ohio republican senator rob portman joins me now. thank you so much for joining me. i know you heard my interview with brian deese, the president's top economic adviser. i talked to him about the letter that you and nine other republicans sent this morning. what do you think about that? what is your reaction to what he said? >> first, thank you for the interview. it is the first time i've heard the administration say they actually want to make good on the promises made in the inaugural address with regard to covid-19 so you made progress. thank you. i mean, seriously, it is extraordinary to me that you have a great speech, which i said at the time, at the inaugural talking about the need to heal and work together as a country, republican and democrat alike, and a pledge to do more outreach to republicans. and then the next day landing on our desks a $1.9 trillion covid-19 package when only a month ago we passed a $900 billion covid-19 package that was entirely bipartisan. this one nobody was consulted, including democrats on our bipartisan group that compiled the pre

rob portman over the weekend said that's not what i want voted for.en the debate on that question. of course, they lost that vote. what did they actually vote for and does it preclude those senators from voting to convict? >> yeah, jim, the trump camp when his team resigned made a statement that 45 senators had already declared that this was unconstitutional. that's not what happened. rand paul made a motion saying let's debate and vote on whether this is constitutional. 45 senators said, yes, let's have that debate. they are not bound to vote guilty or not guilty. ron thune, two a part of the 45. they said, no, no, no, we're not binding ourselves to vote guilty or not guilty. we wanted to have that debate back then last week. so that should not be overstated. is it a good sign for donald trump? sure. does it mean all five will vote not guilty? absolutely not. >> how would the senate go about barring a defense then if they continue this big lie defense instead of a constitutional argument? does senator pat leahy step in and say you can't say that? how
