tackling obamacare is one of the first items on their agenda. what do you think their angle is going to be? >> well, i think that republicans will have a two-pronged approach. now that they have control of the senate, it means that the house can pass things and unlike what's happened in the previous few years when the democrats controlled the senate and everything went to die in the senate, the senate can now actually pass what the house passes and put it on the desk of president only. so i think that they are going to try two things. one, they are going to try to get bipartisan support on certain aspects of obamacare that are broadly unpopular. things such as the medical device tax. they may alter the requirement on employers of having to a purchase certain insurance for their employees. and beyond that what we might do is try to pass legislation that highlights some of the more unpopular aspects of obamacare. that even if obama vetoes, they have the case in 2016. this is why we need a republican president. >> okay. i see how they are going to

things that holds obamacare together.eather: let's talk about news by the supreme court expected. and what effect do you think that will have? >> so the issue that you're talking about is the king versus burwell case which will be in front of the supreme court this year and essentially what that case argues is that the federal subsidies that are being given to states that haven't set up federal exchanges through obamacare those subsidies are illegal. lower courts are argued they are illegal and ruled they are illegal. if the supreme court agrees with that it will be a very difficult year for because subsidies are one of the key parts that hold obamacare together. the supreme court, we'll be watching that. the white house will certainly be watching that closely. they have argued that there is just some language in the law that should have been written differently, when we see videos of jonathan gruber showing actually it was very intentional if states did not sign up for exchanges and set them up in their open states those

if the hyde amendment had been applied to obamacare, the number of obamacare plans covering abortion on demand would be zero. at its core i believe my colleagues should know this by now, some don't, this side of the aisle, and some on that do, the hyde amendment is two indisputable parts. it prohibblets direct funding for abortion and funding for any insurance plan that includes abortion except in the cases of rape, incest or to save the life of the mother. obamacare violates the hyde amendment by funding insurance plans that pay for abortion on demand. h.r. 7 seeks to accomplish three goals. make the hyde amendment and other current abortion funding prohibitions current, and that includes the d.c. righter permanent. ensure that the affordable care act faithfully conforms with the hyde amendment as promised by the president of the united states. third, provides full disclosure, transparency and prominent display to the extent which any health insurance plan funds abortion on the exchanges. last january the house passed h.r. 7 by a vote of 227-188. it languished in the senate for a ye

reconciliation in some variety was used for obamacare. reconciliation was used for the tax reductions of the previous decade. reconciliation was used for the balanced budget act of the late 90s when we actually got to a balanced budget. as i say it's a powerful tool but it's not a silver bullet but we believe it's an important tool that we out to be using. finally, the budget committee we believe that budget process reform is absolutely merited. we are imprisoned right now but budget process that was written 40 years ago by folks who wanted to -- default in this town spend and spend and spend more and more and more. i look at budget process reform in cuba areas. one short term. we got off to a pretty doggone good start with house rules, with the macroeconomic scoring that we put in place to house a more that in a second. and there's some other short-term things we can do baseline issues that we might be able to do. in the long-term, not in this congress, because i don't believe the president has any interest in truly reforming budget proc
