menendez: k about an amendment that i will offer later.what if i were to tell you that there was a transportation fuel that is over $1.50 cheaper than gasoline and roughly $2 cheaper than diesel? what if i were to tell you this fuel is also cleaner and has fewer pollutants than diesel and if widely used could reduce cases of asthma? what if i could tell you this was abundant here in america, so much so that we may soon become one of the world's largest exporters of this fuel? mr. president, i think i might hear you say sign me up, which is the name -- what is the name of this wonderful fuel? the name of this fuel is natural gas. you can see in this chart that as gasoline prices are already skyrocketing towards $4 per gallon, the price of compressed natural gas is barely above $2 per gallon equivalent. natural gas prices used to follow oil prices, but now they're on their own stable inexpensive price levels. and the same holds true for liquefied natural gas. as you can see here, gas prices here; liquefied natural gas down here. diesel price

menendez: madam president, i come to the floor to talk about what is the pending business before the floor, which is my legislation to end big oil subsidies in this country. you know, madam president, middle-class families are hurting, struggling to make ends meet. and yet today we're here on the floor of the united states senate fighting an uphill battle against those on the other side of the aisle who with one hand would continue handing out $24 billion in wasteful subsidies to five of the biggest, most profitable oil companies in the country, and with the other hand take away vital programs from our nation's veterans, its seniors, disabled children, just to name a few. we hear our republican friends talk about balanced budgets, and we hear them talk about austerity. we hear them saying we all have to tighten our belts. we all have to make hard choices on medicare and veterans and veterans' benefits and student loans, just to name a few, and yet they will not in that austerity or shared sacrifice say that we will end unnecessary tax breaks to big oil. they'll continue to ask the sa

menendez: mr. president, i have been monitoring the debate on my repeal big oil tax subsidies act, and i keep hearing over and over again from our friends on the other side of the aisle that if we just keep giving the oil companies taxpayer money, that they'll do the right thing. the problem is we already know that's not true. first of all, the united states has only 2% of the world's oil reserves, so we cannot drill our way out of this problem even if we wanted to. but more importantly, we cannot trust the big-five oil companies to simply do the right thing. let's look at the record. last year the big five oil companies took $2 billion of your money and saw their profits shoot up to $137 billion, an impressive 75% increase in profits. but did they use that extra money that we gave them in our subsidies to produce more oil? no. they didn't. they took your money and they df oil. despite the fact that overall u.s. oil production is higher now than it has been in the last eight years, last year these

last year, england decided to do essentially what is being proposed here with the menendez bill. they were responding to high oil prices. and so what they did was they moved to increase taxes on the industry. well, the result, mr. president, is not going to -- to come as a surprise. when the government made it less economical to produce oil by hike their tax rates, companies stopped producing and the they e making their investments elsewhere. in the year since great britain imposed its tax hikes, its production decline has tripled, from 6% to 18%. now, let me just repeat that. in the years since great britain imposed tax increases on oil producers, production declines accelerated from 6% a year to 178% a year. and now britain is in process of doing absolutely an about-face. they're likely going to offer $5.5 billion in tax relief to the oil companies to try to bring the prescription drugs -- the production back. now, i'm sure that some here would refer to that tax cut as a subsidy and ignore the inconvenient fact that higher tax levels lead to lower production. they don't lead to

democratic senator menendez is asking the justice department for an investigation. >> at the end of the day if the nypd wants to protect the citizens of new york city and i respect that but even the recognition of a great law enforcement department doesn't give them carte blanche. >> the new york commissioner met with muslim leaders twice this week and insists his department did not break any laws. kelly says the police intelligence gathering is essential to fight terrorists after muslim extremists attacked on 9/11. new york mayor michael bloomberg backs it but says it as fine line to walk. >> take every precaution possible to not do anything that ever violates the law. you just got to be very careful not to take away the rights that we are trying to protect. >> and new york police director samuel demayo who was not in charge at the time says two newark officers did accompany new york officers for a couple of days during the 2007 secret surveillance but were never briefed on specifics of the antiterrorism investigation. demayo also disputed reports that his department received a copy of

telling me there is no chance in an election year and an election year where a cuban-american bob menendezrunning to hold his democrat seat in new jersey and where you have an ardent anti castro member of the florida delegation heading the house foreign affairs committee. there is no chance the white house is going to make a move on the trade embargo, certainly not till after the election is decided. is that your take as well? >> i think that's true. any issue of substance is unlikely to be addressed unfortunately. we have big issues that are out there. the size of our debt, the annual deficits. we're not going to see much movement on them until next year. that's going to create a real crisis come december when the bush tax cuts expire, when the sequestration cuts go into effect, all of that comes to bear between november and december and i think it will be very difficult for a lame duck congress to address either of those issues. we're going to see very tense times come november, december. >> former senator, former defense secretary bill cohen. thank you very much. thanks for joining us t
