beaches. the weather channel's mike seidel joins frus miami and he has the latest on this. good morning, mike. >> good morning, becky. actually i'm on the west coast in the tampa bay area. we've had some issues this morning with quick tornado spinnups. we often this with a tropical storm system. these are not the twitters like we see recently in oklahoma. they're quick, they're usually weak, but they have caused minor damage in the tampa bay area. the center is off the coast. now it's moving very quickly north-northeast at 20 miles per hour. it's going to make landfall in apalachee bay. later this evening as the tide is going out. that's going to cut down on a surge impact. it's going the be heavy rain, but out here on the beach, winds running around 5 to 10 miles per hour. no major issues. last june, tropical storm, the whole beach was under water. this will have impacts up the east coast, at least into the carolinas, virginia beach into friday. this is a quick-moving system. this front is going to take it out to sea. so the entire east coast will be done with it by later

this idyllic beach. 17-year-old matt meena is trapped underneath six feet of sand when the hole he's digging collapses in on him. alerted by meena's cousins, lifeguards, including captain mikede, rush to his aid. >> when i first came on scene, we had two lifeguards digging and then four or five, matt's cousins and friends that he was with. at that point we started getting more volunteers. >> helfide organizes the group into three concentric circles surrounding the spot where meena was last seen. >> the first rescuers are inside moving sand, trying to locate the patient. the second ring takes the sand from the rescuers and move it further out. the third ring is to take the sand and disperse it further out. >> as word ripples out that a teenager is trapped, bystanders start converging on the scene and the crowd grows. >> i just saw a whole row of moms just on their hands and knees just digging as if it were their own child. we had guys in business suits who had seen the commotion and come down. girls who were just hanging out on the beach are all there. >> people are using shovels, buckets, fins, their bare hands. whatever they can grab to dig. >> i saw one person take a pot

reporter: the newest addition, mike warren, is fresh from the academy, where he graduated top of his class, with dreams of an fbi career in d.c., not on a california beachd a lot of room for fun in that, i think. >> reporter: keeping these government agents together, johnny turturro. >> he's the heart of it. he gets along with everybody. he wants everybody to be friends, family. he's always helping somebody else out. >> reporter: the day i visited the set, danny montana gave me a trip, including even to the phone room, where much of the real work is done. why are the phones so old? is it because they're more secure? >> i have no idea. it just looks so much more official like this. >> reporter: it does. like an old government phone in a basement somewhere. and the costume room. >> so we have wardrobe. we've got makeup. the shoes you might need. >> wigs galore. >> wigs galore. mustaches. >> reporter: even pictures here, too. >> yeah. >> reporter: a lot of the characters need to look like they're kind of in rough shape. >> yeah. >> the first time i walked into the wardrobe, i was surprised. it reminded me of a woom's dressing room on broadway. >> reporter:
