and we discuss how "new yorker" covered china tonight, but i want to mention how "new yorker" changed china. one of the many changes i think it's the wave of nonfiction writing in china. "new yorker" really inspired a lot of chinese writer to write nonfiction. i wonder for the panelists tonight, i don't know how much you read about chinese writer cover china in nonfiction style, and what do you think i'm missing in those pieces? and what make a good writer in nonfiction writing? it's not a question that you can answer in a minute or so, but i wonder how you would boil down in one or two points. >> you want to take a crack at that? >> i mean, i think it's true that there are a lot of magazines and periodicals that have sprung up that i think have been very much inspired by "new yorker." i can think of two that i know that sort of narrative form where you are given enough time to sort of make your case. i mean, when i first started for the magazine as josette mentioned, it was quite astounding. it was five consecutive issues. and you really had a chance to kind of feel that you -- it wa

new yorkers have a big heart. but new yorkers are also smart.and society's compassion must be matched with government competence. each jurisdiction requesting or requiring homeless assistance from the state will be asked to design a strategic plan we call the continuum of care which assesses the size and needs of each subgroup within the homeless population. and identifies exactly what they need. we implemented the system nationwide at the department of housing and urban development, and it was a great success. it is also well established that many of our shelters are unsanitary and unsafe. people have been attacked and victimized in some shelters. and some would rather stay outside in the frigid cold than risk entering. and they are right to do it. over the past year the state has recorded 2,500 health and safety violations in shelters across the state. the suffering has gone on for a long time. adding insult to injury, taxpayers fund over $1 billion for a dysfunctional statewide shelter system. it's just unacceptable. it is imperative that we

i get a lot of calls from new yorkers who want to do something. and a lot of americans have a lot of disgust with this problem now and the inaction that has been sitting in congress, and people are getting to the point where they will start to look at the candidates very carefully to see where they stand on this issue and cast their vote accordingly and that's what needs to happen. but on the other side, the gun nuts, the gun lobby, they are a single issue voters, and this is what gets them going. and we have to have that passion, and the president said that today. nearly 2/3 of gun deaths are suicide, not just the criminals, but it's children, children bringing guns to school, and its affecting every aspect of american society. >> elliot, even if the proposals today don't go as far as you would like, do they have a shot at really shaping the debate for the rest of the year? >> well, it will certainly be a prominent part of the debate. but the reality is that there's a structural problem in congress that prevents congress from ever taking action,
