pg&e got hit with a $1.6 billion fine for the san bruno pipeline explosion. ktvu's tom vacar was there as the public utilities commission hit them with the biggest fine in state history. >> reporter: 5 years ago it killed 8, injured dozens more and incinerated homes and destroyed pg&e's credibility and unearthed an unsavory relationship between the utility and the regulator. >> this explosion was a preventible disaster. that resulted from faulty record keeping, negligence over sight and a broken culture that looked the other way as pg&e prioritized profits over public safety. >> the decisions signal that we expect accountability and performance from the utilities that we regulate and from ourselves at the california public utilities commission. >> reporter: they can appeal but will it this time? >> we have to review the details but we do not expect to appeal the decision. >> reporter: for pg&e and the c.p.u.c. are personal criminal actions. she lost her husband, son and mother-in-law. >> i believe this is a case of criminal negligence. which lead to the death

jana katsuyama has been talking to folks about pg & e's response and the lessons learned since the san bruno pipeline explosion five years ago. first to ken pritchett who's in fresno tonight, ken. >> reporter: frank you can see the police are here. they have this roadblocked off. this happened next to a gun range in an undeveloped area just north of tpres know here. you can't see the area right now but you couldn't miss it from the flames jetting more than a dozen feet from the air. the pipeline rupture happened right next to highway 99. >> oh my god, horrible. >> reporter: video was captured from people in multiple cars passing by. but isidro estrada's cell phone footage came from his front yard. >> i went to my room 10, 15 minutes later i heard a loud bang. >> reporter: the rupture happened in the northern edge of fresno at a sheriff's department gun range. >> i didn't think anything of it but then i heard jets flying over. >> reporter: that was the air escaping the pipeline. crews were using a heavy equipment the build up a dirt berm. >> it was a backhoe that was being used by the crews.

the city of san bruno lies adjacent to san francisco international airport.nd all eyes begin looking up for answers. >> my immediate thought was that it was a plane crash and that was the initial report. people were wondering, the only thing they thought could have caused an explosion and a fire of that magnitude would have been a jetliner crashing into a neighborhood. >> i was somewhat convinced this is a plane because i've never seen that much fire in my entire career in a condensed neighborhood like this. >> but no planes are reported missing from any of the bay area airports. firefighters realize this explosion didn't come from the sky above but the ground below. >> it looked as if this was not a jet fuel plane, this was a clean burning source. and about ten minutes into this, they said there's no reports of any bodies, any debris, anything related to a plane crash. so this must not be a plane crash. this has got to be some sort of a gas source. >> it is. an underground 30-inch wide transmission pipeline cracks and the gas ignites, turning san bruno into

i'm sure you know about the fire and explosion we had in san bruno a couple years ago. much has been made about the pg&e shutoff valve. from a firefighters perspective, pete, can you tell us, was it shut off quickly? did it take a while? tell us about that. >> the last report, it was still going to take approximately two hours for them to shut it down. yeah, obviously we know about san bruno. luckily for us, this was an area isolated from any homes. the fire was still going with the tractor nearby working in the area, which caught on fire as well. that fire started a grass fire. so at this point, we've surrounded the grass fire, contained it to the area that burned and now we're letting the gas line burn until officials can shut down the line. >> just to be clear, the gas is still flowing right now? >> as of last report, yes, it is still flowing, but they are working diligently to get it down. having the gas line burn is a lot better than having multiple ignition sources available with the gas line. so we're actually in a safer area with it continuing to burn at this po
