that's going on paula reid. thank you. thank you very, very much. let's discuss all these latest developments with our political and legal experts and norm eisen. prosecutors were looking for a witness to refute robert costello's claims. do you expect david pecker was able to do that? uh, i do wealth. we know that in august 2015, pecker, cohen and trump all met and pecker has said in court papers that he agreed to help trump with negative stories about women by assisting the campaign that puts together all the elements that prosecutor alvin bragg needs for his potential felony case to the extent that castello came in last week and said, well, cohen is lying this rehabilitates cohen because it shows what actually happened and i will say we investigated these hush money payments in the impeachment. i worked on. i talked to michael cohen. many times he has never varied from that story since he started cooperating, so i think this was important corroboration for the grand jury is with us as well. shana pecker was clearly a central player in the hush mon

thank you, paula. and as paula gets more information, she's going to bring that to us. evan perez is outfront in washington also breaking so much of the story. so evan, what are you learning about? the that i guess terms of surrender here, right? so we're understand here that there are christian homes reporting the former president was surprised, did not expect that this was coming. and now, of course, you're going to have to have this surrender secret service preparations and arrest . right. so what are you learning about all that it's going to be a delicate orchestration. certainly. for the security part of this, erin because you know, the secret service certainly had a lot of discussions they had they had many meetings with prosecutors with the nypd last week. in anticipation as something could happen, and then everybody thought perhaps it wasn't going to happen so soon, and so now we're told that they're still waiting for the official notification of exactly what day of something that as paula just hinted at. the lawyers have to work this out with the prosecutors. w

so paula, you've been doing so much reporting here on all of this.this is now the second straight week where all eyes have been on the grand jury. and you know, i understand. no one was promised. this was going to happen, but there was the expectation is going to happen. it's going to happen, and here we are. it's not going to be in two weeks. um where it's not what's going on here? so trump clearly said that expectation right with his post about being arrested last tuesday, which even his own team said wasn't based on anything. prosecutors just don't believe they're done with their investigation. they're not ready to bring this before a grand jury. i think one of the big questions right now is whether they'll bring any additional witnesses before the grand jury because last week the defense attorneys through them for a bit of a loop when they made the request to hear from attorney robert costello. we learned through sources that they believed are after that. we need to bring in some way. want to rebut to button up our case. we saw david packer going

back with us now is paula reid and joining us is cnn correspondent caress can also paula, what is going on here? what's taking so long? this is conduct that occurred approximately seven years ago. this investigation has been going on for years. so it's all relative before president trump set up a false expectation of something happening last week, right? he put on social media that he believed he would be arrested last tuesday. of course, that did not happen, but we also know last week, the prosecutors were thrown for a bit of a loop when defense attorneys asked them to please put attorney robert costello before the grand jury. then we learned following that our colleague john miller learned that they were contemplating whether they needed to bring someone back in to rebut costello's testimony attacking michael cohen, undermining his narrative of how these hush money payments were arranged. so we saw david pecker go in on on monday, and it's unclear if they're going to call additional witnesses. but look, if we don't have a vote on a possible indictment, it's clear. prosecutors just don

but i agree with paula. it's not a slam dunk case. for the reasons we have been discussing. it michael cohen is your star witness, the federal prosecutors across the street, my former office in new york, rejected michael cohen. we're not using him. we don't find him credible. passed on bringing this case. as to the novel legal theory. this is a novel legal theory. new york state law has never been charged in precisely this way. i should say the fact that a theory is novel doesn't mean it's completely meritless. so prosecutors are going to have to make a bit of a creative legal argument here. we're going to see prosecutors wedge a square peg into a round hole, which is another challenge of making this case. >> we have had this conversation in every one of the trump investigations, which is credibility issues with some of the witnesses the grand jury investigation, we assume it's late in the investigation, kellyanne conway, the former trump campaign manager, worked with hum in the white house. hope hix in the business sector before the campaign. then at the white house. but th

paula reid joining us now. paula, what more do we know? what does this signal really tell us? >> the fact that this invitation has been extended to the former president to come before the grand jury in new york it signals that this investigation is likely wrapping up and an indictment is possible but it's no guarantee. this investigation has been going on for around five years as an investigation not into an extramarital affair, not even specifically into a hush payment but whether business records were falsified when the former president reimbursed michael cohen for this hush money payment that was made to stormy daniels. so, again, this has been going on for five years but in the fast five weeks we have an uptake in activity. we have seen kellyanne conway and hope hicks going before the grand jury. i do not expect the former president will join that parade of witnesses and take them up on this invitation, but if an indictment is brought here this would be historic. this is incredibly significant. but prosecutors face a lot of challenges. we are talking about events that occu
