newscenter 5's david bienick continues our coverage tonight in north andover david? reporter: despite how lush this farm in north andover looks the owners say they too are feeling the effects of the drought. and a short time ago, governor charlie baker gave an update on the commonwealth's response. the governor said the state is looking at setting up emergency hook-ups between communities that have plenty of water and those that are running low. he also said that national guard drought-effected towns. several local communities have imposed voluntary or mandatory water-use restrictions. but the governor said statewide restrictions are not yet needed, because the drought is still hit or miss. >> where you access supply to some extent determines where you land in the context of the water issues that you deal with and you face. but it's pretty clear if you talk to almost anybody in the farming community, they are dealing with a very significant constraint. reporter: massachusetts' cranberry crop, for example, expected to be down 12% this year. at this farm, they say they

we have team coverage of the drought beginning with christina hager live in north andover. christina? >> reporter: paula, the governor had a news conference agriculture is the first to feel the effects. behind me, this pond feeds into the irrigation system at the farm. you can see how low the water level is and this is what we are seeing at reservoirs and water supplies at municipalities across the region. >> usually, the water level is up, and you can see a waterline. >> reporter: the mill pond reservoir in burlington is one of the townee drinking water sources. ma about 10 feet low. for years, it's been a regular exercise route for bill collins. >> right now, it's about as bad as i have seen it. >> reporter: right on the edge of a crisis say state public officials who announced they're preparing for the worst. >> you can eliminate or limit your waters your lawns. eliminate or limit washing your car. cover the swimming pool to reminding people to abide by the restrictions. the drought is causing crop losses, and some farmers say they will have no choice but to raise prices
