actually rated number 1 in incarceration of women, we have been that way for 30 years in the state of oklahoma. so, when i came became lieutenant governor, i was working with women in our state, and on a panel that looked at why we were number 1 incarcerating women. now, we do not have the meanest women in the nation, we just have problems within the system and also problems with the women. so, we look at statistically, with evidence based data, what was happening in the state of oklahoma. what we found was a large majority of the women who are incarcerated had some type of substance abuse conviction. maybe a pure conviction or another crime, because they were on substance abuse at the time. and also a lot of women who had some type of sexual assault or domestic violence in their background, of course sometimes women take a plea deal -- because it has been or partner or whatever it might be is in trouble so they negotiate a deal, so that they can get a shorter sentence for that. and then the other side of the coin was, i became governor and i looked at the fact that we had at the time about 12
