ship roy being one of them, ralph norman being another one. chip roy also contending there was a secret deal cut between him in the speaker. the deal between him -- all nine republicans on the house rules committee must agree to any of the rules before that bill is considered on the floor. that didn't happen, just seven of nine. even as mccarthy and his allies essentially reject the notion of some sort of secret deal all underscoring the tension ahead of tomorrow's vote. there are a number of republicans on the far-right who are concerned about this bill and argument did not go far enough. the speaker is not providing a correct and fair representation of all that is in them. particularly there is concerns about the length of the suspension. it would now extend to january of 2025. some want to fight a much shorter timeframe and extract concessions from the white house in an election year. but the speaker believes that this is the best approach and a lot of members agree with them. there is an expectation among the speaker and his closest allies

negotiation in his bid to get that speaker's gavel, three of those numbers are watched, chip roy, ralph norman thomas massey. two of those members spoke at the house freedom caucus press conference a few minutes ago. here's what chip roy said about this legislation. >> at the end of the day, the only person that would default in this town is joe biden, unless republicans default on the american dream by voting for this bad bill. that is why this group will oppose it. we will continue to fight it, today, tomorrow, and no matter what happens, there's going to be a reckoning about what just kurd, unless we stop this bill by tomorrow. >> reporter: a reckoning, that is the warning here from chip roy. but one thing to keep in mind about the house rules committee, is that republicans have the advantage there. they are the ones who typically are responsible for getting it out of the house rules committee. but all eyes are going to be on thomas massey, he's a key swing vote here. he's actually in the speaker's office right now having a discussion. he has not said whether or not he's going to back this

in january, agreed to put conservative hardliners on this committee, two of them chip roy and ralph norman. the third, thomas massie hasn't said if he would come out in favor of the bill. if he votes no, that could complicate things substantially. that means six republicans in favor of it, if democrats vote no, it could stall the bill going forward. an added complication is that chip roy's contention that a private deal was made in january where kevin mccarthy said all nine republicans on the committee must agree in order to consider legislation on the floor. that's been disputed by mccarthy's allies. they do agree that mccarthy agreed that seven republicans have to agree for the full house to consider that respective bill on the floor. that's why right now the focus is on thomas massie of kentucky and whether he decides to break with the speaker and vote against it. that could significantly complicate things going forward. the expectation, jake, is that massey will be in line with the speaker. he has not said so publicly yet. that's what the republican leadership is banking on at this mom

expect there could be some problems among conservatives on that committee, both chip roy as well as ralph norman have suggested that they could vote against it. however, there's another conservative who could be a key and important vote. that's thomas massey. he said earlier today that he was not going to publicly say how he was voting, but in previous comments from just a few months ago, he did note that if the majority of his conference was supportive of something, he wouldn't necessarily stop it in the house rules committee. so when i asked kevin mccarthy just a few minutes ago if he was confident he was going to have the republican votes he needed in that committee. as to how thomas massey was going to vote, he said ask thomas. i also asked mccarthy more about if he feels like his speakership is going to be threatened if he puts this bill on the house floor tomorrow. he told me, quote, you guys ask me all the time. i'm still standing. boris. >> yeah, standing but with a razo razor-thin margin there. >>> some of the harshest rhetoric aimed at speaker mccarthy is coming from the freedom caucus

committee where two members of the house freedom caucus, representatives chip roy of texas and ralph normanouth carolina, have already said they oppose the deal. meanwhile, south carolina republican senator lindsey graham has blasted the deal for not increasing the military budget enough. progressive critics of the deal include bishop william barber of the poor people's campaign. he said -- "the great contradiction of this debt ceiling deal is that, while poverty is the fourth-leading cause of death, this deal will make it harder to get food stamps but easier to spend money on war." we are joined now by lindsay owens, executive director of the groundwork collaborative. and think tank. -- a progressive think tank. she is a former policy advisor to senator elizabeth warren. welcome. can you basically summarize this deal further and talk about your concerns with it? >> the deal does two big things. first, it suspends the debt ceiling until january 2025. assuming congress gets this past before the june for date, we hopefully won't be in position to default on our debt again until early 2025 and
