cnn's melissa bell live in strasbourg where a manhunt is underway. melissa, good morning. >> reporter: good morning, dave. it is more than 12 hours since that rampage began here in the center of strasbourg. you can see the parts of the christmas market and of the town where people were killed remain cordoned off this morning. there are several different locations because what we understand is that this gunman came through this street into the christmas market, and that his rampage lasted for some time before he was chased away. we also understand that at two points there were confrontations with the military or the police and that the man was wounded before managing to flee. that manhunt now underway. the last few minutes we've had a visit from the interior minister. he's been visiting the scene of this terror attack. we understand so far that five people have been detained as a part of what is an anti-terror investigation now underway. but the man himself, the gunman, known to police and wounded, remains at large 12 hours after this rampag began. dav

let's go live to paris and melissa bell. tell us the mood there and the concern that we could see more violence. >> reporter: already if you look behind me, you k scan see the evidence of the violence last week. this crowd goes well down the champs-elysees. so many of the yellow vests have turned up to protect already, of course 320 people already taken in for questioning. the authorities have made it clear that they intend to do everything that they can to keep this saturday less violent than it was last saturday. but already we've heard from the interior minister yesterday saying that they believe that it was likely to be at lease as violenvi violent as it was. >> and tell us about the police presence there. i understand thousands of officers there on the streets and we're looking at this live image right now. tell us about the lineup there, how many officers and is there is a a sense that police are in psition ready for this? >> reporter: so country-wide, the number is 89,000 security forces that have been put out on to t

melissa bell has more from paris. er: christine, this morning, a substantial clean up operation is under way in the french capital. it offers an extraordinary scene on saturday. the third saturday in the row that the yellow vests took to the streets on paris. this time more violence and more arrests. the interesting thing is so far the government's narrative is the yellow vests out to protest the rise of violence and the cost of living where the majority and minority of trouble makers within them. what we saw this saturday, christine, is more fervor on the yellow jackets. that is confirmed that a number of them were arrested. a great deal of anger from the people that feel malkemmanuel mn is not listening to them. the question is what does the government do about it? the meeting with the representatives of the yellow vests on tuesday and on the other, how to prevent the repeat scenes. they are calling for another protest on saturday. there was talk of the implementation of the state of emergency. that is set aside by t

we have melissa bell with the latest. melissa, good morning. >> reporter: good morning, dave.ion is a day late in delivering the rule book putting in the ambitious targets for the end of 2015. you may remember the paris climate accord was signed by all those countries. this is about the rule book to ensure the implementation by 2020. remember those ambitious targets aimed to keep global warming under 2 degrees higher from previous industrial levels. those are looking not ambitious enough. two weeks of wrangling and extra day of negotiation allowed that rule book to be signed. it is already considered too little too late. as proof of that, a major sticking point is whether or not to welcome a u.n. report that suggested that in fact the world was heading for 3 degrees this century. a catastrophic new set of findings by the u.n. should the conference welcome that report and even on that they were not able to agree. united states and saudi arabia and russia blocking the welcoming of that u.n. report. instead, its completion was welcome which is a reminder, dave, that as the world

let's go live to the french capital, melissa bell standing by on the story.ce a day makes. businesses there open today. >> reporter: that's right. we're over here on the champs-elysees, beneath me the shops that had all their fronts boarded up, taking the boards down, businesses are opening once again in paris and a cleanup operation is under way. but, of course, this is also a moment for the government to reflect on what went on for the yellow vest movement also to take stock of what happened yesterday. and i think a few important points. we just have been listening to the french government spokesman say violence was down last saturday, the tension was down, and that certainly is what we saw in the streets, cars were torched, tear gas and rubber bulleted used by the police to disperse protesters. we saw several skirmishes but nothing like the violence of the week before. that speaks to that difference in the police strategy. much more proactive, many more arrests, fwtwice as many as las saturday. a definite attempt on the part of the authorities to keep that

melissa bell is there with a view to see what is happening on the streets. d melissa, tell us, what is the mood right now? we're seeing this live image of protesters gathering. is there is a sense that more and more is coming out? >> reporter: they do appear to be more, but they appear down to what they were last week. you can see there are a substantial number of police out, authorities taking no chance, saying that they will have a similar setup to last week. so 8,000 policemen and women on the streets of paris. and you can see there the yellow vests, they say that they are the most determined. so even though the numbers are down, and bearing in mind that we've seen some concessions this week and of course a terror attack in strasbourg. so the question is whether that will impact the numbers making their way out on the streets. will it quiet it down, take away some of that momentum that we witnessed the last few weeks. the crucial figure to look out for, 136,000 people were out on the streets protesting around the country last week. it is unlikely that they
