hello and welcome to "ronan farrow daily." we begin with breaking news out of the supreme court today which unanimously limited the president's power to make recess appointments. though case arose from a political dispute between president obama and senate republicans who claimed that he had no authority to put three people on the national labor relations board in january 2012. the senate was out of town. the court also ruled unanimously on a massachusetts law that requires protesters to stay at least 35 feet from the entrances to abortion clinics. they decided that that law, too is unconstitutional. and we also learned the last day the supreme court's term will be monday. and we are expecting a major decision on the legality of an obama care mandate on contraceptive coverage to come down at that time. so make sure to stay tuned for that. we have nbc's justice correspondent pete williams with us to help us understand these latest decisions. and, pete, you know, the recess appointment's decision. it's relatively technical, rela

those are some new details that investigators are sharing with us today, ronan. >> miguel, is there any new information about the shooter's motives? >> reporter: at this point police are not releasing a motive but have been told he was researching mass shootings, specifically the columbine shooting. we do know it is something they are looking into but have not released a specific motive as to why he targeted the students. he injured four students and shot two critically, one killed on scene and other remains in critical condition. he was subdued by a student in the area as he was literally reloading his weapon. police say preventing further bloodshed. >> miguel, are there any questions at this point about this individual's mental health? >> there are some questions that investigators are looking into and they have not explored those issues deeply yet. it's our understanding that in a couple of hours, the suspect will most likely obtain a lawyer, quite possibly a public defender. so he hasn't been questioned. he was questioned for a couple of hours last night and investigators not tellin

>> ronan, you know this well from your diplomatic work, but we should remember, yes, it's always been a controversial issue, negotiating with the taliban. but it's been something that's been supported by the president on down. and it is stated u.s. policy, unless the majority of americans of this country want to keep on fighting in afghanistan for years to come and all of the public opinion polls show they don't, this war is very unpopular and there is support for the president's plan to draw down forces significantly and essentially end our presence there by the end of 2016. you know, you've got to find some ways to end elements of this conflict. the afghan security forces aren't going to be able to fight this on their own. we have to remember, ronan, that this fits into the broader context of the president wanting to shut down guantanamo. this is in part an effort -- >> you think this is a first step? >> well, i think it's a step that way and hopefully -- i think my hope in all of this is this is potentially a confidence building measure between the u.s. government and evidence of t

ronan is out on assignment. we begin with the terror attacks on the consulate in benghazi back in september of 2012. nbc news has just learned one of the suspected ringleaders was captured in a secret raid in libya over the weekend and in just two hours from now fbi director will make the official announcement. nbc justice correspondent pete williams joins me live with the details. what do we know at this point? >> i think we are beyond what you said. there's official confirmation now. the president made a statement about it. the attorney general said it shows that the u.s. will do whatever it takes to bring those responsible to benghazi -- for the attack to justice. and he says -- this is eric holder, the attorney general, we retain the option of adding additional charges in the coming days as we work to identify, as well, and arrest any of his co-conspirators. officials say it happened on the weekend on sunday in libya, an effort by u.s. special forces aided by the fbi to arrest this man we've known of for so

i never hesitate, ronan. there's a couple things really important i want to correct in what robert said. it is a narrow decision. but on the one hand, we're talking about corporations that are for profit entities. they are now saying when it's convenient for us, we want to be people. when it's convenient for us, we want to have the rights that we have as a corporation. and the whole point of the corporate structure is to allow these entities to have different tax laws and so forth. this company -- these companies are trying to have it both ways. for the 1st time in the history of this country, the supreme court of the united states has essentially created a carve out that disproportionately, because it only impacts women in the united states of america and what about the rights of those individuals. we're talking about four specific methods that this company says they disapprove of. these are not practices that actually create abortion. they prevent pregnancy. so there's some junk science going on out there.

>> well, ronan, those figures are just dead wrong.he chamber of commerce put out that report before they had even seen the rules that were just issued today, number one. number two, the epa immediately put out a report that discredited the chamber of commerce reports. the reality is we need to address climate change and in a smart way. it gives lots of flexibility to address carbon pollution. and it will unleash more inno vacation and jobs in the clean energy sector. if you look at 2013, we had 23,000 new jobs created in the solar energy area alone. that was ten times the job growth than the underlying job growth in the economy. just in that sector. so this has the potential for huge innovation and job growth. it is a histor totoric day in t fight against climate change. if speaker boehner and mitch mcconnell don't like the president's proposal, they should put their on plan on the table but they've been awol when it comes to any solution to the challenge. >> isn't the real aty that any measure that stands any chance of reversing clim

welcome to "ronan farrow daily." two of president obama's most pressing foreign policy headaches. violence continues to rage in iraq and syria as isis militants continue their offensive. many are asking whether iraq can even be put back together as one nation. syria, isis has now kidnapped nearly 150 students, some as young as 10 years old returning home from aleppo after taking their exams. human rights watch located pictures and disturbing satellite video from tikrit showing isis conducted mass executions after seizing control of the city, killing about 200 people just two weeks ago. meanwhile, the political fallout in the u.s. is continuing. the big news here, former president bill clinton striking back directly against former vice president dick cheney. his argument that president obama is to blame for the chaos in iraq. >> we've now got a terrible, difficult situation on our hands, but i think it's primarily because both maliki and obama, we're not close. >> he doesn't call you for advice? >> no. i'd be happy to give it if he cared to call. >> mr. cheney has been incredibly a

there's a process, ronan, the kids are picked up at the border by the u.s. border patrol. under law they have 72 hours to process the kids and then move them into the hands of the department of health and human services, which then puts them in temporary facilities while they try to find long-term places to house them, hopefully with family members or others in the country while they wait processing and immigration courts. kids from central america have to go through processing unlike kids from mexico who can be pushed back across the border immediately. the reason for the place where i'm standing right now in arizona is that the facilities in texas, where most of the kids are coming in, in the rio grande valley area, are so overwhelmed now. the holding facilities there that they are flying kids to tucson and bringing them here and there are probably 1,000 kids here now. we've been watching buses bring kids in and buses take kids out. they come here for a few days of processing and go out to go into the hands of health and human services. the 72 hour deadline is not being

>> we have, ronan. there's been about 500,000 or so refugees that have tried to enter the kurdish regionalse semiautonomous region. they told us about the atmosphere, what the climate inside some of these cities has been. they've described to us a scene that's not necessarily what you would have expected after these fighters have taken control inspect mosul, they told us that the isis fighters there had managed to remove all of the checkpoints that had been set up by the iraqi national army. more importantly, they are trying, the fighters. the isis fighters are trying to get some of the city back up and running into some sense of normalcy. shops are opening up. but at the same time, they are also doing some or imposing some draconian measures such as the women that enter the streets or go out into the streets have to be dressed fully veiled. they also are prohibiting the sale of cigarettes. they're imposing what they call sharia law but they're trying to get some of these areas under their control back

is the most effective military strategy here because there's not agreement on what that is either, ronan. >> certainly disagreement on the hill as well. david, we've had people like john mccain coming out and being really vociferous on this point, accusing the president of napping on the job. do you think that this solution is going to satisfy those more hawkish elements in washington? >> no, i don't think so. i think the president has two chief concerns. one is, he's got the prospect of an islamic al qaeda state taking root in iraq when it's already taken root in part of syria. you have this al qaeda terrorist state that crosses these two countries and has the very real prospect of being in a position to be able to attack americans either in the region, in europe or even here in the united states. the president is on record. he doesn't want that to happen anywhere on the globe. really the basis for fighting in afghanistan. so that part of his foreign policy philosophy we know. the other piece is what chuck gets at. you'll never be able to beat back an isis and keep it beaten back if you
