. >>> i'm rosemary church. we are following breaking news from charlotte, north carolina where violent protests and looting have broken out after police shot and killed a black man. you are looking at interstate 85. i know it is hard to see there. this is where earlier protesters started blocking the highway and looting tractor trailers. now, they also started a fire in the milling of the road. we haven't got a view of that. there you see it there. at least 12 officers have been injured in these protests. police say it all started when they were trying to serve a warrant tuesday and killed keith lamont scott at an apartment complex. they say scott was armed but he was not the man they were looking for. some of the protesters claim scott did not have a gun, but police say they found a gun, scott was holding at the scene. the officer who fired the shots is now on paid leave while an investigation is under way. we will continue to follow this story and keep an eye on what is happening there. i do want to move to a

i'm rosemary connors. within the past 15 minutes we received confirmation from officials in atlantic city that an officer is in surgery after a shooting early this morning. nbc 10's pamela osborne has been live at the scene. we will get to her in just a moment, but first we want to talk about the first alert that we have issued because of tropical storm hermine. this is a big deal so pay attention. first alert meteorologist krystal klei keeping a very close watch on this storm that's moving to our area, you can see just below krystal that first alert radar. right now it looks like it's hovering over north carolina, virginia, but you told us earlier that delaware could soon see some of the effects of the storm. >> we're already seeing cloud cover that's spread across our region that's because of the storm though it is well to the southwest of us still. rain is starting to creep into delaware and that's going to happen this morning. currently the tropical storm sitting at 60 mile per hour max winds, that's t

>> well, rosemary, i think this is a plan that's been in place for some time.uld be very surprising if south korea didn't have a plan of this type. it's interesting that parts of it are becoming publicized now. if they did feel there was a nuclear threat from north korea, they would directly target the leadership. effectively saying to kim jong un would be targeted if they thought there was an absolute danger. now, this is something that they have threatened in the past. this is something when times get particularly tense on the korean peninsula that the military do leap out and make known. also saying, though, that in the worst case scenario there would be strategic missile strikes on particular targets. >> i think this is an ongoing plan that would be updated each time there is another threat, but it just shows the concern in south korea that there has been this fifth nuclear test and so soon after the last one. rosemary. >> again, the big question the international community has been asking is just how much progress has north korea made? how difficult is it

>> reporter: rosemary, the accident happened just under this overpass here. you can see police have the southbound lanes of 95 blocked off right now. a photographer is actually down there right now getting some video. he was the one who actually witnessed this accident happen. take a look at that video. as we mentioned, he saw all of this happen from his rear view mirror. he tells us a tractor trailer came across the lane and actually hit into the fire truck. look at the damage to that truck. five firefighters were hurt. they were transported to hennaman hospital with nonlife-threatening injuries. the driver of that tractor trailer was transported to the hospital. he was taken to jefferson with nonlife-threatening injuries. as we go back out here right now, again, you can see all of the traffic stopped on the southbound lanes. things moving northbound. of course, we're going to continue to monitor the situation. we're going to continue to check in on the firefighters to see how they're doing. reporting live in old city this morning, i'm pamela osborne, "nbc10

i'm rosemary connors. weather is our breaking news this morning. we want to make sure you have everything you need to be safe ahead of this storm. bill henley is helping us track it. >> it is just far enough away from us that we have a nice start to the day. the nearest rain is way to the south and offshore that is where the heavy rainfall is. on the move just barely if is forecast to change course and head closer to the east coast, and at the same time, it is expected to strengthen. the track takes it at 2:00 this afternoon a little further east. more pronounced by early tomorrow morning. look at the increase in wind speed, 70 miles per hour. that storm is expected to strengthen by early tuesday morning. at that time it will be closer to the coastline. right now the tropical storm force winds are just off shore. a little bit of movement will likely bring them off shore. by early wednesday morning, a powerful storm with powerful winds. barely creeping away from the area. it will push further away by thursday early in the morning in is the latest in
