let's take a live look at milford, in that new hampshire, where voters are casting their ballots. race between donald trump and nikki haley. taking a look at what to watch tonight, nbc news political correspondent steve kornacki. steve, great to see you. we were just talking with shaq a moment ago about the undeclared voters how significant are they and what can we expect tonight? >> extremely significant, significant in a way they aren't just about in any other state. in 2016, in new hampshire, 4 in 10 republican voters was an independent. so, typically, the rules bend, if you win independents, you win the primary. we've seen nikki haley lead with independents in the polling but trailed trump badly too. with republicans, trump has built what is like a massive lead in the polling. so what we're looking for tonight. let's call up the map here. haley out to a six courtesy lead in dixville notch where all six voters had their vote. that's not typically a harbinger of what's to come in the state. but there are six votes on the board for nikki haley. where are we looking tonight? where

but new hampshire state law says new hampshire goes first, so new hampshire going first without biden. is there any risk there in terms of what we'll see when the returns start rolling in? i know there was some nervousness that nikki haley's campaign might draw independents that they were hoping might write in biden instead not do that for him. >> i don't know if it would be a temporary situation, right? i think that there will be a movements to try to really take whatever comes out of new hampshire as an enthusiasm for biden, whether or not new hampshire voters are going to be all in, it is a swing state in the general, however, i think that it is hard to really go out that far particularly when you have the president's choice to not be on this ballot because of that rule change. and south carolina be the new dnc first in the nation primary. so we'll have to see, but i think that it is not clear cut. it is a little bit more muddled than it would be where someone if he was on the ballot and they have gone hard. but they have not left new hampshire for dead. you have seen biden folks c

people are saying democrats cannot vote in the primary in new hampshire. primary. unaffiliated does not mean independent or swing. itnovoters are going i might bea republican today and democrat tomorrow. they are overwhelmingly republicans and democrats who do not want to register as a member of their party for whatever reason. about 253,000 always either vote functional republicans and democrats, no matter what hat they wthose functional democrats really cross over and vote in the republican primary and vice versa, so they cust do not ofte. the nikki haley bet is we can get democrats -- self identified democrats to come over and some of the messaging is explicit. this is your last chance to stop donald trump from being president. that is obviously not true. you are not going to vote for him tober. the haley campaign is making that call, comcast and early vote against donald trump. and those unaffiliated, the question will be can't do they respond? can you change the voter base? the secretary of state releases estimate for turnout. he think that will be 322
