riskin? i wanted to ask you a question because we installed cameras at octavia and market as well as octavia and oak. >> i'm not sure if we did at octavia and oak. we did install one at market and octavia. we did have problems where cars eastbound on market were make -- making an illegal turn to the freeway. >> my question from the time we installed the camera to now, do you have the data of number of accidents that have taken place around, are you measuring the time between because it was one or it is one of the most deadliest intersections in our city which is why we decided to put a camera in that location to help address that particular issue, but i'm sure we are tracking that and i was wondering the time between installing the camera and the accidents being measured during that time in comparison to accidents that have happened before, has that data been gathered or has there been time to gather that data? >> we have the data. i don't have it on my head. we have it on collisions as well

ed riskin director of transportation. i'm joined by our chief financial officer and a number of our staff here to answer the hard questions. i have got two presentations. one for the first item on the overall budget and a second one specifically on the bike strategy. and responding to some of the recommendations or updating on some of the recommendations from the budget legislative analyst report. i will walk us through this presentation and you can tell me if you want me to go through both of them first or pause. just to remind you, the mta board a couple years now established, adopted a new strategic plan. it was for 6 years fiscal year 13-18. we are ending that first cycle of that 6-year plan and establishing that plan and identifying san francisco as this great city and excellent transportation choices and identified four specific goals that we needed to achieve in order to realize that vision and the goals, the no. 1 goal is to make sure that the transportation system is safe and everybody that uses it can do so safe

riskin's response. plan b is that muni continues on its depth spiral. we have the capital state of repair needs for decades. we have not put the finishing ed -- funding in that this system needs and this system that now carries 700,000 rides a day. we have a $10 billion need in the next 15 years. that's $10 billion with a b, and we only have about a third of that identified. it's not just muni. bart is in even bigger bad situation. ac transit is in a bad situation. we know the federal government is not stepping up the way it needs to. we have to do it locally. if this task force, if these recommendations don't happen, in california we have to go to the voters. we have no choice but to go to the voters and there is always uncertainty when you have to go to the voters because the voters will make their decision and will live with that decision whatever it is. if this doesn't happen because it falls part in city hall or get taxed to death from every conceivable political angle and we've seen that already from every political spectrum and it gets ripped apa

i appreciate that you had those figures available and acknowledged them director riskin. it's support important. i wanted to comment as well on the operations side of the mta budget. i do think it's important that we are building in affordability for riders, given there is a large percentage of riders who are very low income. it makes so much sense that we do so. we've heard from some members of the public today that mentioned affordability crisis. i do believe that we have a responsibility to do what we are as a city to minimize the affordability crisis as much as we can on our end and looking at how we can create fares that are going to be able to be accessible by youth and by seniors and people with disabilities is critical to that effort. i hope that is something that the mta board can really take into consideration when they are working to improve the budget. those are my comments. >> thank you supervisor avalos. can we call item no. 3. city clerk: preparation of a request for qualification to broadcast meetings of the boirpdz have board of supervisors not to exceed

chair, good morning, board, director riskin. my name is body boden, the san francisco riders union and i'm here to overwhelmingly support the transit improvement. having recently come from new york city, i feel like i now know what a transit city feels like. if anything i think all of these proposals need to go much further. if this is what we have at this point, i want you to fully approve them. i also want to commend the mta for the overwhelming amount of public outreach they have done. as an advocacy we couldn't go to all of them. there were so many of them. there has been an overwhelming amount of community input and they must have a lot of attention to sort through all of those comments and i appreciate them. i know there is a temptation to meddle through these proposals and maybe wind them down to particular concerns. the tep as a whole helps 99 percent of transit riders. there are 700,000 transit riders not in this room today. people at these meetings do have valid concerns. but your role is to work out not the hundred in

riskin. ms. chris baum? >> good morning, thank you for having us today in a time to a milestone in this project. today you have three calendar items before you. the first relates to approval of the tep project description, ceqa findings, the monitoring program and as well as the statement over ride consideration. we are also bringing you a set of parking of traffic legislation for a set of fast track projects that we have an opportunity to integrate into various related construction projects as well as the service chain proposals which we have modified against on your feedback on march 14th, as well as the feedback on the policy and governance committee. the key elements of the tp include the policy framework which really shaped all of our work and includes providing extensive access throughout the city while concentrating investment on our heaviest routes and about a 12 percent increase in service. you will be considering a 10 percent increase as part of your budget conversations. the additional 2 percent w

. >> okay director riskin do you have anything? >> i think the issues of some of the concerns related to decrease frequency i think to some extent get addressed or offset by the genre liability improvement and with generally how we are managing the service and hopefully investing in this service. and i was going to ask her to speak to this as well as to director's rubke's comments about one of the slides that showed the feedback group that there is time to monitor and look at the frequency and to make sure the 9 service improvement are there to accommodate the fact that we would about changing service on the 33, for example. there is a lot of opportunity on how we implement and how we monitor and manage this to ensure we are keeping the benefit that we are trying to realize. i think on the 2 that seem to have a fair amount of controversy on wilder and irving it seems like a good community process and at least 90 percent there. i think there is a lot to work from for all of these. >> thank you. director riskin. >> thank you for bein

riskin and congratulations on mostly pronouncing my name correctly. that's rarely done. my name is am an jawa a conservation representative. i'm very excited for this proposal to move ahead and become part of the mta's actual plan as opposed to plan. this is a systemic change. when you make systemic changes it is risky for individuals, stakeholders and there are a lot of honest concerns in this room that we value and respect. that being said, this is a systematic change and this is the first time in memory that mta has a chance to redesign our muni from the ground up. when you have systematic changes picking it piece by piece is ineffective. we understand that there are real honest concerns, but i would ask that before we start knit picking apart this entire project, let's implement it and look very carefully at what doesn't work. because on balance it is our belief that these are really really good set of changes and the system of changes will affect 99 percent of muni riders and san franciscans for the better. thank you for your time and thank you for hearing our conce
