reporter: nestled into the corner of mission street is the excelsior district's first affordable housing project in more than 50 years, with 137 units. construction is almost done but has one problem -- no electricity. >> people can't move into the buildings until these buildings have power. reporter: the san francisco's mayor's office of housing and community development says the same thing is happening at a total of 11 affordable housing projects across the city, with expenses and delays adding up to $41 million. now, this office is going back to the board of supervisorss, asking for $9 million in additional funds for the mission street project alone. >> that is taking from building more affordable housing just to do a transform or upgrade for the building. reporter: pg&e blames recent storms, saying we are working hard to recover from those systemwide impacts to complete customer connection projects. the city's director of housing development says the issue stems from a 2016 utilities commission their permanent provider instead of pg&e. >> the need for new buildings and infrastructure
