in the 2016 election, ron johnson and president trump. in the 2018 election, current auditor mark rosendale when he ran to unseat the democratic senator jon tester. he lost the election, and senator from missouri, josh hawley, who did win. we've reached out to the nra for a statement, but a spokesperson sent a statement saying, quote, we scrupulously follow the law. this latest effort by giffords and the campaign legal center is a frivolous complaint. joining me now is a person who helped suspend these violation issues, brendan fisher, at the campaign legal center. brendan, thank you for joining us. what's the basis of the lawsuit? >> well, you did a very good job explaining it. first of all, a central element of campaign finance law is independence. citizens united said that a non-profit corporation like the nra can make unlimited expenditures in support of candidates like donald trump as long as that spending is independent. if it's not independent, if the spending is coordinated with candidates, then it must comply with campaign financ

let's go to the senate, senator ron johnson. good to have you back. how are you?reat, neil. >> neil: let me ask you about what you make of former director holman saying here, this calls for sweeping action. he said of the president's replacement for kirstjen nielsen that kelvin mcalneenan, that he will take drastic action. >> there is a humanitarian and national security crisis. in 2014, president obama declared a humanitarian crisis when 120,000 children came in illegally as family units in the first six months of this year, 240,000 have come. it's overwhelming our system. from my standpoint, the ball is in congress's court. it's been the dysfunction in congress. we have to change laws. we need better barriers. you know, it's up to the president who he wants in these agencies to advise him. the fact of the matter is, what is fuelling this crisis are loop holes that reward unaccompanied children and people coming in as family units. it's through no fault of their own reduced cvbp to a speed bump on the path of residency as family units. we have to change the laws.

you're on the homeland security committee, your committee chairman ron johnson says he's concerned withgrowing leadership void. are you? >> i liked working with secretary nielsen. she was very helpful to me when we had the hurricanes when i was governor. i thought she did a wonderful job. i do know -- i've been down to the border. the people that do the job day to day, they're absolutely committed. they may not like to see all the change, but they're doing their job. we've got to get leadership in there and we've got to find good people. i know the border agents are trying to do their job. i talked to them. they're trying to do their job. >> you were at the white house this week trying to strike a compromise on disaster relief funding. i know the bill includes money for food stamps for puerto rico. democrats calling for hundreds of millions of additional money for puerto rico. president trump denying those funds. do you agree with him that puerto rico has gotten enough money as it is? >> i've been eight times after the hurricane and i want to take care of puerto rico to the extent i can
