nbc bay area's pete suratos is live at cal state east bay in hayward. pete, how are students responding? do we know what the vote is at this point? >> reporter: good morning to you, kris. well, it is spring break here in cal state east bay. actually at a number of campuses as we speak. not many students here, but we did speak to one. we'll get to that in a moment. but they are streaming this meeting with the board of trustees on their website. i just watched it right now. we know that the finance committee just took a vote and they are in favor of this 5% increase, but it is going to go to a vote with the full board later today. here's some of the video from that meeting that was streaming. let's explain exactly what this increase would mean. if there is a 5% increase, that means undergraduate tuition would increase just under $300 a year. if you're a graduate student it would increase about $430 a year. tuition increase proposal had to do with the fact that california governor jerry brown's proposed budget in january for the cal state system was about h

pete suratos, good morning. >> reporter: that first departure set for 5:00 a.m. at the tiburon ferry landing it will be the first ferry from tiburon to san francisco. they'll make history. the first time in four decades that they're expanding into marin county. all of this started back in 2015 with discussions between blue and gold fleet and the golden gate ferry. blue and gold fleet were handling those commute runs between san francisco and tiburon. two weeks ago the board of directors approved a sublease agreement to take over this line. the ferries play a huge role on reducing traffic congestion on the golden gate bridge and highway 101. blue and gold tickets will be accepted for now, the ferry plans to bring the clipper fair system as well. in a half hour, the first ferry will beparting behind me. live in tiburon, pete suratos, "today in the bay." >>> commuters today will have a chance to offer their ideas for easing congestion through western contra costa county. the committee is gathering input for solutions on congestion on busy interstate 80 along with bu

pete suratos is at the hilton hotel. they're still looking for a third person, right? >> reporter: yeah, good morning to you kris. that one person, female suspect is still outstanding according to s.f.p.d. i want to show you guys what we're talking about where this took place. s.f.p.d. say several people jumped off the backside of hilton hotel, landing in parachutes. two of those folks were arrested as a result. i was going to show you some video of one of those people taken into custody. that's the video, one of the parachuters being taken into custody last night, even blowing a kiss at the camera as he was handcuffed by officers. according to s.f.p.d., the assault took place around 111:30 p.m. there were two men and a woman using parachutes to jump off the roof of this 46-story hilton hotel in the city. when police arrived on the scene they found two male suspect in the area of ellis and jones where we're standing, not too far from where they would have land the. an officer was in the area that saw one . men landing and the other male suspect picking up his parachute
