i don't see any tension between them and the mta board.i think they blindly support everything and for people who blindly support mta policies without debate, i have a definition. i call them muni-acs. i'm not going to point out who the muni-acs are. they define themselves by their own statements and their own advocacy. basically, the muni-acs are in conflict with the public and this board does not sufficiently represent the comments and sentiments of the public. they ram everything through over public opinion. and that does not serve the public. what happens is, it will blow up because eventually someone will get on the case of mta. it can be the grand jury, it can be the mayor, it can be all sorts of parties. but there is a potential for long-term disaster for this agency. so please, my warning to the muni-acs, please debate things in public so we can at least hear all sides of the debate. thank you. >> thank you. next speaker, please. >> charles, norma and bernard. >> good afternoon, directors. charles rath bone with the medallion holde

we have the access coordinator and the disability access coordinator for mta. we meet with the design team to go over accessibility considerations in all of our designs. so nicole mentioned the study of the sidewalk separation. it's being led by bc benson, a researcher out of massachusetts, who has study separations and bikeways, kind of like sidewalk-lel bikeways, in the just throughout -- not just through the united states, but around the world. she'll help us select up to six alternatives to test in our pilot area on market street, so we'll be converting the old pilot to a new sidewalk-level bikeway and testing these different separation materials. and the study participants will be of differing levels of vision and mobility -- different abilities. the human factor testing will happen this summer in june and july. you'll see instruction of -- construction of that bikeway happening in april and may. 4-6 weeks from now, breaking ground, raising the bikeway up, and then installing the different bikeway separation materials and then b.z. will fly out in june and

everything from mta, to the police, to homeland security, to the fire department. we want an event that is both safe for those attending, and has as little an impact as possible on the neighborhoods. we establish a community hotline so people know where to call if there's an issue, and we send out mailers to residents nearby and advertisements in local newspapers so people know how to find the hotline. we hand out big "do not block driveway" signs and put them in libraries and all over, so that if anybody's concerned, they can put them on their house, and outside lands posts very clear signage so people know about road closures and can plan well in advance. how do we respond during the event? well, during the event, as we talked about a little bit, people call into the hotline and sound monitors, both rec and park staff and independence monitors, respond to sound complaints and measure the decibel levels and also look at the impact of the bass, because that tends to be the more annoying part of the music, and we want to get those reports right back to the sound boa

mta trade agreement and when congress will get its hands on that and go through the ratification process? host: we are expecting the economic impact statement to be issued soon that was delayed because of the government shutdown. the subcommittee had its first hearing last week where we heard from a variety of people in organized labor who had not been heard from to talk about their views. we are working hard to find ways to strengthen the agreement. very few, if any people want to blow it up. what has been negotiated that was based on the tpp, kind of picked it up and tweaked it, is better than the original legislation. we think there are things that can be done to improve it further. access to medicine is a big question. making sure mexico actually implements the legislation that would require them to deal with the compensation of their workers, part of the deal going forward. enforcement remains a big question mark. the united states has a checkered record and forcing trade agreements. one provision i was responsible for in the through free-trade agreement dealt with illegal logging a
