that's because while the miller family was at a memorial for their 16-year-old son matthew, their home was robbed and ransacked and a window was smashed in by the front door. police believe it did happen while the family was at the memorial and then they came home to the unthinkable a home broken into. over the weekend, matthew miller and his friend gavin powell went missing afternoon they were in a raft going down an engorged stream after the weekend's heavy rains. volunteers were searching the waterways and then early sunday afternoon, the raft and the bodies of the boys had been found miles downstream. investigators believe debris may have punctured the raft. the creek's depth can actually vary from 2 to 15 feet in storms with a fast-moving current. the memorial for matthew happened today and maybe that's when the home was broken into. neighbors say that this is a very quiet walnut creek street here, allen. they think maybe someone on foot broke in. really a crime of opportunity on just such a troubling and heart breaking day. >> i'm sure that they will have someone at the house fro

in a couple days hundreds of people are expected to gather here to remember matt miller and gavin powell the two los lomas high school students swept away in that tragic rafting accident. friends and classmates have gathered to share their grief online. tribute pages went up within hours of the tragic discovery. the juniors were found dead sunday after going rafting on walnut creek channel. >> it is a flood plain, with the recent rains, makes the creek actually swell, becomes very fast moving. >> reporter: the boys told family members they were going rafting and they didn't return home. with school out for the long president's day weekend, students have taken their grief to facebook organizing a candlelight vigil wednesday that hundreds have promised to attend and posting deeply personal messages one from what appears to be a family member reads matt, you are my brother and best friend the boy's bodies were retrieved from the same canal that claimed two lives last spring. jane hogan survived but her husband and son died when their car crashed. >>> millers memorial will happen sunday, no

i was invited to speak at that meeting, as were marin and san joaquin folks, as well as nancy miller and chairman mirkarimi. i know president vietor was also in attendance. we gave presentations to the senator to discuss the issues we are facing with pg&e and areas where the enabling legislation could be beefed up. i think that was a good conversation, and hopefully, we will see movement in sacramento associated with those points. we are aggressively participating in a number of proceedings alongside our allies. we are really pushing back on the role that make cca success all the more difficult. one place where we are fighting is the adjustment to the exit fee structure. exit fees will be levied on the customer. what we wound up doing, we are pretty much pro forma applications, utilities, pg&e in our case, what put forward to the puc to get a rubber stamp. those could include approval for using a method of attack the exit fee. that has not been looked at since it was said in 2006. we noted there was a systematic bias, and that makes the exit fee higher than we believe is appropriate.
