riley has been making quite a splash on the swim team since the eighth grade. what event i ask her to swim shows ' going to especially t up and she's pot going to complain. she just goes and does what she is supposed to do. holds nine school grades, the most on the team. and is known for her butterfly stroke and natural ability. ' never seen her be negative about p anything. riley says it's her friends and teammates who inspire her to keep swimming, but it was her sister who initially brought her to a sport after a dangerous incident in the family pool. lilly did not have pretties on and she was on the -- on the ledge on the side of the pool and she stepped off and fell underwater. my mom was too far away to get her. i was already standing in the pool so i just reached in, picked her up and she enrolled us in a swim team right away. after that experience, i think it's so great that we've come all this way and we've done all this swimming just because of that one thing but it really shaped and changed our lives. riley plans to go to college in the fall where she

we have a brigade for the first division from fort riley, kansas in afghanistan. they deployed with their helicopter and staff, debt because of our troop limitation, we left their mechanics back in fort riley and substituted contracts mechanics. this was in order to optimize the amount of uniformed soldiers we were allowed. this contract for maintenance runs into the tens of millions of dollars. the soldiers trained to be mechanics are sitting back at fort riley not being able to do their job. this has a direct impact on army readiness and costs us more money. as we have begun these discussions with the administration and secretary mattis, this is one of the issues we have put on the table, how to optimize readiness and performance in the battlefield, managing by objective and not forced manning level. with contractors we have a two to one ratio of contractors to soldiers. is we look at the flying whole we lookstead of -- if at deploying whole units instead of partial units, this would be better for service readiness. >> i imagine you will ask for more flexibility
