rick leventhal reporting live along the parade route on sixth avenue. what's it like where you are now? >> trace, it's cloudy but it's warm and not windy at all. we are told that will change by tomorrow morning so is likely those baked balloons could be grounded when the parade starts at 9:00 this morning. don't tell that to the folks with the helium because that annual balloon inflation is underway. alongside central park west by the american museum of natural history. some of the balloons are smaller and they are expected to find a matter what there are 16 of those book giant character balloons. some of them at least 50 feet tall requiring as many as 90 handlers holding onto them with ropes. the national weather service is expecting winds of 80 miles per hour with gusts up to 40. the city regulations prohibit giant balloons from flying in detained winds of 23 so we are right in that window. all of this is because of an incident 22 years ago and strong winds pushed a giant cat in the hat float into a lamp post commemorating the breakdown on the crowd a

leventhal reports now live from our newsroom in new york. hello, ricks all tied to a law taking effect january 1st. new york limiting in the living veil for defendants charged with more than 400 misdemeanor and felony crimes from selling drugs on or near school grounds to come as you mention, criminally negligent homicide, according to "the new york post." the lot is retroactive so anyone held on such cases can apply to a veil lifted and go free. the state office of court of administration is trying to avoid a delusion of applications in the new year by letting hundreds of prisoners loose early. new york governor andrew cuomo signed a law as part of a criminal justice reform package sink back in 2018. and before trial should be the rule, not the exception. tying freedom to money has created a two-tiered system that puts an unfair burden on the economically disadvantaged. >> if you're wealthy, you can walk out. but if you're not wealthy, then you have to sit in jail. and you can sit in jail for a year or two before you ever get before a judge. that my fr
