. >>> oakland city officials say they committed to letting protestors continue to occupy frank ogawa plaza. anne makovec is in oakland where there two different protest camps this morning. >>> reporter: this is the largest at frank ogawa plaza here in front of oakland city hall. you can see here behind me it was stunning when we drove up this morning. this is the first time that i have covered the "occupy" movement here in oakland. they have a tent city basically that's built here on the front lawn of city hall. there have been some problems according to city officials recently. and they say they are trying to work with the protestors right now to make sure everything runs smoothly here. one of the main concerns has been a rat issue, which apparently was already an issue here in this area. they say it has been exacerbated now by this demonstration. they also say that they have received letters of complaints from businesses around the area and individuals about alcohol, drug use, sex, vandalism and public urination. so far, though, they have largely accepted the encampment on the lawn.

>>reporter: we are live right in front of oakland city hall.s you said the protesters have moved back into the plaza. about 20 minutes ago they had been rallying at the amphitheater and talk about what happened last night in the night before. they also talked about where they wanted to go from here. if you look behind the oak tree, there are a dozen tents that are set up. a few of those reappeared after the oakland city police went through and clear them out. here in the last 45 minutes to an hour more people have started showing up. we do not know if there will be more people coming in. usually about 6:00 p.m. is when the bulk of the protesters have showed up. but everything is extremely peaceful they have been sitting there quietly listening to the speaker's. but there is none of that energy that we saw with in the last couple of days. we do not know if it will escalate beyond this it seems to be going very well. it is very peaceful. will be here until 6:00 p.m. and then 8:00 p.m. this evening to bring you the latest on what is happening here

in the city to delay going into downtown oakland this morning. for more on that part of the story is pam cook in the newsroom. >> well, the latest word that we have from the city of oakland this morning is that downtown employees are being advised to delay the start of their day until further notice. as we've been reporting the area around frank ogawa plaza has been blocked off by hund dreads of police officers so that is certainly -- hundreds of police officers. so that's affecting street traffic. the 12th street b.a.r.t. station was closed until 6:45. so the move is to keep any unnecessary traffic away from downtown -- downtown oakland. now, this is all newschopper2 video which has been overhead over that area all morning long. we watched as people started making their way into the downtown area. some shots showed some people walking perhaps from b.a.r.t. they had to walk a bit further this morning since that 12th street b.a.r.t. station was closed for more than an hour. we're in contact with the emergency operations center of oakland. they are

last night the city ordered "occupy oakland" to leave by 10:00 at night. as you can see, they are still here. they say they are not going anywhere. the city is trying to enforce a curfew saying protestors have to leave between 10 p.m. and 6 a.m. but can still demonstrate during the daytime hours. the city posted the warning up in a message on its website last night saying that during the past 10 days, city officials gave protestors specific guidelines on public health, safety and crowd control. now the city says, you know, it's gotten out of hand. we are joined by one of the "occupy oakland" members, protestors, miss johnson. are you guys ready to leave if police show up? >> no, we're not ready to leave. we're here. this is not a protest. this is a movement. we're tired. it's been many years we gave you guys a try. now it's time for to us give ourselves a try. >> reporter: when you say you guys you mean city hall, the government? >> the world. like the world has spoken. you guys had a chance to govern. and instead of governing and helping the community, you
