so when human rights advocates than a human rights agenda or describe something as human-rights or put pressure on government or other organizations on the basis of human rights the policy intervention and the have some degree of power in this respect and it's for people to do social the advocacy to think we don't have any power. we are speaking truth to power, we are constraining the power of other people, but in some contexts human rights advocacy and the non-governmental organizations can have a great deal of power. they are players in the international politics, and so one answer to the question is yes, the advocates should ask this question is describing this in terms of human rights a good way of achieving our humanitarian goals, is it likely to clarify what is at stake in the conflict, or is it going to make it harder to see what is at stake in the given conflict or it easy to ignore some of the potential outcomes or consequences of an intervention, is it likely to help us to achieve our goal by convincing people and certainly disturbing things that often is extremely effective
