pete, has the court essentially here made a ruling, in a sense, by not making one? >> reporter: not in the literal sense, no. they do leave the issue for another day. if a federal court were to say that a state can, under the constitution, ban same-sex marriage and that decision got appealed to the supreme court, i think there's a very good chance the supreme court would take that case. the question is, does today's action stack the deck against the states that want to ban same-sex marriage? that's the issue here. will there be a sort of inevidentibility factor. because there's a series of dominos here. for sure, the supreme court's action today lift the bans on court rulings that declared it unconstitutional in utah, wisconsin, virginia, so marriage can start up -- in the case of wisconsin, resume. utah, too, for that matter. then it applies to six other states in the same federal circuits as those states. colorado, kansas, wyoming, north and south carolina and west virginia. so, we're going to have very shortly 30 states where same-sex marriage is legal. we'll soo

the fbi has been working closely with canadian officials as pete williams has been reporting as both nations watch for threats against their citizens and residents. and some more background on isil in both the u.s. and canada. as nbc news reported last week, canadian officials have been concerned about the potential for knife and gun attacks in canada on both u.s. and canadian targets, including military personnel because of the nation's involvements both canada and the u.s. in the international fight against isis. earlier this month, prime minister steven harper in canada announced that canada would deploy six planes to bomb targets in isis-controlled areas. soon after harper's announcement, intelligence officials told nbc news that canadian authorities had heard would be terrorists discussing potential isis-inspired knife and gun attacks against u.s. and canadian targets inside canada. they've been concerned, according to the reporting that the attacks have a lower threshold from desire to action than relatively sophisticated attacks using explosives. that could shorten the time li

pete pointed out. it's an ongoing situation. we don't know if the shooter has been apprehended or killed, but what we know earlier this week, you had an incident where there was a hit and run car crash. one soldier was killed another injured. what was described as a terrorist attack by canadian politicians and police. >> that's correct. one of the things since we don't know who the shooter or shooters are currently in ottawa are, i would just suggest that it's an abundance of caution i wouldn't sort of decide to say it's definitely an isis-like attack. but one thing to notice is that isis and these organization have called for the low level attack. the sort of things that create sort of low level mayhem within a society, and like said, again, this is not -- nothing has been confirmed but this is certainly a possibility, according to the playbook. >> with that said, nothing is confirmed. as pete reported. we know there was a heightened sense of security, as there always is at parliament as it is the case with capitol hill. and given the situation of events playi

nbc news justice correspondent pete williams has been working the phones since those first shots were fired. pete, how is u.s. law enforcement here at home responding to what we've seen unfold in canada today? >> not much. the reason is there's no threat in the u.s. the whole dhs system was changed here in the last couple of years. getting away from the color-coded threat level, the abundance of caution stuff. now the threat is not changed here unless there's a specific credible threat. and everyone we've talked to said there's no indication that what happened in canada has any tentacles, any pointers in the direction of the u.s. it seems to be confined to ottawa. the best information we have at this point is there was a single gunman. there just doesn't seem to be any concrete evidence of another one. the same person, it's believed, attacked both the memorial and then a few blocks away the parliament building. as you reported, there have been no reports of shots fired anywhere else. they are trying to identify this gunman. they haven't really said much. it's not clear where he's from

pete williams has more on what led to the security measures. >> joy, officials say this is not the result of some specific threat or single piece of intelligence. they say the thoughts behind this are what's been out in the public, the consistent calls from isis for attacks on u.s. government buildings and officials. these are calls in propaganda videos and jihadist websites. then these attacks in canada, the shooting attack on the canadian parliament that also killed a soldier at the national war memorial, and an earlier attack in canada, plus the axe attack in new york city subway. you put that all together, homeland security says, and additional security at federal buildings just seems prudent. there's not going to be a change at all of the 9,500 buildings that are under the responsibility of the federal protective service, but where appropriate, they say, there will be additional measures, some visible, some not, additional scrutiny on what people are carrying inside, perhaps some more guards outside that are armed. and they will change this around. they won't say specifically which b
