didn't see major cyber attacks or attempts for foreign interference, they're there all the time, mr. krebs just called it another tuesday on the internet. why was it, were we wrong about estimating the seriousness of the foreign threat. whether it's russia, china or iran? were there other things that you were doing and were we paying attention as opposed to 2016? >> i think one of the lessons we learned from 2016, you've got the threat landscape, but known vulnerabilities so we really tried to focus on the past three years, trying to shore up the vulnerabilities and working with the thousands of election jurisdictions in this country to offer them and partner with them to ensure that, one, as you heard chris say, install paper ballot backups. and 80% of states in 2016, almost 95% of the vote was stacked up by paper ballots last month. so, it's that capacity building of trying to shore up and the other vulnerabilities, whether it's in the voter bases and working with their infrastructure as well and working with the campaigns, making sure their e-mail protections and the good cyber hygiene
