actually rated number 1 in incarceration of women, we have been that way for 30 years in the state of oklahoma. so, when i came became lieutenant governor, i was working with women in our state, and on a panel that looked at why we were number 1 incarcerating women. now, we do not have the meanest women in the nation, we just have problems within the system and also problems with the women. so, we look at statistically, with evidence based data, what was happening in the state of oklahoma. what we found was a large majority of the women who are incarcerated had some type of substance abuse conviction. maybe a pure conviction or another crime, because they were on substance abuse at the time. and also a lot of women who had some type of sexual assault or domestic violence in their background, of course sometimes women take a plea deal -- because it has been or partner or whatever it might be is in trouble so they negotiate a deal, so that they can get a shorter sentence for that. and then the other side of the coin was, i became governor and i looked at the fact that we had at the time about 12

senator harris is twice elected from the great state of oklahoma we now stipulated is it that from the united dates. a little inside joke. like the namesake of the school, but -- of president lyndon johnson's national visor commission came to be known as the kerner commission. partly appointed at center -- senator harris's urging. and in the 1970's, he caused -- he really made it happen to make a democratic and fully representative of women and minorities. we have him to thank for a lot of change initiated during that time. influential 1976 populist democratic candidate for president of the united states and here i stop to tell you note show, i told the senator i was a freshman in high school and the charge was to write an honors social studies paper on a topic of my choice on a political sort and i wrote my paper on the candidacy of senator fred harris. somewhere in my piles of paper from high school is the report where i carefully true the outline of oklahoma in the middle of the page. i remember that, in case people did not know it was in the united states. currently, senator harris

coastal party just strong in the west and strong in the northeast we picked up seats and in states like texas oklahoma we can pick the midwest governorships that we didn't have before that are key for twenty twenty for the presidential race michigan we picked up wisconsin we have been as pennsylvania so it was a good night in the heartland where we had lost a lot so yes we won the house of representatives that's a big deal yes we lost some seats in the senate but we picked up governorships and state legislatures so i think it was a very good day for the democrats bob your read. well i think the governor's probably right with respect to the house but remember this was an off year election and by all and expectations it could have been disastrous for republicans that we kept hearing that there was going to be a blue wave well it wasn't a blue wave we picked up by last count that i have about three seats in the senate we held on to texas to florida to georgia. and ohio in the governorship so i think that even though we lost about thirty two seats plus or minus my expectation going into it was going to be

you lost traditionally republican suburban not only philadelphia and dc but red state big cities like houston and oklahoma city, you lost among suburban women, you lost among independents and in 3 key states that i think you remember pretty well, wisconsin, pennsylvania, michigan, you lost both governor seats and the senate seats. >> are you ready? i won the senate and that's historic too because if you look at presidents in the white house it's almost never happened that you won a seat. we have 53 as opposed to 51 and we have 53 great senators in the u.s. senate. we won, that's a tremendous victory, nobody talks about that. that's far greater victory than it is for the other side. number two, i wasn't on the ballot. chris: wait, you kept saying -- >> i said look at me -- i have people and you see the polls how good they are, i have people that won't vote unless i'm on the ballot, okay, i wasn't on the ballot and almost everybody that i won, 10 out of 11, i won against president obama, oprah winfrey and michelle obama in a great state called georgia for the governor and it was all stacked against brian an

oklahoma was not where we were looking. this is where steve russells, who was first elected in 2014 and had been in the state senate before thatnd a career as an .rmy officer before that -- but it is oklahoma city and the suburbs around oklahoma city. it is oklahoma, but it has a 41% either minority or mixed race population there and you know, it is the state capital, and it has universities. it has things so it is not just your typical southern district. but wow. i did not expect this. kendra horn. she is an attorney, and this is a district that mitt romney beat president obama by 18 points. that trump beat hillary by 18 3 points there. if you are going to say that there would be a race that surprises you. i will confess, that would not be where i would pick. the underperforming in the evening was something that we had our head scratching. this was a good night for democrats. -- the governors, that was a good night for democrats. there are still three races that are uncalled, but the one in alaska, the open seat where the independent was running and then he dropped out. that is close. the other is the open seat in connecticut
