the same is true in nevada. we have so many former californians in these days that they bring their politics with them. the dynamics are different in nevada. i think nevada is tougher for the democrats moving forward than arizona because the population in nevada is very blue-collar. very working-class, the percentage of the compilation with college degrees is quite low. those with the states that are trending red and i can see nevada being a tough one for the democrats. maybe not the cycle but in another cycle after that. i see arizona going in the opposite direction. a percentage that is college educated and living in cities and suburbs is going up. that libertarian bent that used to favor republicans is now starting to favor democrats because of the shifting dynamics of what it means to be a democrat and republican. as for georgia, the same thing is true. just a quickly wrap this up. i would say that again over the course of the next few years. maybe not just the cycle. wisconsin will get tougher for democrats

we're hearing about possible impacts in nevada as far east as phenix, arizona. so this is a major storm, not something we're accustomed here. usually when you see this scale, the dimension of a storm, you start off with an area low pressure. it's upgraded to a tropical depression, then a tropical storm, then a hurricane. then you have a major hurricane when winds are over 110mph. and that's what we are dealing with. and we haven't seen anything like this in our lifetime here in the bay area or in southern california. and keep in mind, a watch means heads up. a warning means it is happening right now and taking. and that is going to be the next step for everybody in southern california as we see hurricane hillary not make landfall, but scrape across cabo san lucas. also, all the baja, california. it'll lose a little bit of its punch. so then it becomes a tropical storm. it's downgraded. but don't get me wrong, it'll still have a big punch. we're talking about rain amounts anywhere between three and six inches. and a lot of these areas are below sea level. keep th

we have few warnings across nevada as well. and as we zero on in, we still have problems in throughout i-15 leading yourself. a lot of people were stranded overnight in barstow. and trust me, i was raised in barstow. it's not a good place to be stranded. i mean, you know, you got del taco. that's the best thing happening there. all right. but there was a downed power line. so there's still lots of problems in throughout that particular area. but here you have that we've had that pesky area, low pressure off the coast for almost two weeks now. and that is now progressing up in a northerly direction. but as it does so, it's still tapping into a lot of that subtropical moisture from the remnants of hillary. now, meanwhile, you can see all the copious amounts of rainfall there. i'm watching just how close all this activity will get to the bay area because we cannot rule out the potential of a shower or thunder storm due to the massive nature of what was once a hurricane. so yes, we can see the remnants of a hurricane here in the ba

matt: what about the storm headed toward nevada? path of the storm and what the strength is like? >> it's heading northwest for nevada and the sierra mountains and expected to bring heavy rain between 2-3 inches. a lot of the area is still under a flood warning. they are urging people to be careful and vigilant. if you don't have to be on the roads, stay off them. matt: thanks so much for joining us. the storm could lead to billions of dollars of economic losses. it was a hurricane level storm but insurance losses are likely to be small. flood risk is generally written by the national flood insurance program. that is state run but the private market damage could be minimal. joining us is matthew from bloomberg intelligence. they are the ones who deal with the flood risk regardless of your coverage for the rest of your house. floods of the problem here. the private insurers will not have to pay out too much in terms of wind damage. >> private insurers rates on flood but most is borne by the government. the take-up is pretty low so ea

the storm also packed a punch in nevada. governor joe lombardo declared a state of emergency and activated the nevada national guard with substantial flooding in the mount charleston area. about 40 miles northwest of las vegas, nevada. officials are encouraging people to practice caution and not to drive through the floodwaters. this is a little scary just because, you know, we're in the desert, just like if you know it floods, where are we going to go? some schools in nevada canceled classes today as a precaution. our chief meteorologist bill martin, is here now with the latest on the conditions bill. yeah, julia, it's pretty amazing . i know that you were down in southern california yesterday. the amount of rain that came down was significant in the amount of damage, which was surprisingly low. these are all storm reports. there's over 3400 storm reports here. and they're all pretty big events. right. so these are trained observers on the ground. this is a bunch i mean, this is this is what interstate five and highway 14,
