we now see a change in the law that impacts montgomery county. these are unprecedented changes and there have a profound impact on montgomery county for a considerable period of time. the question i'm asking the people of montgomery county, are you prepared to affirm the decision that you made two years ago to raise the ambulance fees or do you want to raise taxes or do you make further cuts in the program, such as public safety in schools. that's a fair choice and a fair question to ask under the changed circumstances and conditions. subsequent to the time that we rejected the ambulance fee, anne arundel county and many others throughout the state have adopted, we're the only community in the entire region that do not have this. and so i say if we don't do this, we'll place a heavier burden on the taxpayers. this is money that people are already paying for because you pay for it already through your insurance premiums. all i want and all the county wants is the right to bill the insurance company for what you've already paid for at no cost to th
