i am running for supervisor to keep san francisco real. our city is a social, economic and political cross roads. in so many ways, the every-day people that keep this city special, the artists, the students, the young families, the seniors on fixed income, working people and every day people of all strides are having a harder and harder time surviving much less thriving in our city. one of the reasons is that our economic development policies are currently much too focused on the big business interest. we need to reorient our city's development policies to focus on the 80 percent of the economy which is our small businesses or mom and pop shops. san francisco needs to develop more affordable housing. the association of bay government says that they need 18,000 new units of housing and we are nowhere close to that. prop c, something that i encourage you to vote for, but let's go back to the ballot in the years to come and pass an affordable housing bond something that san francisco has not done in close to two decades. we need to improve ou

a lot of this in san jose. >> unlike san francisco, in san jose most of the job centers are not within the downtown area opposite of what the situation is. , it makes that most difficult it explains why it is that way and why we have low projections in places like contra costa, low, even though the population is much larger than that of san francisco county and san mateo county which is slightly less. i can understand. at least contra costa has more transit than even the south bay does. my other question for-- in terms of transportation-- and you can answer this is probably not. what i am interested in, i have always tried to figure out exactly what kind of planning goes into transportation; it seems like it moves slowly, with no guiding idea at the end of that make sense. san francisco is a small city geographically, so dense that it is logical that we aim for transit below ground or above ground to move quickly from one part of the city to another. we spent a lot of money trying to keep people from driving to treasure island, it make sense but you're not creating an alternative. we m

of san francisco's city government. 78% say tourism makes san francisco a better place to live. 80% say that san francisco has a healthy balance of tourists and resident activity and 78% believe it's important to update and modernize the moscone center. that 78% is similar to the numbers that we heard for support of the arena. why expand? interestingly moscone is probably the most successful convention center in the united states. it's not the largest. but persquare foot, it's the most utilized. per square foot it generated the most hotel nights and most revenue of any convention center in the united states. so it's very significant in terms of economic impact. it's basically full-year round. a lost our groups are outgrowing it and need more space in order to stay in town and this benefits not only the tourist sector, but the business sector. it's no coincide that the apple 5 was unveiled there this week or oracle is having their meeting next week. it's the best way to generate more business. the economic impact of the center is significant. we have calculated that we have lost $2 b

this is the spirit of san francisco. and that is why i am so thrilled to be able to speak to you today and now, because so many of you watching are my family, my friends, people who form the same communities that raised me up from difficult beginnings into the woman i am today. i can think of no more important calling than to use the skills and my energy to give back to all of you in any way that i can. that is what has led me through so many of my life's endeavors volunteering in the major's office as a teenager, and serving on the san francisco redevelopment agency commission sxh the fire commission and just recently getting my masters in public administration. >> i will tackle the tough problems head on. i will find real solutions to the lack of affordable housing and redesign our job training program to give the right skills to the unemployed people around us to make them the perfect job candidate for our small businesses. because small businesses provide most of our city's jobs, i will create a one-stop, for people

pensions are a major issue not only in san francisco and the state. part of the work that we did last year where we worked with labor unions and unix to debate and discuss and dialogue and we found a pension proposal that we could bring forward to the voters in the city and county of san francisco which was passed and we know that that is not the final step that the first of many things that we are going to have to do to make sure that we have a balanced budget. the worst thing that we can do is to make sure that we need to make sure that pensions are going to be there for people when they retire and we need to do everything possible to make sure that we live up to the obligations that we promised people when they started working. >> mr. bryer. >> pension is something that is critically important for the state. and we have huge obligations in the pension funds that have been unfunded and right now we are assuming something like a 7 and a half percent on pension returns when the private sector the returns are, you know, anticipated around 4 percent. an

we serve nearly 100,000 students in san francisco and are a tremendous resource, we think, for san francisco. the last couple years the state budget cuts we faced, $53 million in the last 3 years alone, have really made it a challenge for us to keep our doors open for san francisco students and this proposition a would make a tremendous difference in addressing our fiscal problems right now. >> understood. thank you. starchild, can you present some of the thoughts around the opposition? >> sure. we all believe in people getting an education and having those opportunities be affordable and accessible to them, but city college's financial problems, we believe, are not due to state budget cuts primarily but due to fiscal mismanagement. the accreditation report that came out recently found city college to be one of the 3 worst-performing schools in the 112 community colleges in california and as evidenced by the $276,000 salary of the head of city college, we blaefrb there's plenty of money they can find without going to the taxpayers. >> i understand there were 700 classes, a reduction in 700 c

nobody who is not a san franciscan should come here and say, i spoke to some lbes in san francisco and they kind of agree to go with the flow. that doesn't work. we don't want to badger sfpuc. but the fact is we lost on the waste system improvement project, and we were not, i repeat, not lose on the sewer system improvement project. because i have over 500 young men, i brought some of them here. i don't want to fill this chamber with some strong men. i don't want to go there, but we will not lose unless we have meaningful discussion with the union involved. thank you very much. >> thank you very much. yes, sir. >>> thank you, commissioners, art jensen with bosca. i think this is a great thing the commission did when they extend it had to a regional program to include workers outside san francisco that are paying two-thirds of the water bills and contributing to the success of the system. one question i had about the wording, and i think it's fine the way i interpret it. it talks about projects done in conjunction with bosca member agencies where there is a cost sharing arrangement. and

muni service to young people in san francisco? in other words, if mtc isn't willing to do it on its own, should the city be paying more money into mtc to get the service out of mtc? >> as a last resort. that would be certainly the last way of funding it that i would look at. there is a continuity problem between the different transportation agencies that make it a little bit unworkable. at this present time i think one of the ways to deal with the issue is to see if the nuts and bolts of it can be tweaked a little bit to make it into a workable solution. maybe that may take a little bit more time, but i don't think as a sort of knee-jerk reaction we need to put the burden on taxpayers. with that being said it's vitally important for people to get around and especially those who can't afford and if you are a young person, i think that is a very important consideration as well. again, the focus should be on tweaking the nuts and bolts of continuity issue to find a work-around there before putting the burden on the taxpayer. >> the f

of san francisco. government has grown so much in recent years and now we're in the middle of an economic downturn when people are hurting. thousands of individual san franciscoans, businesses, have had their budgets cut. they have lost jobs over the past decade. they have lost more revenue than the 30 million city hall has because city hall has taken more than that amount from the people and businesses of san francisco. unfortunately it's complicated to try to get them to tell their individual stories, it dosment tell about all the individual families and people that have had their budgets cut. any measure that takes more money from the people is a bad thing. this particular measure, it recognizes that going after the smallest employers is bad, you know, but most businesses in san francisco are small employers and why penalize them for growing and being successful? you know, if they start to get more -- i disagree that it's tax on profits because gross receipts is not necessarily profits, profits is a

in san francisco with average incomes. we also need to improve muni and public transportation as well as improve public safety. with affordable housing, i would like to see us actually negotiate projects that build housing that is affordable, rather than allowing developers to pay a fee in lieu of building housing that is less expensive. sustainable housing is just as important as private profit and we need to balance those two in a better way. i also support test moratorium on condo conversions. when we convert the condos the price of that property is permanently increased and we can't get it back and so we need to come up with creative ways to keep the housing affordable. we approved $26 million to muni and yet all of that money, not one penny of it was spent on services it all went to other departments such as when the police closed down the streets for parades. we need to make sure that money is used for service and not distributed to some other department. i work with the community to improve public safety, through co

because by doing that we can create jobs in san francisco and keep people in san francisco . the kids are growing up and we want them to stay but we need jobs. i agree with mr. crowley with the police force and make sure that is fully staffed and i have been speaking to the police athletic league and they have a program to breen the teenagers to be interns in the police force and they would feed into the police cadet program. thank you. >> thank you sir. the next question the city's liabilities are projected to increase in the next coming year. s what new or increased fees should it institute and i will repeat the question and we will begin with mr. crowley. >> i would say that one of the bigger things that we will have before us is the gross receipts tax check that norman talked about trading from the payroll tax which is punitive. the next thing i would do is increase the foot print on mos sony center and that brings in a lot of money to the general fund and erect a multi-purpose area and bring in more money to the coffers and a green industry. one reason to bring them in i
