andrea mitchell reporting saudi arabia, bahrain, uae, jordan. what are the kind of stresses that develop in alliances like this? >> caller: the stresses that you're talking about are going to exist from the very beginning. you mentioned turkey. turkey has been obstructionist in all this for quite some time. turkey has been a conduit for the oil that isis has been selling in order to fund a lot of its operations. turkey has also, the source of a fairly substantial number of recruits for isis. and turkey has had some fairly tough talks with the united states in recent times. so it is a, it's a pleasant surprise to hear that turkey is talking about, perhaps, participating, but i don't think we should expect much from turkey or from qatar either. the other states we're talking about are actually very, very scared that isis is as big a problem as it is, and wants anybody's assistance. that includes jordan and the other gulf states. but it will be interesting to see what we get out of turkey. and whether or not turkey and/or qatar can actually become

andrea mitchell is joining me from "andrea mitchell reports." really this crisis in syria with isis has overtaken the agenda. >> it's overtaken the agenda but i wouldn't downplay also the putin/ukraine crisis. i think it's just that they have to deal with more than one thing. they have to walk and chew gum at the same time. but it is true that there are more issues facing this president and the alliance than there has been in the past and the fact is we are no longer in the cold war. nato is no longer the alliance that it was built to be and it grew into this coalition to fight afghanistan after 9/11. there are a lot of arguments that should not have expanded like it did right up against the russian border because it's so threatening to vladimir putin but that's done and now they have to figure out how is nato credibly going to push putin back. they are not going to war with russia but they have to have a whole tool kit of other ways to get putin to stop invading ukraine. >> it feels like the two problems, issues are still very important to figu

andrea mitchell joining us from new york. give us a sense of what you make of what secretary kerry had to say this morning. i know you met with him privately as well. >> well, first of all, they are not saying who the arab leaders are that are going to join the coalition, peter. but they say that there will be. you heard samantha powers say there will be members of arab nations, the neighbors to syria, that will join syria and iraq. that said, nobody's anti-ed up. turkey is still not all in. and he acknowledged to me afterwards that turkey needs to close its borders. it's through turkey that the foreign fighters are just walking across the border, and through turkey that oil is being smuggled to isis, which is helping to fund them. 5 million barrels a day some say. we're talking about a very reluctant alliance. they're working, some say, both sides of the street, especially qatar, which is supporting qatari citizens, at least. if not the government supporting some of the radicals in syria and also saying they're going to help

andrea mitchell reports" on msnbc. what is your interpretation of the timing of this event an the eve of the president's trip to the united nations? >> you might think as he's about to address the general assembly on wednesday, give a climate speech tomorrow and host a security council meeting on terrorism thursday he'd not want to have military action, but actually, i think that the timing is exactly what they have planned. they want to show that they have arab partners. they want to show that the world is united against isis. and in this case, i've been told that it does include saudi arabia, jordan, bahrain and the uae certainly. unclear that qatar is involved. so far people are saying qatar is not involved in this initial -- these official attacks. the attacks that jim miklaszewski has described as massive and as involving land-based as well as sea-based tomahawk cruise missiles as well as fighter jets from the george herbert walker bush aircraft. they are not apparently using bases from turkey. that's been another
