sam: good afternoon. the bill as a way of reforming the criminal justice system to improve public confidence in our local law enforcement. it is spearheaded by mary cheney. she wants fairness and transparency when it comes to complaints of assault. she has a four-part plan to make that happen. >> one is to change the definition of what assault on a police officer is. it is far too broad. it increases the level of discovery between both sides when there is a criminal prosecution. it provides a greater protection against skewing an eyewitness projection. sam: she says the plan was in the works long before the riots last week in baltimore. the situation in baltimore will help fuel the bill into law. she says the introduction to city council is the first of many hurdles before this would be signed into law. that should not happen until after summer recess. reporting live, sam sweeney. jummy: loretta lynch is in baltimore today to look at the situation in the city in crisis. she will meet with baltimore offici

bureau chief sam ford is in northwest with how he is being reasoned. sam? sam: we are standing in front of fire house number six. that is draped in black. and minutes ago there was a procession that came by here for a 44-year-old fire lieutenant kevin mcrae. his flag-draped casket was brought by on the fire engine he commanded. on the way to fort lincoln cemetery. the funeral service was one of the largest in memory. 3,000 people came to the d.c. armory. where the husband, father of five was remembered as one who was loved. he had done his job for 25 years. he was eulogized at the d.c. armory. lawson said they met when lawson was also a fire lieutenant and needed to be relieved so he could preach at church. somebody told him to call mcrae and so he said he did. he called and said lawson, i'm in en route. get your stuff going. you're going to church. when kevin arrived i didn't even know how he looked. i was standing there and he walked up and he started laughing acting as if he already knew me and said take the stuff off the fire truck. get out of here. go

sam ford is here to break it down for us. hello, sam. sam: hello. as the chairman of the counsel put -- council, everybody got something they wanted and everybody got something they didn't want in this budget. [inaudible] the chairman gave in to the mayor on matters like providing free bus and rail for the d.c. school kids on summer jobs or 22- to 24-year-olds. mayor bowser talked about it in her appearance yesterday. the council has not yet agreed to fund it for next year. but if they can prove this year that the program is successful for young adults, they will be funding these programs. this year's budget includes $100 million for affordable housing, money to end homelessness and provide body-worn camera for police. the longest serving member of the council noted that the budget is nearly $13 billion. >> deliver. come back with results that thousands of individuals who are now homeless in the city are not homeless anymore. we'll continue to provide funding. but if all we are doing is paying contractors and then there are no results we have wasted

sam: the sewage line has been stopped and the cleanup is underway. right now, the county still warning residents with sewage overflow signs to avoid this area. this is a football field where kids play. we are right behind in elementary school here. i want to show you what happened. this area is normally dry. right now it is a lot of sewage and it is creating a lot of smell for the people in this area. some people say they worry about walking their dogs. others say they don't want to open their windows. some say this problem was to be expected. >> it's a fact of life. we live in a nation whose infrastructure -- it's 80-90 years old. this is what happens when you have an infrastructure that is so old. sam: if this happened on sunday, why is it wednesday and the problem is just now getting fixed? it takes time to fix a sewage line. with a water main break, you turn off the water to fix the problem. with sewage, it just keeps coming and it ended up in this field. crews had to install a temporary 7000 foot pipe to divert that sewage while they fix the mai
