. >> it took less than 24 hours for nassau county police to track down this man wanted for allegedly from trying to kidnap the stroller a 65-year-old baby sitter was pushing on west broadway in woodmere. >> that's scary. >> the sitter was push ing the 20-month-old when the suspect approached saying she was pushing a dead baby. was alive. he said he needed to take the baby. the sitter got scared, went back home and locked the doors. the suspect that's as far as he was able to go yelling give me the dead baby through the locked kitchen door. >> he stole the child's stroller and went to the pizza place in hewlett where he left it on the side of the building and was caught on their video cameras. >> our cameras caught him wheeling a carriage. he was was in there. >> neighbors say the crime was frightening. >> that's madness. i have kids. we have four kids and we live right here in the neighborhood. that could have happened where we lived at. >> nassau police arrested the suspect this morning down the block from the pizza place inside this office building. >> my wife's office was the one

we got the full traffic ban for new york into nassau county.y shows canceled and movie theaters closed as well and more than 14 inches of snow has already fallen in central park with upwards of two feet expected for the city today. so the situation is dangerous. people are definitely paying attention to this. and we can now confirm that there have been 13 storm related fatalities. joining me now on the telephone is the deputy commissioner of operations for new york city's emergency management. it's good to have you with me. so let's begin with any rising crises that have been faced for city management so far, or is everything pretty much handled because of the way the mayor has taken command? >> i think the mayor's decisions we have gone through have helped us a lot. people coming off the roadways now will be able to sit -- assist the department -- i should say the department of sanitation greatly. because that will be able to create a better flow of removing the roadways from snow starting with the main roads and then looking at the small road

ban went into effect 20 minutes ago for nonemergency vehicles traveling in the city and also for nassau county. what are you seeing? >> reporter: hey, thomas, you know, for anyone who is not familiar with getting into new york city from new jersey via the lincoln tunnel, there's this helix that goes around, and it is usually filled with traffic and you can base how long it's going to take getting into new york city based on how much traffic and how far you're backed up on this helix. there is not a soul right now. it's the blue mobile and it's the chaser truck that is with the blue mobile. and there is no one on the helix right now. at least from what we've seen. it will be interesting to see once we actually get to the toll booth and i'm wondering if they're still going to take our toll even with the lincoln tunnel being shut down. keep in mind we have press plates so that should allow us to i guess override the ban because we are considered an essential vehicle because, you know, we're out reporting what the conditions are so that everyone knows that we're serious when we say do not b
