rick: i do., you know, i think you have to zoom out, not just look at moore versus harper, but look at what the supreme court has done. it has decimated the voting rights act in cases like shelby county versus holder. and in last summer's brnovich case. there is the citizens united case that allowed for big money to play a bigger influence in politics. and those kinds of rulings help elect more republicans, which help with the confirmation of more republican supported judges that support a conservative strate. and it's a kind of feedback loop that works here. you ow, the ultimate goal is to not just affect voting, but to change the politics in america on issues from abortion to gun rights to the environment. and we're starting to see the fruits of that in the decisions of the supreme court and lower courts right now. geoff: rick hasen is the director of the ucla law school's safeguarding democracy project. thanks so much for your insights. rick: thank you. geoff: one third of pakistan remains und

host: rick, would you like to respond? mr. hess: it is a great point.u set targets in complex areas, you tend to distort behavior. if utility school district -- if you tell a school district that you will be judged on whether you are making adequate progress are not, we saw school districts shifting time away from other activities, away from physics, the arts, and giving kids more reading and more math. today, we still see this play out. because the focus was on getting kids to proficiency, you saw them shifting away from the focus on gifted programs or advanced instruction and moving into making sure they are getting kids over the bar. one big problem when the x-ray that we talked about with nclb -- i think it was important and essential. it sounds like caroline is saying something similar. but when you lifted up, you create real problems. part of the distressed that you see in the public -- part of the distrust that you see in the public is what the color identifies -- what the caller identifies. no child left behind on the required kids take one test

our rick reichmuth following this all, and he was warning about this. rick, what's the latest?onth period in this hurricane season with nothing happening, and now things have come to life. it's kind of the peak month of hurricane season, so you'd expect to see that. this is post-tropical storm fiona. think what happened with superstorm sandy, became a post-tropical system, that largely means that the wind field expands out, so a large area of eastern canada seeing really significant winds. we saw winds pushing 100 miles an hour around nova scotia overnight. now to the north of prince edward island. will pull off towards the north how about the day today. the tropics are active. five different systems, four of them named, one disturbance here in the atlantic, but really what we're concerned about is ian across the central caribbean right now. it's been fighting really turbulent air mass. that has kind of subsided, meaning winds that are in the upper level of the atmosphere, kind of breaks apart these storms. now it allows the center9 of the storm to strengthen and the storms to

rick reichmuth joins us. rick: yeah with. so far, and this is ian, going to strengthen, we think, over the next 24 hours pretty quickly because it's going to get into conditions that are much more favorable. really warm water, the upper-level winds won't be breaking apart the thunderstorms that are going to happen, so the official forecast gets it to a major hurricane before it gets to parts of florida. want to show you something. earlier in the show the center of our track was a little farther towards the east, the latest round of computer models are toward the west. this will make a difference. we're far enough out that we're boeing to be seeing differences happening, so exactly where the storm makes landfall, we're not going to know. what you should know is if you're across areas of alabama, georgia, south carolina, you need to be aware that you're also going to be impacts, and you need to be making your plans across parts of florida. now is the time. you can always track this storm if you download the fox weather app. you

rick this has been rough so far. >> really has. three things, the storm surge that broke records in fort myers and naples as well by a lot by the way, three feet higher than we had ever seen from any kind of storm surge in the past. that obviously causing all that flooding right along the immediate coast. then we have the winds, actual verified winds of 140 miles an hour in cape corral. a lot of this wind was really prolonged because it's such a slow-moving storm and then you have the rainfall. because it's so slow we get rainfall that just continues to batter the state and we'll see big time inland flooding concerns. this made land fall in the exact same space that hurricane charlie came on shore in 2004 which is amazing to have two massive hurricanes or two strong hurricanes like this come on shore in the exact same spot, hard to imagine, because it came on so strong, it's still a category 2 hurricane after having made land fall around six hours ago, so still dealing with hurricane force winds and it's about half way through the
