hans nichols joins us from berlin. this is expected to pass despite growing concerns in berlin about greece's new government. hans: it is being debated right now in the bundestag. there are about 22 defections expected from merkel's party. francine, what you are hearing right now in the german parliament is basically a predebate, a debate that everyone expects they will have in four months time about whether there is going to be more a sent in greece's direction. what is clear from all the parties talking now is they are willing to give greece a chance. they want four months to see what this new government can do. it is contingent on what greece's moves are. it is expected to pass, but there is pressure on merkel's party from the alternative for deutsche land, a new anti-euro party. the next four months are going to be determinative. everyone is trying to prepare their arguments for the battle to come. francine: hans, if you look at the hurdles, the germans were expecting this vote to go through. we are almost 99% sure

let's get out to hans nichols. where do you want to start? a busy 12 hours. hans: it is going to be perhaps even busier as this morning progresses. here is what we know from the newspaper. the ecb may want greece to impose capital controls among but it is important to note that the imposition of capital controls can only come from that country's central bank. cyprus, about two years ago, it was part of a larger 10 billion euro bailout package. that's when capital controls were imposed. by itself, the ecb can't force this on cyprus -- excuse me, on athens. what we will be looking for now is more confirmation, trying to figure out any splits in the ecb. last night, it was pretty clear. there is a separate matter access to emergency liquidity funding. they increased it to 68.3 billion euros. it was a marginal increase, just another 3.3 billion euros in breathing space. that's an indication the ecb is playing hardball. they are not going to provide greece a safety valve. two developments out of athens yesterday evening. we had some positive news and comments from

hans nichols joins us.ust the germans that are going to insist greece completes the bailout program. hans: we've heard from the finns, the belgians. germany is not isolated. the idea that greece has to complete the program without making adjustments seems to have currency among the eurogroup. the headlines out of athens "wolfgang schaeuble is out for blood." yanis varoufakis did give an interview. what he said, what we cannot accept is the fiscal agreement by the last government be carried through because the rules say so. there's a possibility as long as the sides are talking for a deal. they meet at 3:00 today. last may, angela merkel in alexis tsipras had a positive conversation as described by the greek side. german officials are saying greece does not have to profit a -- to proffer a new agreement, the proposal can be the basis for negotiations. they have made clear they want greece to stay in greece has been just as clear saying they want to leave the bailout. francine: what is the ecb considering? ha

let's get straight to hans nichols in brussels. what is the most important development in the last 24 hours? >> good morning, francine. they do have these technical conversations going on for a long-term program. they want to agree on all the numbers. eu officials, technical advisors, and greek officials. they are going to have a political agreement. we don't have a political agreement yet. we have an agreement to go through the numbers and continue the negotiating process. they need the same data sets and that is why we need to have -- that's why it is important that you do have these numbers. angela merkel is positive. she says that mr. tsipras was someone that she could work with. >> we gave each other a friendly greeting. i congratulated him on his election win. i told him that from my side we want to work well together. we will take a look at the different points where we need to find common ground. it was very friendly. >> where germany's prepared to compromise, they are saying not all of the bailout program. not all of the p

hans nichols is in berlin. german side. >> in germany has learned green line real -- read a line excuse me. nothing eric talked about an admittedly it is harsh to information, what we heard from the greek government doesn't get a lot of indication it will be easy for the german government to accept. we heard a series -- series of well more than make greek's debt higher. they gave a little give him a little lower than 3%. if they're only talking about more spending and raising more revenue and cracking down on wealthy tax invaders, that could be a lack of specifics and could not go down well in athens or brussels. what i've seen from the greek side is not a lot of guilt. they said they would come off with more specifics that if the math doesn't add up, the entire deal could go south. >> let's me pick up on that point. is it possible we end up in a situation where germany goes that's not good enough. if that happens, what happens? >> i would answer the first part yes. remember when we went it the negotiations on

hans nichols joins us from berlin.e says that this was a european problem, not a greek problem and then he hinted at a 70-year-old debt that germany still owes greece. was that for a domestic audience or his see prepping for the summit? >> there is a little bit of domestic politics. it was his first to dress -- address to the greek parliament. it is a nonstarter in germany. all it really does is rhetorically raise the temperature little bit and make any sort of workable, rational compromise more difficult. >> he is also backing off of the berlin mandated austerity. he is talking about raising minimum wages. raising the income tax threshold. these are just as injurious, right? >> again, they are non-starters. that is why this meeting is so crucial on wednesday. we are going to see who blinks first. greece has said that they are going to leave the veil program. they said that through the campaign, after the campaign and they are saying it this week. they are leaving the support package that will put them at the mercy of

nice to have hans nichols joining us now.us the details. >> the budget proposal is normally a one-day story. you mentioned 19% on the future foreign income and there is no need to get excited about that. this is different because it represents an opening bid on corporate tax reform, something the republicans want to work on. we talked about a corporate tax rate for all earnings and the numbers are complicated here. this is not a sheer repatriation. it does represent a step towards repatriation and taxes regardless of whether or not you bring the assets of home. you'll still pay 14%. a little bit on the future earnings. this would happen whether or not you brought it home or not. you will get a tax credit. if you are paying 19% in the u.k., the effective tax rate would be about zero. this is the most significant and gives you a sense of the opening bid. you could see the deal. >> let's talk about this a little more. will they necessarily be agreed to? >> no. you get the tax budget and his aspirations and hope. this could be di

let's get life to honda nichols who is in berlin. -- hans nichols who is in berlin. where the crucial meeting will take place. hans: it is the meeting between these two and the german finance minister seems to have them all on the same page. there are two issues, one is with greece's ability to issue short term debt. before, we thought they would not have to breach that limit until the summer. we learned last night some great reporting that february 25 is the new date. that means an immediate cash crunch. last night we got an announcement from the ecb saying they would no longer accept greet that -- greek debt as collateral for ecb cash. that gives an indication that everyone is unified on the troika and the ecb will not allow access to greek banks because they have given every indication that they plan to leave the bailout program which technically ends at the end of the month. and away, the ecb has accelerated that program saying it is over now and if you want to leave the program you will not have access to the crucial funding. the greek finance ministry seemed to

hans nichols joins me from brussels. we are already seeing headlines suggesting, you tell me. >> the headlines are confusing. one greek official here in brussels said they have a preliminary deal. they may have a deal. a few minutes after we heard from that first official, we heard from a second greek official saying the deal is not final yet. about 10 days ago the finance minister from greece thought he had a deal. he called up athens and he said he could not agree to the language and he had to pull the deal from the table. that was 10 days ago. we have a similar replay of that tonight? it took them two hours to actually get into the meeting. they were doing a lot of prep work. the deal is on the table and everyone is looking it over. i suspect -- if athens gets the go-ahead, we may have a deal tonight. there's a lot of hedges. one final point earlier alexis tsipras said if there is not a deal, he wants to have a eurogroup leader all the presidents back here in brussels on sunday. you have the weekend. they have this de

hans nichols joins us for more. we both have a look at that interview, telling the german radio station he is very skeptical, dampening expectations. are we going to get a deal? it looks unlikely. >> it does indeed look unlikely. he said he is not optimistic. what he has heard about technical talks taking place presumably he has been briefed. he doesn't like the dataset. they are closing the greek -- accusing the greek government of behaving irresponsibly. all this comes on the heels of a cartoon that depicts mr. sheuble as a not see. we should -- a nazi. we should note mr. tsipris has condemned the cartoon. also worried about whether greek exit would do to the greek economy. he says it would be bad. it seems the europeans, the other finance ministers are a little negative heading to this meeting, and the greeks seem a little more optimistic. here is what mr. tsipris said. i am full of confidence. you can look at the crowds. wendy thousand in athens -- one -- 20,000 in athens -- one of two ways. they are going to de

let's get to our international correspondent hans nichols. in berlin, good morning. how does he plan to do this then? >> well, he wanted to keep his window open. good morning. he wants to keep the window open for liquidity assistance from the ecb, and in terms of giving up his addiction, as he put it to new loans, he does want to go cold turkey. the idea is to have a plan in place by may to refinance some of the debt and he acknowledged that the withdrawal process could be difficult. >> we resemble drug addicts craving the next dose. as we are now, we should be taking another tranche of loans? no. it is not that we don't need the money. we are desperate because of certain commitments and liabilities that we have. >> he was speaking in paris yesterday. now, he did receive some symbolic response from the finance minister in france as well as president barack obama. now here is the challenge for the greek government among so many. they need a dispensation. they need a waiver from the ecb, because they exit their bailout program, if they do leave it february 28, and the

tom: hans nichols, thank you so much our expert in germany. our guest host, you have essentially done a world tour but what is original about europe right now away from the headlines we see everyday? >> in moscow, for example, you see lots of concern about foreign-currency debt, you see concern about sanctions, oil and you see this all over europe. you have questions about how far behind western europe is in terms of catching up to the u.s. business cycle, and the efficacy of monetary policy. tom: brendan, we saw the headline, socgen pulling 1500 people at leave out of russia. i do not want to use the four citigroup, but is the basic idea that western finance good move out of russia? steven: there are plenty of questions as to sort of what the long game is versus the short game. what the impact of the oil price is on the economy in these areas, and then you see different regions of the world. you see in the middle east, for example, a focus just on the oil price, and in other parts of the world, you see folks thinking about the aftermath. what

we begin with bloomberg's international correspondent hans nichols in brussels as it appears that the eurogroup has reached an accord on a bailout fund for greece. >> good evening. the latest is that in three or four minutes we will hear a press conference from eurogroup officials and that should be a strong indication that they have a deal. the deal was still being discussed him it was on the table. there had been a pulmonary agreement between the greek side and the german side. the greek agreement went all the way up to the prime minister. a week and half ago when we had this discussion, we had a similar discussion, we thought there was an agreement and then the finance minister called back to athens and mr. tsipras scuttled the deal. the headlines are crossing right now on this just informing us what is in the details of the deal. that is going to be the next question. what does this deal encompass? germans were very firm heading into it. they can have a discussion about some sort of interim financing and then renegotiate potentially the entire debt that greece owns. >> what happen

mark: hans nichols, reporting for us this afternoon from brussels. stocks are rising in the s&p 500 index to a record on speculation of a greek bailout extension. the s&p 500 rose above 2100 for the first time and it is right now at 2100. the chairman and chief executive officer at cumberland, plus the chief monetary economist, are with us. welcome, gentlemen. hans was just reporting from brussels on the latest in the developments that greece. the german finance minister says that it is time for greece to ask for a bailout extension and until that happens eurozone finance ministers will not meet to discuss help for greece. what is the next move? >> this is another chapter of pretend and extend. there has to be some resolution of a debt that is too large for this population. and how to do it and reach it with a frontage that does not stop economic growth. it is an impossible task. they tried to reach an agreement. they came to the 11th hour and 59th minute for they reached it. we are going to see it all over again. >> can this be done without the back

we begin with our international correspondent, hans nichols in brussels where european leaders are meeting to discuss the potential greek debt default. where do things stand now? has there been any progress in stalks collapsed last night? >> good evening. eu leaders are having a conversation. the portion dedicated to greece will happen at the end of the evening. they have dealt with ukraine and other issues. on a technical matter, and this is important, if there are going to be advisers working with the greek side on what the common set of numbers is going to be. the idea of having technical experts and a solid, trusted data set is going to be crucial if there is going to be any progress on the talks. they need to agree on the numbers for there to be any meaningful opportunity for progress. >> how close to they come to a deal last night? >> it was reported they had a deal in principle and we were among the organizations that that they were moving toward a deal. the greek finance minister then checked with athens and from athens, the line was he could not sign off on the common language tha

hans nichols has been following this story all week.the likelihood of a request for an extension. if it comes through, what is the likelihood of asking? hans: it depends if the request is just about the loan agreement or if it is about staying and completing the program. that is a crucial distinction. we haven't seen a copy of what they're going to be asking, but it looks similar to that proposal that caused the meeting to and is so shortly the other night. if this is just a formalization, this is likely to go nowhere. we heard the german finance minister last night say the crucial question is not whether or not it asks for a bailout but whether or not greece fulfills the current program. you saw the prime minister yesterday making a defiant speech and moving to roll back some of the austerity measures. some of the conditions that were in that program. the key question everyone here continues to ask themselves is what does greece want? what are their goals? >> greece has to deal with clear , credible and reliable commitment about the ti
