let's start with all of these hundreds of pages of the interview memoranda. most i think interesting to people out there who have been following the serial drama that we call it is the interview with the -- or the summary of the governor with himself. a couple things stick out to me. christie says in his recollection with lawyers, after their testimony, and with the increased press attention, the governor recalled someone, though he does not recollect who, relaying that david wildstein had said something along the lines of, i'm not stupid, i got this cleared by the front office." mary, the "this" in that sentence seems to be bridgegate, although the who, in terms of who cleared it, is very much unknown. >> yes. like many of these -- much of the information that came out of this report, it's very incomplete. and it's tantalizing, but we don't know -- we don't have the full interview transcripts, and again, we just have little hints at what might have happened, but this being cleared by the front office would indicate that there was direct political involvement

who stole over $1 million of taxpayer money, this and other failings are detailed in a series of memoranda issued by my committee staff which i would like to enter into the record at this time. this memorandum exposes an indisputeable time line that raises questions not just about john beal but about e.p.a. in january 2011, ms. mccarthy was informed that beal had been receiving erroneous bonus payments but actually elevated his salary above a statutory cap. and was advised by her human resources staff and legal counsel to cancel the bonus. instead, she deferred to an e.p.a. official equal to her in rank at the time allegedly because of uncertainty over beal's c.i.a. status. however, a senior e.p.a. official directly informed ms. mccarthy that there were no c.i.a. employees at e.p.a. while it appears ms. mccarthy believed the matter was closed when beal announced his retirement, in may 2011, she learned in march 2012 that beal had not retired and in fact collected full pay plus the legal retention bonus of $42,768. ms. mccarthy took no action against beal for nearly a year after this. final

and as i understand it, the memoranda of understanding has not been finalized. what is the status of the memorandum between irs, hhs? when would you expect it to be finalized? why hasn't there been an annual report as required by law? and when can congress expect the 2013 report? >> we have been working cooperatively with hhs. we expect not a memorandum of understanding but written final confirmation from them about the process we're going to use going forward. the problem with timing is it takes two to three years for all of the data to be filed. so the 2011 data has now been made public by hhs. we expect to provide jointly as we, because our data is going to measure with theirs. the hospitals all ask for us to use apples to apples data. so we will earlier this summer, this summer we will be issuing to the congress a report for 2011 because that is the timing which we actually get the final data and then every year thereafter we will provide that report on an annual basis jointly with hhs. so the data for 2011 is already public from hhs's side. we're collecting
