictions, it's going to be very, very hard to move them. >> greg abbott this morning, who is the republican governor of texas, he weighed in on gun violence in america. here's we had to say. >> we've seen an increase number of shootings and states with easy

melanie zinona is likely to have a lot of action on capitol hill this week, melanie? >> yes, two border bills we are tracking, and neither of them have achieved immigration reform and neither will have enough votes to get traction. hr-22 is the one to be the byproduct of months of negotiation, and they feel it is a deal to unite the conference, and it is to coincide with the expiration of title 42 thursday, and they are going to try to make it a political liability for president joe biden. it is going to restart construction of the border wall and increase funding for border agents, and enhance requirements for everify and reinstate the stay in mexico policy among other thing, but as i alluded to, it is no chance to become law, an nnd it is going nowhere the senate. but, john, there is a lot of angst in the democratic ranks of how biden is handling the migration. just listening to henry cuellar. >> they need to go to the center, and the policies that they are going to implement is bringing them to the center, in my opinion, and it wille too l -- a little too late. >>
