storm surge left massive flooding in jacksonville, florida, where flooding there set new records after the st. johns river overflowed. more than 8 million people in the southeast without power and 6.5 million of those people are in florida. tonight, florida governor rick scott tweeted more than 30,000 restoration personnel have been activated to help restore power as quickly as possible following the storm's impact. it's not yet clear when people in florida will be able to return to their homes. >> now, though, the message is not to rush re-entry. flood conditions, problems that would be compounded by your re-entry. listen to the local officials about evacuation and how to stagger the re-entry for a reason. >> irma is currently in georgia heading to alabama tomorrow. its winds weakened to 45 miles per hour. the affects of irma are being felt as far north as charleston, north carolina. irma is predicted to become a tropical depression by tomorrow. joining us now from jacksonville, florida, nbc news correspondent katie beck. when's the situation there tonight? >> reporter: good evening, lauren. yeah.

new pictures from virginia task force one this morning as they help out in the caribbean. the team is on the u.s. virgin island of st. john right now helping with search and rescue operations there. new this morning.. college park, maryland "will" allow non-citizens to vote in city elections.. even if they're in the country illegally. that's the outcome of a vote last night by the city council. the vote was four-to-three.. and it came after about four hours of intense debate. earlier, the council deadlocked on whether to have a non-binding voter referendum on allowing non-citizens to vote. the mayor cast the tie-breaking vote "against" having a referendum. maryland is suing the trump administration over daca.' the state joined three others in challenging the president's decision to end the program. daca' protects undocumented immigrants brought to the u-s as children from being deported. fifteen other states and d-c filed a similar lawsuit last week. many parents are upset about school bus routes in loudoun county.. and the school board is taking action. the school system has received more than 15-hundred complaints about

st. johns river. the good news -- it's not slow, it is faster than normal, but it is still fresh water. that's going to meet up against the tide, which is going to be saltwater. we don't know who is going to win that battle, except that jacksonville, the low-lying areas, the a and b areas of jacksonville are likely to get flooded. what infrastructure damage is that expecting to do to a place like jacksonville? is it short-term damage in which the water recedes and everything is fine, or is it real infrastructure damage that could occur? >> obviously, some of the buildings around have already gotten hit. i've seen pictures come across the phones that show a lot of major damage to some of the outlying businesses, gas stations, et cetera. but long term, i think it is not going to be as terrible as other areas of the state. but, you know, we have some creeks here that will begin rising, not for another day or two. that flooding will last for several weeks, if not longer. but nothing like we witnessed in houston and texas. but the flooding is pretty bad. we don't know who is out there yet th

new high tide. that's mostly the ones affected like the st. john's river in jacksonville. the problem we had was the trifecta of just a tremendous amount of rain, as you would expect with a land-falling system, the orange is seven to ten inches. then on top of it, at the same exact time, the storm surge came in officially at five feet in jacksonville. so it doesn't have to be 10 to 15 feet to back up the rivers. then a foot of rain on top of it. all the gauges on the rivers are all showing major flood right now. i know we're showing you the pictures of the st. john's river but there are others like the st. mary's river that have seen record heights. and there are waters in homes that are going to slowly recede. the other thing people are worried about is what is next. the peak of the hurricane season, by the way, september 10th. so this storm hit like right on schedule for the absolute peak of the season. now wee head into the second half with the active period until the week of september. 75-mile-per-hour winds from jose. we'll wait for the new update at 11:00. things hav

news' rick leventhal is in jacksonville with the latest. rick, what is the scene like there? reporter: jacksonville got a foot of rain, the st. john'sthe flooding was extensive. this morning, things subsided until the high tide came in and the water started rising again, other damages beside homes and property including the browns creek bridge which is now closed. engineers say they believe the structural supports may have been compromised by the rough and high water so they shut the bridge down. this road leads to amelia island, you can't get there from here now, not this way. anybody on this side would have to go around, and anybody on that side of the bridge can get around the neighborhood but have to drive the long way down i-95 and not sure when the bridge will be repaired or reopened. browns creek fish camp got swamped. there were a lot of folks trying to clean the place up and when the high tide rolled, in more water swamped it, that water receding. someone told me when the evening high tide comes materials, be worse, they're dealing with that. right across the street, this is mike krause's house, mike went down to houston to
