i would respond in two ways. one, on behalf of the members, it is very stressful to constantly be told on a year by year basis that your care may go away, your doctor and the institution, the facility that you go to may change. so it created a pervasive sense of stress. mind you, in our population, we have many thousands of individuals who suffer from ptsd and some highly resistant ptsd. and i'm sure that if they were here with me, they would say how stressful year by year funding is to the program. from the administrative perspective, it is very difficult. because we were always up to the last minute thinking should we start preparing for the program not to be funded, and that was certainly something we did not want to happen, but it requires a long process of preparation so we were never sure about that. >> so the dedicated mandatory funding helps you not only plan better but also the reaction from the patients? >> it is like night and day. when the zadroga act passed, all of us, members and those of us adminis

tony: why ambulances are regularly responding to this hospital, and why some emergency responders are calling it a waste of resources. that's next. only in an emergency, but one location in the south bay may be abusing the 9-1-1 system by making dozens of calls for non-life threatening situations and a building within walking distance of a hospital. it's a problem that could delay response times for real emergencies. we're talking about a waste of resources first identified back in december, and we found county leaders have yet to address it. first responders were prepared for the worst. that's why their response here, it was quick and it was massive. but thankfully in the end, the all-clear was given. i want to give you a quick rundown of what took place this morning. at 7:30, an official at the navy yard called 911, reporting the sound of gunshots. all buildings went on lockdown. floors were evacuated one by one. law enforcement went through every part of the building, searching for anything suspicious. in the end, no shooter was found, no weapons, no injuries. they say the employee heard a loud noise and that scared her. the all-clear was given at about 10:00. now, as far as the person who report hearing shots fired, the chief lanier says they will not release the name to protect privacy, but can confirm this is not a hoax and the woman did exactly what she was supposed to do. it's not clear if she was here during the 2013 mass shooting when a lone gunman opened fire in building 197, killing 12 people. but the scene is clearly reminiscent of that. chief lanier said

they're investigating what they say, quote, trouble and respond responding.ark police, they are saying that they are respond responding to an active shooter situation. again, u.s. park police have no word on casualties at this time. >> and, again, we do have delia on the scene right now working to get a live shot for you right now so you can see exactly what is going on right now, but, again, just via that phone conversation we had with her, you can hear exactly just the frantic nature of what -- >> exactly. and, you know, everyone who work worked in that building two years ago did not come back because it was just that emotional and just that -- that disturbing to be there where so many lives were lost. and so many people were injured. so it is -- if this is turning out to be something more significant than just no confirmation for sure, it would it will be a very sad day. and, of course, the city itself is on heightened alert because of perceived threats for the fourth of july hol day, and people are being asked to, if you see something, say something, make
