[ cheers and applause ] deputy secretary, thank you for taking care of the important part of this morning, which is administrating the oath. that's the thing we want to make sure we got right. to acting deputy director jones, to family, friends, distinguished guests, thank you all for being here. finally, to these 25 men and women service-members and spouses, it's an honor to join everyone here for the first time in calling you our fellow americans. this is one of my favorite events to do. and not just because we get do have barbecue and watch fireworks later. it's because each of you has traveled a long journey to this moment. journeys that began in places like jamaica, germany, china, and guatemala. and yet somehow either because your parents brought you here as children or because you made the choice yourselves as adults, you ended up here in america. and then many of you did something extraordinary. you signed up to serve in the united states military. you answered the call. to fight and potentially to give your life for a country that you didn't fully belong to yet. you understood what makes us american is not just circumstances of birth or the names in our family tree. it's that timeless belief that for many we are one. we are bound together by adherence to a set of believes, and unalienable rights. we have certain obligations to each other. to look after each other, and to serve one another. over the years, that's exactly what you've done. we have someone who came to the united states from the philippines and joined the navy because he wanted to be part of something big and important to be a part of a cause. today he's still part of that great cause, today he's also an american citizens. stefanie moved here from canada with her mom when she was 18 years old. today she's 26 and a sergeant in the army. stefanie said she joined the military to give my children someone to look up to and someone to be proud of. stefanie, i know you've made your children and all of us very proud. oscar was born in guatemala and became a marine last year. becoming a citizens, he said, means becoming part of a society that strives and stands for good all around the world. being a part of that makes me complete. oscaring with welcoming you as an citizens making our country a little more complete. so thank you. and then there are those of you married an american service-member, and as military spouse you've been serving our country as well. dianna is originally from kenya. she met her husband in germany. she's a nurse in maryland and they have four beautiful children. in dianna's words, becoming a citizens of the united states is like joining a club of the best of the best. i agree. congratulations, dianna, on joining the club! together all of you remind us that america is and always has been a nation of immigrants. throughout our history, immigrants have come to our shores in wave after wave. from every corner of the globe. every one of us, unless we're native american, has an ancestor who was born somewhere else. even though we haven't looked the same or spoken the same language, as americans we have done big things together. we have won the freedom together, we built the greatest cities together, we defended our way of life together. we continued to perfect our union together. that's what makes america special. that's what makes us strong. the basic idea of welcoming immigrants to our shores is central to our way of life. it is in our dna. we believe our diversitdiversit differences when joined together by a common set of ideals makes us stronger. makes us more creative. makes us different. from all these different strands we make something new here in america. that's why, if we want to keep attracting the best and brightest from beyond our shows, we have to fix our immigration system which is broken and pass common sense immigration reform. we shouldn't be making it harder for the best and the brightest to come here and create jobs here and grow our economy. we should be making it easier. that's why i'm going to keep doing -- [ applause ] >> he agrees with me! [ applause ] i'm going keep doing everything i request to make our immigration system smarter and more efficient so hard working men and women, like all of you, have the opportunity to join the american family and to serve our great nation. so we can be stronger and more prosperous and more whole together. i'll close with a quick story. george was an immigrant from are mania who became a famous chef. and george had a quote that i think will ring true for most immigrants. he said, you have been born in america, i wish i could make you understand what it is like not to be an american. not to have been an american all your life. and then suddenly to be one for that moment and forever after. today on this fourth of july, all across the country, from thomas jefferson's monticello, to the alamo dome in texas, immigrants from around the world are taking the oath of citizenship. many worked for years to get to the moment. all of them have done it for something none of us should never be taking for granted. the right to be called an american from this moment and forever after. that fact should give us hope and should make us confident about the future of our country. as long as our men and women, like you willing to give so much for the right to call yourselves americans, and as long as we do our part to keep the door open to those who are willing to earn their citizenship. we're going to keep on growing our economy, we'll continue to journey forward, we'll remind the world why the united states of america is and always will be the greatest nation on earth. we're proud of you. congratulations! god bless you! god bless the united states of america. i would like to turn it back over to deputy secretary. congratulations! [ applause ] >>> warm, welcoming congratulations to the new citizens of the united states there from the white house. the president is hosting a swearing in ceremony for these new citizens. as americans the fourth of july is significant. it carries even more meaning to the 25 service-members and veterans now u.s. citizens. they choose to serve in the u.s. military before they became citizens. in is the day they are honored and now become u.s. citizens. >>> the border crisis here we're seeing in southern california, especially on a day like today, the fourth of july there's bus loads of undocumented immigrants are expected to arrive. we saw the vivid images of those protests there. the president making clear his call to fix immigration reform. we'll be back after this. cut! "action!" >>> we are keeping an eye on hurricane arthur off the mid atlantic. turning up toward cape cod. the storm was downgraded to category 1 with sustained winds up to 90 miles per hour. it downed po eed power lines in carolina. the governor said careful planning helped avoid the worst. >> we are glad that the public took our warnings and because of that, i think we have reduced the negative impact of hurricane arthur. >> more on arthur throughout the morning on msnbc. >>> the funeral for a palestinian teen lead to new clashes between israelis and palestinian in east jerusalem. it came as palestinian gathered to pay respects to a 16-year-old boy who may will have been killed in retaliation for the kidnapping and deaths of three israeli teens last night. nbc is in east jerusalem with more. ayman? >> francis, it was an emotional scene unfolded here earlier today. it happened all in the end of the street at the busy intersection in the heart of east jerusalem. israeli police delivered the body to the family of 17-year-old here in the middle of the day. they didn't let him go to the hospital. they told him to meet at the intersection. the body was delivered to the palestinian ambulance. it made the way down the street into the heart of the palestinian neighborhood. hundreds of palestinians will not let the ambulance make the way into the city to deliver the body to the mosque. they broke down the glass into the ambulance, removed the body, and hoisted them above the head and carrying him down the street. they were chanting and paying tribute to what they are describing as a familiy fallen. protest verse been clashing with israeli police and soldiers here in the neighborhood. you can see on the other side off in the distance, they have pushed over dumpsters into the middle of the street to barricade it. they set tires on fire and all types of debris. you have the israeli soldiers firing tear gas and rubber bullets. there are additional layers of israeli security that have taken up position. it gives you a sense of the tensions that gripped the neighborhood ever since the body of the young boy was discovered. it gives you a sense of heightened anxiety. not just in this neighborhood but here in the old city. today was the first friday in the holy month of ramadan. they took a dramatic number of measures to reduce tensions and frictions including the deployment of hundreds of security personnel around the city. and also restricted some of the access for palestinians going into the city to pray earlier today. it is a very tension scene. they are finally allowed to bury their son. it brings closure but a lot of questions about what will happen next. >> what many are calling some of the worst tensions they've seen in recent years. thank you. >>> coming up. a mom on a mission. she took her fight against violence to the too the essence festival. we'll talk to her about a new georgia law that allows license gun owners to concealed weapons just about everywhere including cools and libraries. our clients need a lot of attention. there's unlimited talk and text. we're working deals all day. you get 10 gigabytes of data to share. what about expansion potential? >> actually, our forecast are telling us that the storm is going to pass to the east. i think we're going to be fortunate in that regard. and as it passes off to our east, i expect it will have some winds here. but since we're a peninsula that sticks out in the middle of the atlantic ocean, it's not unusual for us to have winds in the 30 to 40 miles per hour area. that's pretty much what our forecasters are telling we should expect. quite a bit of rain. >> you have the upper and lower and the islands nantucket and martha's vineyard. talk about how the storm impacted july 4th celebrations there. in boston they had to move the fire works up a day. what are you doing as far as the celebrations? >> well, we have what we call a regional mercy planning committee here. we're going to be talking again at 12:30. that's all the towns on the cape 15. towns on the cape and nantucket. police, fire officials, and other emergency management officials and discussing our plans going forward. at this point, we have a pretty comprehensive sheltering program we can get our shelters up and running in about two hours. so since the storm is coming in tonight and we'll be out to sea and past us, we're planning on having a pretty sunny day by noon tomorrow down here on the cape. so we will probably await our sheltering needs and see if we need to open it. >> we hope everyone stays safe. spent many summers there. i understand how important it is for everybody there. hopefully everybody will stay safe. we appreciate it. >>> a new georgia law which allows gun owners to take firearms most anywhere went into effect this week. under that law concealed weapons can be carried in places like library, some schooling, and bars by licensed gun owners. and they reported of an arrest on the first day of the new law. a man carrying a holstered firearm went into the store to make a approach. another approached him and demanded to see the firearm license. the customer making demand for id pulled the firearm from the holster. no one was hurt in the incident. the man who pulled the gun was arrested. georgia's law and other laws like it were among the items on the agenda at the 20th annual essence festival underway in new orleans. the mother of jordan of davis is joining us. 17-year-old jordon was shot and killed on november 23rd, 2012. he died after a dwis put that started over loud music while he and friends were parked outside a convenience store. the gunman is awaiting a retrial on first-degree murder charges. thank you for being with us. sending your message from new orleans to here. let's talk about the law in georgia and that'll effect the gun violence issues in this country how do you see it? >> i think everywhere guns bill in the state of georgia sets a bad example for the rest of the country. it just says everyone has cart blanch to carry their guns at will anywhere they care tow. i think it sets a bit of anxiety and fear in the communities across the country >>well, know you're there at essence. you spoke yesterday and understandably that's why the music is loud. it's a music festival. talk about the sense when you spoke among the people there about the state of gun reform movement and especially with your organization and your voice being louder and louder, it seems >>well, we are very, very passionate at moms demand action for the strides we've been making. particularly what we've been able to accomplish with target. we had a huge campaign with target where we were asked the leadership, the national leadership at target to really reconsider their allowing their people to come into the stores with guns and ammunition. and so we are very, very thankful for the efforts we've actually been able to accomplish getting target's leadership to say that they will not allow, you know, individuals that come into their stores to actually harness or have their guns with them a they come through the store. we can imagine over 80 to 90% of the customers that actually shop at target stores are mothers. and over 38% of those have families. so you can imagine how anxious families were feeling as they were in the store shopping for diapers or toys and you would have customers walking through the aisles with guns. >> sure. star target is saying they respectfully request the customers not bring in the guns. how did your personal tragedy lead you to fight against violence on a national level and saying you will not stop or rest until we see this changed. >> i know that in everything i was teaching my son to be, everything that i was trying to challenge him to be as a human being, to care about others besides himself outside himself. be his brother's keeper, basically. i know, in order to follow that legacy for jordan, i have to stand up. i have to continue to fight back. i have to challenge to change the gun culture in the country. otherwise i become the hypocrite. >> you can see the challenges as we talked about in those stores. what about washington? >> i think there is two pieces of this you have to look at. the first is capability. did the russians give the opposition, the capability to shoot down the aircraft? in terms of both the equipment and the training, my judgment is yes. the second question which is the heart of the matter, did anybody have the intent to take down a civilian aircraft? i can't believe the answer is yes. i doubt we'll ever know the answer to that. on the first question, the intelligence about capability, did the russians enable the shootdown, i think the noose is tightening around putin's throat. >> you know, it seems to be a slightly more conciliatory response from moscow. yesterday and today, putin urging cooperation and then the u.n. ambassador saying if this happened, if this happened it was confusion and not terrorism. do you think that putin has calculated that this was a no-win situation for him? >> i think he finds himself now in a situation where he is effectively let the genie out of the bottle. everything i've described has created circumstances where a lot of what's being done in his name in the interests of russia allegedly makes his life loot harder. i think for that reason, putin might be reconsidering whether he wants to have this handled and glove relationship with the separatists. not so much because the west is telling him he has to pull back but because he doesn't see the percentage in it anymore. the advantage maybe if putin decides to back off a little from the separatists at the same time he's willing to contemplate a cease fire for long enough that we can establish some of the facts that phillip mentioned, if you can actually prove a direct russian training connection equipping, supplying the rebel that's result in this particular shootdown, it is not a random accident in the case of the fog of war, then i think in fact it is very proem for the international community to go after moss koufl otherwise i would take it as an open handle. this is putin saying there has been a tragic situation. let's investigate and it try to negotiate. that's potentially productive. >> i should have given a caveat. one of those having said thats. phillip, at the same time russia said today that they have evidence a ukrainian fighter jet was flying in the area of the flight 17. is there the ill reply indication that it could have been ukraine behind this? >> reporter: hello, hopes of a cease fire, there are always alive. israel would maintain that it would like to see a cease fire. it is all ready for one right now. prime minister benjamin netanyahu has said that look, israel has agreed to a cease fire twice already in this ongoing conflict and in both cases, they have said that it was hamas that broke the deal. israel is all for a cease fire. hamas is not. that's not totally incorrect. hamas says it is for a cease fire as well. but under certain conditions. those conditions might include opening of the borders. the free flow of people between -- and goods between gaza and israel. in other words, a lifting of the line and sea blockade. the problem with any conditions set to a cease fire, israel would not like that. then it could be perceived that hamas had gained some kind of vehiclery and israel does not want that to happen. it is in the details. right now the details are being worked out. >> has something changed since last week when hamas didn't agree to the cease pier that warranted john kerry heading over to cairo tonight. >> not that we've heard. a couple things should be noted. hamas is going to be very suspicious of any deal which egypt is a part of here. it can be said there is a falling out if you will between hamas leadership and the egyptian government. so they won't like trusting any deal the egyptians help to broker. on top of that there will be real concerns, if it is just an end of the shooting, hamas would say that gains nothing for the palestinian people. they would be opposed to this. so right now there is a lot of talk of cease fire. but seeing it implemented, i'm not sure people are truliment on miss particular about that. >> let's hope something can happen tomorrow. thank you. >> israel blames hamas for the deaths in gaza. we're encouraging people to stay. >> there homes after israeli forces have warned of impending air strike. joining me, the ambassador to the u.s. thanks for joining us. >> thank you for having me on your show. >> there has been a terrible loss of life of both sides, mostly palestinians in this round of hostilities. the question is when will it end? >> we hope it can end soon. we didn't want to have an operation to begin with. that's why they said quiet would be met with quiet. that led to a lot of rocket attacks on israel. you had an egyptian cease fire about a week bag israel accepted the arab league supported, the international community supported it. and unfortunately, hamas did not agree to it. we've had some u.n. cease fires. both were breached by hamas. we hope that hamas will agree to the egyptian proposals and will stop firing rockets at israel. it is not so difficult to understand how this comes to an end. >> with all due respect, let's talk about the lives being lost. we understand it is hamas and hamas is a terrorist group. everyone gets that. but more than 500 palestinian casualties so far. the u.n. is estimating that 70% of the deaths of civilians or injuries, they have been civilians. how many civilian deaths are too many? >> look. you said that everyone understands hamas is a terror organization. i hope that's the case. i don't know if everyone understands how hamas is fighting the war. they are not just deliberately our civilians. they're putting missile batteries next to hospitals, next to mosques, next to schools. we had a u.n. school last week had 20 hamas rockets in it. they're the ones putting their civilians in harm's way. they're using them as human shields. we are doing everything to take their civilians and get them out of harm's way. we draw up leaflets, make phone calls, we're doing everything. they're saying ignore the warnings of the idf. stay there. this area where there were a love people killed in the last 24, 48 hours, we told all those civilians to get out. we gave them 48 hours to get out. we had to go in with our ground forces and there can be many more civilian casualties. not a single person should have been there. >> if you can clarify this. because hamas claimed they have kidnapped an israeli soldier but soldier says that is not true. can you say definitively that no soldier has been taken? >> to the best information i have at this point no, soldier has been taken. >> secretary of state kerry is now in egypt. he is trying to broker a cease fire and tend crisis. there are conflicting comments. what kind of deal will it take? >> the egyptians put a proposal forward. hit to stop the rocket fire. then 48 hours later everyone would go to cairo and raise any issues that they wanted to raise. that was something that just a minute's cabinet second. that israel's cabinet accepted. as i said, that proposal was second by the arab league. it was not simple. i want you to understand something. if you had 200 million americans under rocket fire, a cease fire proposal that would come from the outside is not something that would be simple for an american president to agree to when you have a terror organization on contiguous territory firing 2,000 rockets at your civilians. the prime minister of israel went against the political head winds and accept the cease fire. >> if hamas agrees to a cease fire, will israel withdraw from gaza?
