secretary falvey: the occ report. >> this evening, i will discuss occ 2011 statistics and also give you a statistical report, which i will discuss what i give the annual report. we also have on your desk the december 2010 statistics, and they're also copies available on the table. to date, in 2011, the occ has closed 22 complaints. we have mediated one case. we have pending cases, 402 from 2010 and 31 from this year. for the year and report, -- the year-end report, we had opened fewer than we did in 2009, when we opened 1018 cases. this is a decrease. cases closed, 960. i will discuss all of this in the annual report on february 2. in 2010, 812 cases were closed. last year, we wrote the numbers down. this was a 35% increase in cases with the same allocation. we closed the year 2010 with only 11 investigators as compared to 17 note in 2009, at the close of 2009. we have hired two temporary investigators, and two investigators have returned from extended leave of absence, and so currently, we do have investigators in place, but one investigator is going to be meeting for medical reasons f

and are you going to confirm with the occ? >> they will shepherd this whole thing through the process. the role that we were playing was to actually go out and put something on paper. we are very far along in that process and we are ready to meet with the command of our department. at that point, they are going to ensure -- even the city attorney is already involved in the process now. and after that, it is my understanding that it would be ready to come forth you. >> the people that have interest in this are taught to? >> i am sure that will happen. >> we have had a number of these over the years, and every time we go back in here and we get one of these pieces of force, it is really good that we put it in this form, a bulletin. even though it is not in that format, it is the law of the land. i just want to make sure, i know every instance has its own certain stance. but to me, it is pretty clear. if i am wrong, i just want to make sure that i am not misunderstanding that. those other cases that we have seen. >> be vehicle be

. >> item 2b, the occ director's report. >> good evening.embers of the commission, members of the audience, i will talk briefly about the budget process. the mayor met with department heads today and provided us with budget instructions as well as the budget director, and the key date is on february 21 it is when the department budgets are due. but before then, departments are expected to provide 2.5% cuts by december 21. the cuts that the departments are being asked to take our 10% and another 10% contingency. as i told the commission before, president mazzucco and members of the commission, the occ, its budget is comprised -- 90% -- president mazzucco: i apologize. we now have a quorum, plus one. you may now continue. >> thank you. it is comprised almost solely of personnel. we have very little discretionary money in our operations budget. 64% is for rent. what that could mean if we are asked to give the full 10%, it could mean layoffs because there is no money. anywhere else in money. -- because there is no money anywhere else in the budg

. >> the only thing i would like to report on is that the occ funds are operational again.they were out of order monday and tuesday. no one was able to call or fax or office. the department of technology was advised as soon as we were notified by police department that there was a problem. they looked into it to determine whether or not it was an equipment failure. it was not. they notified at&t on monday. it took at&t until tuesday afternoon to come and troubleshoot the problem. it was an at&t network problem. we are operational again. that concludes my report. president mazzucco: any questions? >> item 2c, commission president's report. president mazzucco: i would like to brief the public and the remainder of the commission that we have had very productive meetings regarding mental health issues. last week, a number of us met at my office to discuss this. we had a great conference with members of the memphis police department. it was incredible to learn about the man does model, how that department deals with mental health issues. following that meeting, yesterday, myself
